 Background:

Finance Coordinator

 

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

 

POSITION PROFILE

Responsible for ensuring that the staff are following the policies and guidance with DRC's Operations Handbook, internal guidelines, and donor requirements. Participate in proposals and prepare donor financial reports. Strengthening procedures and control, conducting spot checks and reviewing the transactions regularly. Support the Finance Manager in grants financial management and master budget planning.



 
 Duties and responsibilities:

DUTIES & RESPONSIBILITIES

 

Financial Management:

  • In close cooperation with Managers in geographical area reinforce existing procedures and systems for financial management and control in compliance with guidelines of DRC’s Operations Handbook, internal guidelines and donor requirements.
  • Support timely delivery of quality financial reports to donors and internal reports to colleagues and HQ 
    Ensure compliance with relevant country statutory and other financial obligations such as tax, levies and statutory returns.
  • Monthly financial briefings to relevant Managers.
  • Ensure thorough and effective budgetary control in the country programs.
  • Liaise with relevant Managers on key financial issues for all programs in the country, including co-funding, financial reporting, key variances and any remedial action.
  • Collecting cash forecasts from all Programme Managers and requesting funds in a timely manner.
  • Ensure all required documentation for financial audits in cooperation with Coordination staff and HQ.
  • Ensure monthly meetings are held with project managers to discuss key variances, reasons for these, and any remedial action that is required .
  • Contribute to the development of proposals with regards to budgeting in cooperation with Managers
  • Evaluate the data and ensure that accounting data is properly entered in ERP/Dynamics, in accordance with DRC financial rules and practices, and maintain accurate records of ERP/Dynamics entries including hard copies of all vouchers and supporting documentation.
  • Support the Finance Manager and HoSS in planning the master budget for the Country, monitor budget control and analyze variances between budget and actual expenditures, and assist in the preparation of budgets for new programmes.
  • Provide support and information to SMT throughout the project cycle to enable compliance with DRC’s policies and procedures and any donor-specific requirements.
  • Make recommendations on procedural improvements and train national staff in the relevant areas of accounting and finance. Facilitate and support knowledge building and sharing in accounting and finance.
  • Liaise with other internal functional units of the Country Office, and support the Finance Manager in liaising with banks, donors and government counterparts, auditors and other stakeholders as required in the performance of the accounting function.
  • Train finance staff on DRC financial policies and procedures.
  • Perform such other related duties as may be assigned.

SKILLS AND EXPERIENCES

  • Minimum 5 years' of international practical experience in financial management
  • Proven experience in managing large budgets.
  • Competence in providing technical guidance and training
  • Proven experience in working with national partners, local/government authorities
  • Working experience with relevant donors (e.g. OCHA, ECHO, BHA, GIZ, FCDO)
  • Advanced proficiency in Excel and ERP.
  • Strong analytical and conceptual skills.
  • Proven Management and supervision skills, team player and proven commitment to accountability practices.

 
 Minimum Qualification, Skills and Experience Required:

EDUCATIONAL QUALIFICATIONS

  • University Degree in Finance or Accounting.

LANGUAGES  

  • Fluency in Arabic 
  • Advanced level in English.
