 Background:

PURPOSE OF POSITION

 

The purpose of the Position will be used in the WVI Careers site, and if applicable, advertisements. Please describe the role in 2-3 concise sentences. Under the direct supervision of the Area Project manager and technical supervision of the FSL manager of the SPQE (Strategy, Program quality and Evidence) department, the position will provide technical support for all WVS FSL interventions at the state level. Holding the responsibility of supporting resource acquisition, coordination, representation, monitoring and reporting for all FSL programs at the base. The position is expected to support/provide technical training in different fields of agriculture 

The coordinator shall fully comply with safety and security procedures, child safe organisational policies of WVI, and program/humanitarian accountability practices. S/he is also expected to ensure partners’ (local NGOs, private sector actors, etc.) adherence and accountability to the same.

Programs Implementation, Evidence Generation and Documentation 

  

  1. Technically follow-up and monitor implementation and quality status for all FSL sector interventions at the state level.
  2. Ensure technical standard adherence for all procurements with the supply chain unit, in close collaboration with the FSL manager.
  3. Coordinate with the FSL manager on any suggested project budget modifications and ensure coordination with all concerned units/departments (finance/GAM)
  4. Document all lessons learnt during the project life and share such documents with the FSL manager for feeding into future proposal designs.
  5. Under the technical guidance of the FSL manager, seek and provide technical support to all project teams and partners to properly implement planned activities and programs at the state level.
  6. Assist the Operations Manager with sector monthly financial reviews and quarterly project implementation.
  7. Mentor and build capacity of all state staff in sector-related topics (elaborating sector log frames, DIPs, M&E plans, etc.).
  8. Guide and support training activities of implemented projects, including support training materials preparation and facilitation of technical training.
  9. Work closely with the M&E team to ensure key components of accountability (such as information sharing, beneficiary feedback mechanism, and participation of beneficiaries) are in place and adequately practiced and documented.
  10. In collaboration with WV Sudan program concerned staff, local line ministries, stakeholders and community beneficiaries, support project sustainability.
  11. Maintain proper documentation of implementing activities, including success story writing and the conduction of interviews with beneficiaries.
  12. Support promotion and establishment of improved agricultural productivity through sustainable and climate-smart agriculture development and disaster management approaches, as directed by the FSL manager (SPQE FSL unit).

 

Food Security and livelihood Programs at state level are implemented according to WVS standards, policies and procedures.

Program’s development and Fundraising 

  1. Work with the FSL manager in programme development and proposal writing by providing background information, inputs and review of proposals. 
  2. Develop ideas/concepts notes based on humanitarian needs in the state and share with the FSL manager for future funding.
  3. Ensure possible different state Food Security and Livelihood priorities are integrated into proposed programs. 
  4. Support the FSL manager in efforts aimed at building and sustaining WV Sudan’s emergency, early recovery, and resilience portfolios, as requested.
  5. Be the focal person for FSL need assessments aimed at determining community needs in support of future proposal design, and follow closely state-level need assessments that are conducted by other actors and share reports of all of them with the FSL manager and base manager.

Monitoring & Evaluation and Reporting 

  1. Support the technical state project’s team member in preparation of FSL monthly, annual and end-of-project narrative reports, at the state level.
  2. Participate in the design and implementation of baseline surveys, needs assessments, and impact evaluations as relevant to the sector
  3. Prepare sector-based annual operating plan and reports for WVS and State HAC.
  4. Work closely with the MEAL team to ensure proper follow-up of indicators and monitoring of activities
  5. Regularly share monitoring and implementation reports with the FSL manager 
  6. Support project evaluations, as needed.

Coordination and Representation. 

  1. Participate in staff meetings and other meetings, workshops, and conferences.
  2. Ensure coordination between all project stakeholders at base level through monthly meetings and workshops, to achieve a high level of implementation.
  3. Purposefully promote a high level of collaboration and integration of all programs implemented at the state level.
  4. Preparing and facilitating discussions, agreements and facilitation of signing of technical agreements (TA) with relevant Line Ministries.
  5. Lead quarterly coordination meetings between all project teams and the MEAL team at the base level
  6. Represent WVS FSL state programs at FSL cluster and other technical bodies at the state level.
  7. Participate in all FSL technical external meetings with donors, field cluster subunit, governmental bodies, communities and report findings to the Area Manager and the FSL manager.
  8. Assist the state FSL Program with developing key relationships and partnerships with other local NGOs and partners in the FSL sector.
  9. Ensure the donor visibility is included in all implemented activities.

Coordination between project stakeholders is achieved for high-standard implementation.

Staff/Partnership Management 

  1. Facilitate staff hiring at the state level, as directed by the FSL manager and orient them.
  2. Support the FSL manager in planning base staff capacity building plans and pursue meaningful opportunities for training and capacity building for State FSL teams.
  3. Support efforts aiming at ensuring staff/partner wellbeing, as directed
  4. Support the technical implementation partner on the implementation of activities assigned to them.
  5. Practice servant leadership and be a role model for the FSL sector, project teams and peers, promoting value transformation in the areas

Staff and partners management support is ensured.

 


 
 Minimum Qualification, Skills and Experience Required:

Required Professional Experience:

  1. Bachelor's degree in Agriculture from an accredited university.
  2. Training in project management and reporting (certified by certificates).
  3. Advanced technical Knowledge on agricultural development and aspects of FSL, including but not limited to: improved agricultural productivity approaches, environmental approaches, economic empowerment, disaster risk value chain in agriculture, etc.
  4. Proven skills in staff capacity building and facilitation of training. 
  5. Good level of understanding of MS Excel, MS Word and other Microsoft applications.

Language Requirements:

  1. Excellent level of written and Spoken English language.
  2. Excellent level of written and Spoken Arabic language.

Preferred Knowledge and Qualifications:

  1. Master's degree in different disciplines of agriculture/forestry/natural resources management and/or business management. 
  2. Different trainings on aspects of FSL are preferred.
  3. Training in M&E is preferred.
  4. Minimum of Three (3) years’ experience in the position requires provision of FSL Technical Support (like extension service experience, facilitation of agricultural training, etc.) to programs/teams. 
  5. Additionally, two (2) years’ experience in the implementation of an FSL project within INGOs.
  6. One year of proven experience in coordination and representation at the institutional level.
  7. Facilitation of the FSL training experience is preferred.

Work Environment:

  • Office-based with frequent travel to field locations. 
  • The position requires a willingness to function during a crisis and in response to donors'/other work obligations’ deadlines.
  • On call: 10%
