MSF-Swiss is seeking to employ 1 (one) qualified candidate in the Khartoum Project for the position of Liaison Officer. Interested applicants may find the detailed job description of this position below.



 
 Duties and responsibilities:

Main Purpose of the position:

Give support to external administrative work and to the project team in obtaining necessary permits, as well as all official contacts, procedures and transportation of goods, according to applicable laws and MSF procedures, in order to ensure the smooth running of MSF activities.

 

Key Responsibilities:

  • Together with the Operations and HR teams, ensure that all MSF staff has applied and obtained on time any visa, stay, or travel permits according to needs, and keep information on legal, administrative procedures 
  • Ensure the project management are informed about ongoing processes, specific situations or changes in the procedures related to visas, travel permits, cargo permits etc.
  • Know all the procedures that MSF needs to follow in order to transport goods and assist the Logistics and Operations teams in following these procedures.
  • Follow up movements of MSF cargo in collaboration with the Logistics team and informs about any possible planned or extraordinary needs.
  • Establish and maintain professional contacts with relevant authorities, depending on the context and the needs of the project with close collaboration with the Project Coordinator (PC) and PC Support.
  • Arrange meetings related to administrative issues for the PC or the PC Support as well as attend them. Keep all documentation and files updated, properly filed and easily accessible for the internal users.
  • Stay up to do date on all project movements in and out of Khartoum State and ensure that all vehicles, drivers, passengers, and cargo have the correct and approved travel documents (entry permit, exit permit, etc.).
  • Ensure that all staff, visitors, and vehicles have valid travel documents to travel to project locations and key areas in Khartoum State.
  • Maintain an accurate tracking of all travel documents for staff, vehicles, and cargo.
  • Translate documents as requested.
  • Support the HR and Finance team with ad hoc tasks as needed.
  • Additional tasks may be delegated by the PC and PC Support.

 
 Minimum Qualification, Skills and Experience Required:

Qualifications and requirements:

Education: Secondary education essential. Administration or communication related studies desirable.

Experience:

  • Essential: 
    • Experience in similar jobs in the field of humanitarian aid with MSF or other NGOs 
    • Strong networking, negotiation, and diplomacy skills 

Language:  Arabic and English languages, high level command oral and written.

Knowledge:

  • Essential computer literacy (word, excel, Internet/social media)
  • Desirable: Strong knowledge of government procedures and requirements related to travel permits
