 Background:

General responsibility:

 

In agreement with the protection manager of his geographic area, the Protection Officer (PO) is responsible for the implementation of child protection, gender-based violence (GBV) and General Protection activities for TGH projects implemented within his/her designated geographic area of responsibility. Their activities shall cover both first line and second line responses depending on the specific project (ECHO, SHF, CDCs etc) 

 

Under the direct supervision of the Protection Manager, the PO supervises and provides technical guidance to case workers, psychosocial support (PSS) facilitators, and protection monitoring assistants to ensure quality implementation of activities in line with the project strategy.



 
 Duties and responsibilities:

Key Responsibilities:

1. Ensure Quality/Timely Implementation of Protection Activities: Child Protection, GBV and General Protection and Teams

 

  • In agreement with the protection manager, directly supervise the implementation of protection project activities on the field (case management for children, GBV case management, general protection case management PSS activities within child friendly spaces; activities within women and girls safe spaces, all GBV activities including those with health partners (MoUs with healthcare providers, and listening corners in health centres), GBV safety audits. protection capacity-building for staffs and community-based protection networks and focal points (volunteers), protection monitoring, awareness-raising activities.
  • Provide/support technical supervision and training of case workers (CP, GBV and General Protection) in all aspects of protection work (case management, PSS for children, protection monitoring and safety audits, needs assessment) etc.
  • Provide technical supervision and training to case workers on case management based on Standard Operating Procedures (SOPs).
  • Identify and escalate urgent or complex cases, including child protection, General Protection and SGBV cases, to the protection manager.
  • Maintain and update referral pathways for child protection, SGBV and general protection service coordination.
  • Strengthen linkages between children, families, schools, and protection actors to promote community-based protection mechanisms.
  • Deliver protection training to staff and community volunteers on child protection, SGBV and general protection issues.
  • Support the creation and running of child friendly spaces, women and girls safe spaces/ activities conducted therein.
  • Monitor and ensure the implementation of the Prevention of Sexual Exploitation and Abuse (PSEA) framework.
  • Ensure compliance with TGH’s Child Safeguarding Policy and Gender-Based Violence (GBV) standards.
  • Oversee alternative care arrangements and family reunification processes for unaccompanied and separated children (UASC) and links with state social services and tracing partners (ICRC)
  • Facilitate community engagement in TGH’s Feedback, Complaints, and Response Mechanism (FCRM).

2.  GBV Prevention and Response

  • Support the identification and referral of SGBV survivors to appropriate services, ensuring confidentiality and a survivor-centered approach.
  • Conduct training on SGBV core concepts, case management, psychological first aid, and survivor rights.
  • Strengthen community-based mechanisms to prevent and respond to SGBV, including safe spaces for women and girls.
  • Work closely with health and legal service providers to ensure comprehensive support for SGBV survivors.
  • Ensure risk mitigation strategies are integrated into all emergency response activities.

 

3. Protection Monitoring 

Work closely with protection monitoring assistant to conduct protection monitoring at field level and also to prepare periodic protection monitoring reports

 

 

4.. Field Coordination and Team Management

  • Manage and directly supervise the protection field team (all case workers, PSS facilitators and protection monitoring assistants)
  • Represent TGH in coordination meetings with local authorities, communities, NGOs, UN agencies, protection cluster and CP and GBV AoRs.
  • Ensure safe access and acceptance of teams in targeted locations.
  • Provide security updates and field reports to the protection manager.
  • Participate/supervise teams involved in protection needs assessments to identify areas with protection needs.
  • Collaborate with partners to enhance capacity-building efforts in emergency response settings.

 

5. Monitoring and Reporting

  • Collect and analyze data on child protection, GBV and general protection activities as per emergency response requirements.
  • Conduct needs assessments, post-distribution monitoring, and baseline surveys specific to emergency situations.
  • Train staff on data collection tools and ensure timely reporting.
  • Document challenges, success stories, and field updates for learning and accountability purposes.
  • Ensure all staff and partners adhere to PSEA and Child Safeguarding guidelines.
  • Participate in project evaluations and impact assessments.
  • Organize regular team meetings to identify capacity-building needs.

 

6. Capacity Building

  • Participate in protection-related training programs and disseminate knowledge to team members.
  • Identify staff training needs and recommend capacity-building initiatives for child protection,  GBV and general protection interventions.
  • Provide technical support to local partners in implementing child protection, GBV and general protection response services.
  • Support establishment/compliance with Memorandums of Understanding (MoUs) and Technical Agreements (TAs).

7. Support in Project Development and Needs Assessments

  • Provide field insights and recommendations for the development of new protection projects.
  • Support the design and implementation of needs assessments in conflict-affected locations.
  • Supervise field data collection during assessments by protection teams
  • Ensure effective information-sharing among response stakeholders.

8. PSEA & Safeguarding Compliance

  • Supervise and support child protection and SGBV case workers within the emergency response team.
  • Ensure that all TGH staff and partners comply with PSEA and Child Safeguarding policies.
  • Monitor and address any safeguarding concerns within emergency response operations.
  • Promote a culture of accountability and respect for the rights of affected populations.

 

NB: The listed activities are only indicative and may change depending on the evolving protection needs in Sudan.

 

 

Required knowledge and skills and required

 

  • University level degree or Diploma in Social Work, Psychology, Law or related field.  Substantial field experience in protection work (CP, GBV, GP) may be substituted in lieu of academic qualifications, as appropriate.
  • At least 2 years of experience in child protection, GBV or General Protection Programming, or humanitarian emergency response.
  • Strong knowledge of international protection principles, case management, and referral mechanisms.
  • Experience working with children, families, survivors of SGBV and other vulnerable adults in crisis-affected settings.
  • Ability to coordinate with government agencies, NGOs, and UN bodies.
  • Strong reporting, monitoring, and data analysis skills.
  • Excellent communication and training facilitation abilities.
  • Previous experience in mobile services delivery is appreciated;
  • People management and motivation skills; 
  • Good computer skills (word/excel/outlook).
  • Good English and Arabic language skills (able to speak, read and write).
