 Background:

Assistant public health expertise for the successful and timely implementation of WASH software activities in selected sites within the project areas both at community and institutional level (schools and health care facilities). 

The WASH Officer will be working within the framework of Save the Children’s programming principles and approaches drawn on relevant best practices and lessons learned, work towards enabling children to attain their rights, while compliant with donor regulations. As part of Save the Children’s dual mandate, the WASH Assistant will assist in emergency preparedness activities and be ready to respond in the event of an emergency, as required

CHILD SAFEGUARDING: 

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.



 
 Duties and responsibilities:

Projects implementation: 

  • Under the supervision of the WASH Coordinator, and assistant in coordination with relevant ministries, explicitly implement assessment for WASH needs both at community and institutional level. 
  • Assist in implementing Water, Sanitation, and hygiene promotion activities in close collaboration with the WASH Coordinator/Manager. 
  • Assist providing regular reports on WASH issues and program progress against work plans and program activities. 
  • Sensitizing beneficiaries about various aspects, requirements and information needed to ensure participation in the project’s activities. 
  • Support the development of hygiene promotion materials. 
  • Mobilize communities, disseminate and convoy hygiene promotion messages among community members as well as elaborating plans of awareness raising activities. 
  • Prepare distribution plans for WASH items, tools and hygiene kits and document distribution process. 
  • Support in the development and establishing community committees. 
  • Conduct training sessions for the community volunteers and/or targeted populations. 
  • Conduct regular field visits to ensure good implementation of WASH activities as well as sessions conducted by staff or community volunteers. 
  • Supervise and conduct validation of beneficiaries.  
  • Ensure good archiving and documentation of WASH program activities. 
  • Under the supervision of WASH coordinator/manager, supervise the construction/rehabilitation process ensuring that it is completed within timelines, according to approved BoQs and quality outcomes and in compliance with Save the Children International construction policy. 
  • Ensure that variations are approved by WASH Coordinator/WASH manager according to SC procedures before giving work order to the contractor. 
  • Verify incoming materials are of the highest quality and from acceptable country of origin. 
  • Certify achievement of contractual milestones and provide report to WASH Coordinator / WASH Manager so payment to contractors can be processed. 
  • Develop and implement safety standard checklists ensuring that children’s safety is central. 
  • Ensure good and accurate data collection and reporting against project monthly achievement and progresses. 
  • As needed, conduct Focus Group Discussions, assessments, and questionnaires to ensure community’s feedback, analyse the data and recommend actions for improvements. 

Monitoring 

  • Conduct on spot check for WASH services delivery and ensure all planned activities implemented and delivered according to WASH standards (Sphere, local) and the WASH sector quality benchmarks and conduct required corrections and actions. 
  • Follow up implementation of WASH activities in close coordination with local partners and ensure WASH quality benchmarks are met for all delivered services and activities. 

Reporting, assessment, and proposal development 

  • Provide daily, weekly, and monthly reports on implementation of WASH activities and update projects IPTTs on monthly basis. 
  • Assists with developing of proposal and concept papers. 
  • Participates in related assessments and surveys. 

Technical support/ capacity building 

  • Technical training of local partners and ministerial and institutional staff, community volunteers and members of WASH committees, on how to use/maintain WASH facilities. 

Coordination/ representation 

  • Coordinate with and mobilizes local communities, relevant government bodies and local NGOs to participate effectively in Wash program activities. 
  • Coordinate with relevant partner to ensure implementation of activities. 
  • Participates in WASH sector coordination meetings when required. 
  • Represent Save the Children in official meetings and workshops, related to WASH, conducted by government sectors and other partners. 
  • Implements WASH activities in close coordination with related sectors from government and other partners. 
  • Works closely with WES, MoH and other relevant government departments and promotes good relationships with line government ministries, commissions, communities, and partners. 

Child Safeguarding 

  • Ensure that child safeguarding policy, standards and procedures are well maintained and adhered to while implementation of WASH activities. 
  • Ensure that child safeguarding risks associated with all project cycle process are identified and mitigation measures are in place. 

Any other duties may be assigned by his supervisors. 


 
 Minimum Qualification, Skills and Experience Required:

  • Education to BA level in Civil engineering, Geology, Public Health or a related subject, or equivalent field experience 
  • Minimum 2-3 years’ experience with WASH sector, NGO/INGO/UN Agency,  
  • working in Health, Nutrition, WASH related humanitarian programmes with special focus on Hygiene promotion issues. 

Desirable 

  • Experience in monitoring WASH related construction works. 
  • Effective use of computers – MO and design/drawing software (AutoCAD) 
  • Commitment to working through systems of community participation and accountability. 
  • A good team worker willing to learn from others, listen and provide sound technical advice on services that will benefit children.  
  • Strong organizational and planning skills with effective communication skills 
  • Politically and culturally sensitive with qualities of patience, tact, and diplomacy 
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
