 Background:

ROLE PURPOSE: 

Under the overall guidance and supervision of the Manager for Safeguarding, Safe & Ethical Programming, the Roving Coordinator for Safeguarding, Safe & Ethical Programming is responsible for implementing safeguarding and counter-fraud initiatives, as well as awareness-raising campaigns within the Rest of Sudan area. This role serves as the primary liaison between the community and the safeguarding team, ensuring that concerns related to safeguarding and counter-fraud are effectively communicated and addressed.

The Roving Coordinator for Safeguarding, Safe & Ethical Programming plays a critical role in fostering a culture of safety, accountability, and integrity within the community. They will manage safeguarding focal persons in the region, providing support and guidance to enhance their capacity in safeguarding and counter-fraud practices. Additionally, the Coordinator will oversee case management and risk management processes, ensuring that incidents are handled appropriately and that preventive measures are in place. This dynamic position requires a strong commitment to safeguarding principles and the ability to engage effectively with community members and stakeholders to create safer environments for all beneficiaries.



 
 Duties and responsibilities:

Functions / Key Results Expected

  1. Safeguarding & Safe Programming Implementation
  • Lead Safeguarding Initiatives: Support the implementation of safeguarding and counter-fraud policies in the field offices, ensuring compliance with organizational standards and best practices.
  • Coordinate Policy Implementation: Assist in coordinating and monitoring the implementation of safeguarding and counter-fraud policies, creating a safe environment for all stakeholders.
  • Collaboration with Program Managers: Collaborate with program managers at field offices to ensure that all programs are designed and implemented with a strong focus on safeguarding and counter-fraud principles.
  • Support Field Office Teams: Provide support to field office teams in integrating safeguarding and counter-fraud measures into program design, monitoring, and evaluation processes.
  • Integration of Practices: Facilitate the integration of safeguarding and ethical practices, as well as counter-fraud measures, into ongoing programs to foster a culture of safety and accountability.
  • Capacity Building: Assist in conducting capacity-building sessions based on assessments and action plans, helping the country office identify and mitigate safeguarding and fraud risks.

Implementation Tracking: Monitor the implementation of lessons learned from safeguarding and counter-fraud cases, ensuring improvements are documented and actioned.

  • Strengthening Survivor Support: Work collaboratively with the CP teams to enhance support mechanisms for survivors of abuse and exploitation.
  1. Technical Support & Risk Management
  • Technical Expertise: Provide technical support to program and operations teams regarding safeguarding, counter-fraud, and risk management.
  • Regular Risk Assessments: Assist in conducting regular assessments to monitor safeguarding and fraud risks, using findings to inform risk management strategies.
  • Embedding Safeguarding Practices: Facilitate the embedding of safeguarding and counter-fraud practices within the field offices management.
  • Risk Assessment Implementation: Support the implementation of the Safeguarding and Counter-Fraud Risk Assessment to identify vulnerabilities.
  1. Training & Capacity Building
  • Training Programs: Design and facilitate training programs on safeguarding principles and fraud prevention.
  • Capacity Development Support: Support staff in developing their ability to identify safeguarding and counter-fraud risks.
  • Mentoring: Provide mentoring and support to staff to foster a culture of safety and awareness.
  • Ongoing Capacity Initiatives: Implement ongoing capacity-building initiatives to keep training relevant and up to date.
  • Evaluation Mechanisms: Establish mechanisms to evaluate the effectiveness of training programs and implement continuous improvements.
  • Resource Development: Create and distribute resource materials and guidelines on safeguarding and fraud prevention practices.

  2. Stakeholder Engagement & Advocacy
  • Accurate Reporting: Ensure timely and accurate reporting of safeguarding incidents and counter-fraud concerns, maintaining detailed records.
  • Support for Investigations: Provide assistance on complex safeguarding and counter-fraud investigations, guiding teams in their responses.
  • Guidance on Investigations: Assist filed offices in conducting investigations, ensuring compliance with established protocols.
  • Documentation: Ensure accurate documentation of safeguarding incidents and counter-fraud cases in line with organizational policies.
  • Partnerships with Stakeholders: Foster partnerships with internal and external stakeholders to ensure safeguarding and counter fraud principles are integrated across the organization.
  • Representation at Meetings: Represent the organization at safeguarding meetings and networks, advocating for effective practices.
  • Collaboration with External Partners: Work with external partners to promote safeguarding practices and ethical programming standards.

Advocacy Campaigns: Participate in campaigns to raise awareness of safeguarding and We can also add working with Advocacy team to ensure safe and ethical participation of children counter-fraud issues.

  • Feedback Mechanisms: Establish feedback mechanisms to continuously improve safeguarding and counter-fraud practices.
  1. Policy Coordination and Advocacy
  • Coordinate Policy Compliance: Support the implementation and review of safeguarding and counter-fraud policies to ensure compliance.
  • Active Participation in Meetings: Participate in meetings to ensure safeguarding is reflected in discussions and decisions.
  • Stay Updated on Policies: Keep updated on national and international safeguarding and counter fraud policies to ensure alignment with best practices.
  • Documentation and Reporting: Document policy implementation efforts and provide reports on compliance and effectiveness.

7. Monitoring & Evaluation

  • Establish Monitoring Systems: Help maintain robust monitoring and evaluation systems for safeguarding and counter fraud practices.
  • Conduct Audits: Assist in conducting audits and tracking lessons learned from safeguarding and counter-fraud cases.
  • Feedback Mechanisms: Establish feedback mechanisms to gather insights from staff regarding the effectiveness of measures.
  • Reporting Findings: Regularly report findings from monitoring activities to relevant stakeholders.

Integration with Goals: Ensure monitoring activities align with organizational goals and enhance the impact of initiatives.

 Maybe here we can indicate work closely with MEAL team to ensure SG is embedded in the existing feedback mechanisms.

 


 
 Minimum Qualification, Skills and Experience Required:

 

Qualifications/experience required:

  • Education: Bachelor’s degree in social work, community development, human rights, or a related field.
  • Experience: Minimum of 3 years of experience in community engagement, safeguarding, or a related field, with demonstrated experience in implementing awareness campaigns.
  • Knowledge: Understanding of safeguarding principles and practices, particularly in humanitarian or development contexts.
  • Skills: Excellent communication and interpersonal skills, with the ability to engage effectively with diverse community members. Strong organizational skills and the ability to manage multiple tasks.
  • Languages: Proficiency in English and Arabic, including excellent writing skills in both languages, is mandatory.

Ability to Travel: Willingness and ability to travel within the Rest of Sudan area as required.
