 Background:

General responsibility:

 

In agreement with the protection manager of his geographic area, the Protection Capacity-Building Officer (P CBO) is responsible for field-level implementation of child protection, gender-based violence (GBV) and General Protection capacity building activities for TGH projects implemented within his/her designated geographic areas of responsibility. The P CBO shall complement/sustain on-going capacity-building efforts conducted by national staffs (Protection Officers, protection managers), as well as the expat protection team (PSS Specialist, GBV Specialist etc).  Their activities shall cover both first line and second line responses depending on the specific project (ECHO, SHF, CDCs etc). 

 

Under the direct supervision of the Protection Manager, and in collaboration with relevant protection expats (CP, GBV and GP), the P CBO provides technical trainings to case workers, psychosocial support (PSS) facilitators, protection monitors, and TGH implementing partners to strengthen technical/quality implementation of protection activities in line with the project strategy (stipulated in the different projects).

 



 
 Duties and responsibilities:

1. Conduct Quality/Timely Implementation of Protection Capacity-Building Activities: Child Protection, GBV and General Protection

 

  • In agreement with the protection manager, develop/implement a training ToR that specifies capacity-building activities for all grants within his/her designated geographic area, the targeted participants for the trainings, training budget and timelines for implementation in line with approved grants and the Sudan Protection Capacity Building Strategy or ToR. 

 

  • Conduct/or co-facilitate trainings to support the implementation of protection project activities at field level, as follow:

  • In agreement with the protection manager, provide/support technical supervision of case workers (CP, GBV and General Protection) in all aspects of protection work (case management, PSS for children, protection monitoring and safety audits, needs assessment) etc.
  • Identify and escalate urgent or complex cases, including child protection, General Protection and SGBV cases, to the protection manager.
  • Maintain and update referral pathways for child protection, SGBV and general protection service coordination.
  • Support the creation and running of child friendly spaces, women and girls safe spaces/ activities conducted therein as requested by protection manager.
  • Ensure compliance with TGH’s Child Safeguarding Policy and Gender-Based Violence (GBV) standards.
  • Oversee alternative care arrangements and family reunification processes for unaccompanied and separated children (UASC) and links with state social services and tracing partners (ICRC)
  • Facilitate community engagement in TGH’s Feedback, Complaints, and Response Mechanism (FCRM).

 

2. Field Coordination and Team Management

  • Represent TGH in coordination meetings with local authorities, communities, NGOs, UN agencies, protection cluster and CP and GBV AoRs.
  • Ensure safe access and acceptance of teams in targeted locations.
  • Provide security updates and field reports to the protection manager.
  • Train/supervise teams involved in protection needs assessments to identify areas with protection needs.

 

3. Monitoring and Reporting

  • Train staff on data collection tools and ensure timely reporting.
  • Document challenges, success stories, and field updates for learning and accountability purposes.
  • Participate in project evaluations and impact assessments.
  • Organize regular team meetings to identify capacity-building needs.

 

4. Knowledge Acquisition and Dissemination

  • Participate in protection-related training programs and disseminate knowledge to team members at field level.
  • Identify staff training needs and recommend capacity-building initiatives for child protection,  GBV and general protection interventions.
  • Provide technical support to local partners in implementing child protection, GBV and general protection response services.

5. Support in Project Development and Needs Assessments

  • Provide field insights and recommendations for the development of new protection projects.
  • Support the design and implementation of needs assessments in conflict-affected locations.
  • Supervise field data collection during assessments by protection teams

6. PSEA & Safeguarding Compliance

  • Ensure that all TGH staff and partners comply with PSEA and Child Safeguarding policies.
  • Monitor/report any safeguarding concerns within emergency response operations.
  • Promote a culture of accountability and respect for the rights of affected populations.

 

NB: The listed activities are only indicative and may change depending on the evolving protection needs in Sudan.


 
 Minimum Qualification, Skills and Experience Required:

Required knowledge and skills and required

  • University level degree or Diploma in Social Work, Psychology, Law or related field.  Substantial field experience in protection work (CP, GBV, GP) may be substituted in lieu of academic qualifications, as appropriate.
  • Skilled trainer with at least 2 years of experience in child protection, GBV or General Protection capacity-building at field level for a variety of community audience (volunteers, case workers, local implementing partners).
  • Strong knowledge of international protection principles, case management, and referral mechanisms.
  • Experience working with children, families, survivors of SGBV and other vulnerable adults in crisis-affected settings will be advantageous.
  • Ability to coordinate capacity-building initiatives with cluster leads, government agencies and NGOs
  • Strong communication, presentation, reporting, monitoring, and data analysis skills.
  • Good computer skills (word/excel/outlook).
  • Good English and Arabic language skills (able to speak, read and write).
