 Background:

BACKGROUND

The Sudanese Red Crescent Society (SRCS) is a lead National society in providing quality humanitarian work, was established in 1956 and accepted into the Red Cross and Red Crescent Movement as a member of the International Federation of Red Cross and Red Crescent Societies (IFRC). The SRCS operates across the Sudan with 18 branches.

 

The Norwegian Red Cross (NoRC), in partnership with the Sudanese Red Crescent Society (SRCS), is undertaking a programme of construction and rehabilitation projects in Port Sudan to support humanitarian and health infrastructure. These include:

  • Rehabilitation of an existing structure into a medical storage facility
  • Construction of a non-food warehouse
  • Renovation of Osman Digna Hospital

The projects require localised technical oversight to support implementation, ensure adherence to quality standards, and provide coordination with local contractors and stakeholders.

2. PURPOSE OF THE ROLE

The Resident Engineer will be based in Port Sudan and act as the on-ground technical representative of the Technical Consultant team. The primary function is to support daily implementation, supervision, and contractor coordination, ensuring that all construction activities comply with the approved designs, specifications, timelines, and quality standards.



 
 Duties and responsibilities:

Design and BoQ Preparation

  • Identify the project sites and provide high-resolution pictures and videos.
  • Provide layout plans and dimensions for the proposed sites as identified by the Sudan Red Crescent Society (SRCS).
  • Provide dimensions for the new construction sites, in consultation with SRCS staff.
  • Assist the team in assessing the structural soundness (strength and durability) of the existing structures.
  • Develop a preliminary estimate of the material required for the renovation/construction of the proposed works.
  • Provide unit cost of different materials locally available that may be used in the renovation/construction works (civil, electrical, water, sanitation, drainage, labour).

Construction Oversight and Supervision

  • Provide daily site supervision of ongoing works across all three project sites.
  • Ensure that construction activities are in line with approved drawings, specifications, and BoQs.
  • Monitor contractor performance, workmanship, and adherence to timelines.
  • Conduct regular site inspections and document progress, deviations, or defects.

Technical Support and Coordination

  • Serve as the liaison between the Project Manager, Structural Engineer, and Quantity Surveyor and the site contractors and SRCS.
  • Assist with interpreting drawings and technical documents for contractors and site workers.
  • Flag any design discrepancies or technical issues and propose workable solutions in consultation with the Technical Consultant team.

Quality Assurance and Safety Compliance

  • Ensure that materials and workmanship comply with required quality standards and health and safety regulations.
  • Support testing of materials and inspect works at key stages (e.g., foundation, structure, finishing).
  • Maintain site records, including inspection logs and incident reports.

Documentation and Reporting

  • Submit weekly progress updates, including photographs and summaries of site conditions, issues, and contractor performance.
  • Maintain up-to-date as-built records and contribute to final handover documentation.
  • Alert the Technical Consultant team of any anticipated risks, delays, or compliance issues.

Support to Environmental Improvements

  • Monitor adherence to any agreed environmental mitigation measures, including waste disposal and energy-efficient construction practices.
  • Provide inputs on integrating sustainability or greening features, where applicable.

 
 Minimum Qualification, Skills and Experience Required:

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree or diploma in Civil Engineering, Construction Management, or related field.
  • Minimum 3 years of experience in site engineering or supervision of building projects.
  • Demonstrated experience in quality control, contractor management, and safety compliance.
  • Strong understanding of local construction practices, codes, and procurement processes.
  • Fluency in Arabic required; working knowledge of English preferred.

5. EXPECTED LEVEL OF EFFORT

  • Full-time, on-site presence required throughout the implementation phase.
  • Expected to be available for ad hoc support during tendering, procurement, and project close-out phases.
  • The role will operate under time-based billing, with timesheets submitted monthly to the Team Leader/Project Manager.

6. REPORTING AND SUPERVISION

  • Reports directly to the Team Leader of the Technical Consultant team.
  • Coordinates closely with the Project Manager, Structural Engineer, and Quantity Surveyor for task execution.
  • Expected to maintain regular contact with SRCS Port Sudan branch and contractors for smooth daily operations.

7. DELIVERABLES

  • Weekly progress reports and photo documentation
  • Site visit logs and supervision checklists
  • Quality control reports and contractor performance feedback
  • Input into final completion reports and handover documentation
