Background: Objective of the Position: The objective of the Protection Manager role is to ensure quality and timely implementation of protection components of approved projects (ECHO, SHF, BHA etc) within one of the designated geographic locations in Sudan (Geneina, Golo, Umdukhun/Binidizi, Tawilla) in the Darfur states and Al Jazeera (East Sudan) ensuring field protection activities align with the project (s) strategy. This includes planning, implementation, monitoring and evaluation of both field activities and spending as agreed in work plans, M&E Plans, spending forecasts, in order to achieve project output and outcome indicators. Protection components of approved grants include child protection, women’s protection (GBV) and general protection.

Duties and responsibilities:
Duties and Responsibilities: 1-Quality and Timely Implementation of Protection Activities on the Field - Plan Protection project activities in coordination with the Protection Project Manager, PPM or technical supervisor on an annual, quarterly, monthly and weekly basis in line with the project strategy ensuring effective division of tasks among protection team members (Officers, Capacity-Building Officers, Case Workers, PSS Facilitators and Protection Monitoring Assistants;
- Provide direct inputs to the PPM or technical supervisor for the preparation of budget forecast and ensure budget forecasts are expended fully in line with the forecast and are tied to planned activities;
- Directly oversee the implementation of protection project activities on the field (case management for children, GBV case management, general protection case management PSS activities within child friendly spaces; activities within women and girls safe spaces, all GBV activities including those with health partners (MoUs with healthcare providers, and listening corners in health centres), GBV safety audits. protection capacity-building for staffs and community-based protection networks and focal points (volunteers), protection monitoring, awareness-raising activities.
- Directly carry out/or supervise all needs assessments under first land second line responses in collaboration with the PPM, Protection Advisor and M&E Manager.
- Supervise partner organizations’ activities with TGH at field level according to the partnership agreements, specific partnership agreement (SPA) or MoU.
- Ensure that the construction, distributions of items for Protection activities are done in close collaboration with the local authorities and representatives of line ministries responsible and ensure that these activities are done in consultation, agreement and participation of community actors.
- Ensure that coordination with State Council of Child Welfare (SCCW) and the Ministry of Social Development, deliver quality trainings to Protection actors.
- Based on the regular needs assessment conducted on the field, identify gaps in terms of Protection needs coverage, suggest relevant activities to cover those needs and contribute to the development of concept notes for future funding.
- Work in close collaboration with administrative and logistics departments to ensure the most effective use of resources to achieve project objectives and overall project goals. This may include travelling or any other necessary arrangements for implementing activities, training, workshops or community meetings.
- Facilitate awareness on PSEA (Prevention of Sexual Exploitation and Abuse) to affected populations and local communities, the standards of conduct expected of TGH staff and partners, and the various mechanisms for reporting abuse or concerns related to PSEA, including contact information.
- Ensure that TGH staff and partners respect and implement the Child Safeguarding Policy.
- Ensure implementation of FCRM (Feedback, Complaints and Response Mechanism) in line with TGH procedures and guidelines.
2- Management & Motivation of Field Teams to Improve Productivity - Directly supervise the protection team at field level, ensuring their activities align to their respective job descriptions, project strategy, as well as TGH policies, code of conduct and procedures.
- Conduct yearly evaluations for Protection team members under his/her direct supervision (officers) and ensure case workers and protection assistants are evaluated by the officers at field level, as per TGH regulations.
- Organize and follow-up on daily workers work and payments, ensuring respect of TGH policies, code of conduct and procedures.
- Validate technically administrative docs (daily worker, overtime, etc.).
- Support and monitor TGH staff respect of the PSEA and Child Safeguarding guidelines.
- Coordination and Relations with local partners
- Ensure good internal coordination of protection activities with other sectors through active participation in TGH base meetings,
- Attend coordination meetings with external humanitarian partners, relevant clusters or AoR, line ministries representatives and/or HAC at field level as requested by the Protection Project Manager/Field Coordinator or Protection Advisor
- Attend meeting with community leaders periodically to ensure that our intervention is beneficiary-focused, community-led and sustainable.
- Ensure that project beneficiaries and communities members targeted have access to TGH feedback/complaint mechanism in coordination with the Field Coordinator, Protection Project Manager, and MEAL Team to provide adequate responses as needed.
- Ensure all programs are carried out within project timeframe, partner and government requirements and are aligned to TGH’s internal procedures and guidelines.
- Supervise activities conducted by local partners ensuring that agreed activities, outputs and indicators are achieved as stated in specific project agreements (SPA)
- Material availability and related processes
- Forecast and plan Protection stocks required and raise Purchase Service Requests (PSRs) based on Protection needs at base level (update the purchase plan, and cash request).
- Follow-up requests and delivery of materials, stationaries and equipment required for Protection activities, in coordination with logistic team, and ensures that supplies are ready at the base before start of activity.
- Coordinate with administration regarding cash requests and expenditures.
- Reporting
- Ensure timely preparation and submission of periodic reports (weekly, monthly, interim and annual reports) for project activities, internally to the Project Manager/Field Coordinator, or Grants team, as per reporting timelines.
- Ensure protection monitoring reports are prepared on time by protection monitors and protection officers (each quarter)
- Personal & staff capacity-building:
- Participate actively in training courses recommended by TGH, and carry out Protection capacity building for Protection team members in collaboration with the Project Manager.
- Take a proactive stance to identifying areas requiring staff capacity building and tailored training as appropriate.

Minimum Qualification, Skills and Experience Required:
Required knowledge and Skills - University level degree or diploma in social work, psychology, law or related field. Substantial field experience in protection work (CP, GBV, GP) may be substituted in lieu of academic qualifications, as appropriate.
- At least 4 years of professional experience in protection work (CP, GBV and General Protection) as manager or officer.
- Demonstrated knowledge of the Sudanese Protection environment and actors.
- Previous experience in the humanitarian sector is required.
- Strong computer skills; good knowledge of Microsoft office pack.
- Ability to write and speak fluent English and Arabic.
- Excellent project management and planning skills.
- Strong leadership/team management skills.
- Excellent communication and reporting skills.
