 Duties and responsibilities:

ROLE PURPOSE:  The MEAL Coordinator will ensure all MEAL activities of the projects implemented in the State are undertaken on a timely, accurate and consistent manner. The MEAL coordinator will supervise and ensure MEAL Officers, assistants and other MEAL staff are capacitated to deliver activities.

SCOPE OF ROLE:   Reports to: MEAL Manager; Staff reporting to this position: MEAL Officer(s);   Budget Responsibilities: N/A; The MEAL Coordinator will work closely with the technical and project staff based within the State.

KEY AREAS OF ACCOUNTABILITY:     

Design and Planning:

  • Contribute to the design and execution of multi-sectoral and rapid needs assessments undertaken within the State.
  • Contribute to the development of proposal logical frameworks and MEAL plans
  • Estimate resources in terms of staff and required budgets to be included in planning and proposal writing; ensure MEAL staff capacity needs are taken into account for planning.
  • Establish training needs of MEAL, project and partner staff and undertake trainings and other capacity building activities as required.
  • Develop protocols for MEAL in emergencies for the context.

 

Data Management

  • Enable and organize staff to collect routine monitoring data for projects implemented in the State.
  • Develop and/or contribute to monitoring tools in collaboration with the Port Sudan (PS) team for standardization and implementation across the state.
  • Plan and organize assessments, evaluations, baselines, post distribution monitoring and other surveys technically and logistically and ensure quality enumerators are recruited; lead and undertake enumerator trainings in collaboration with PS MEAL team, State based project and technical staff; support in development of data collection and analysis tools.
  • Undertake data review, and routine data quality assurance processes in health facilities and communities where projects are implemented; ensure means of verification are established on a regular basis to establish data accuracy and quality. 
  • Prepare reports and analysis pieces as and when required, and when contributing to project progress and other reports.
  • Maintain a strong monitoring and data collection system that ensures accurate data capture, collation and report generation for program staff to improve their analytical capacities and contribute data to the MEAL system.

 

Accountability

  • Ensure accountability systems and processes are adequately established in project locations and health facilities; ensure communities and health facilities receive appropriate awareness and trainings.
  • Ensure sufficient visibility materials are produced and delivered on time in collabotation with supply chain teams.
  • Establish FCRM channels as per protocols developed and ensure feedback and complaints are received and addressed by relevant teams as appropriate. 

 

Learning

  • Plan and undertake project review meetings at state level to understand trends in data; produce dashboards and other analysis pieces to facilitate documentation.
  • Establish documentation on learnings on a regular basis that can feed into progress reports and proposal development.

 

Other Tasks

  • Attend relevant state level internal and external meetings and represent the MEAL unit within the state.
  • Feedback on MEAL status and improvements to the PS team, to improve efficiency and effectiveness of MEAL deliverables.
  • Any other tasks given by line manager.

 
 Minimum Qualification, Skills and Experience Required:

QUALIFICATIONS AND EXPERIENCE   Essential

  • Bachelors’ Degree in Public Health, Statistics, Information Technology or other related field
  • At-least 5 years of experience in MEAL for humanitarian or development settings; experience in data management, developing indicators, logical frameworks, and establishing systems and processes for accountability.
  • Experience in conducting assessments and evaluations.
  • Experience of working with local partners and building capacity
  • Willingness and capacity to be flexible and accommodating during difficult working conditions
  • Ability and willingness to frequently travel at the health facilities and communities and examine data collected.
  • Ability to lead and build capacity of teams.
  • Demonstrable ability at report writing and excellent communication skills
  • Computer literacy and proficiency in MS Word and Excel spreadsheets; experience in other analytics platforms and software is preferred.
  • Honest, encourages openness and transparency; demonstrates highest levels of integrity
  • Fluency in written and spoken English and Arabic
