Background: GOAL is looking for a talented and motivated national staff member to manage Safety and Access department for GOAL South Kordofan State field offices. This is a great opportunity to work in an International NGO and help GOAL in delivering its programmes that transform lives every day. Established in 1977, GOAL is an international humanitarian agency dedicated to alleviating the needs of the most vulnerable communities. Currently operating in 14 of the world’s most vulnerable countries, GOAL delivers a wide range of humanitarian and development programmes, ranging from humanitarian relief in disaster situations, to focusing on nutrition, food security, and building greater resilience and sustainable livelihoods. GOAL has been working in Sudan since 1985. GOAL is currently working directly in North Darfur and South Kordofan overseen by a country management office in Port Sudan. The current GOAL programme focuses on following sectors: Primary Health Care, Nutrition, Water Sanitation and Hygiene (WASH) and Food Security and Livelihoods (FSL) with funding from a range of donors. GOAL is continually adapting and responding to the context to support the communities where we work. Job PurposeThe purpose of this role is to oversee, and be accountable for, the implementation of sound Safety and Access Management practices in GOAL South Kordofan State program offices. The Safety and Access Manager is responsible to oversee and manage Safety and Access Department of SK office and expected to ensure maximum efficiency, effectiveness, flexibility and responsiveness to the needs of the programme while adhering to donor, Government and GOAL procedures and regulations. Below are some of the major objectives of this position. - To inform and advise field management in SK and Assistant Safety/Access Coordinator on safety and security related issues and ensure that they are kept informed of all security developments and can take appropriate action when required.
- To ensure that appropriate systems and procedures are in place to maximize the safety and security of all GOAL staff in South Kordofan and that these systems and procedures are adhered to at all times. This includes the maintenance & updating of SSEP’s & SOP’s.
- To work with field-based programme managers at all levels to ensure that safety and security is mainstreamed into all areas of planning and operations.
- To carryout regular field visits / assessments.
- To carryout training of field-based staffs.

Duties and responsibilities:
Coordination, Information Sharing & Management: - Attend safety/access coordination meetings and report back to the Area coordinator (AC) and Safety & Access (S&A) on relevant information.
- Develop contacts and information gathering systems for SK amongst UN, NGOs, INGO’s, government agencies and share security information on a regular basis. (Networking)
- This role will also involve regular field visits, these will enable security audits/ reviews to take place and security & safety training to be completed.
- Strong presentational & training skills.
- Have extensive knowledge of the safety & access context of South Kordofan region.
Security documentation- Work as Safety and Access focal point for GOAL South Kordofan program.
- Regularly collect, update and communicate information regarding the security situation in the area and verification of security information that is required for analysis of the situation.
- Conduct premises security checks and support in drafting and revision of plans including Safety and Security and Evacuation Plan (SSEP), contingency and emergency response plans.
- Conduct of Security Risk Management (SRM) and the monitoring of the security measures implementation as recommended in the Security Risk Management (SRM) process for the area of operation.
- Manage the security guards’ team and implement security measures including verify that access control procedures are effective and propose any necessary improvements.
- Provide security clearance for potential field trips as well as updating staff.
- Provide security induction for new recruits and briefing for visitors as well as for trip teams
- Support in submission of regular reports (weekly security activity and monthly snapshot) incidents reports, flash report, and scenario planning.
- Represent safety and access department in internal and external security meetings.
- Support in provision of security training for GOAL staff with close collaboration of the country’s safety and access focal point.
- Provide regular advisory and alert notes to South Kordofan Staffs with suggestions and recommendations.
- Regularly follow up and remain up to date on local rules, protocols for access and movement and support South Kordofan field office is being fully compliant.
- Remain up to date with contextual changes and leadership structures and remain engaged and coordinated with all relevant external meetings including convoy and other movements.
- Support and engage MOH, HAC and other relevant partners while processing access and movements activities including for resolution of any impediments.
- In association with the Country team ensure that all Standard Operating Procedures (SOPs) relating to safety and access are reviewed and updated on a regular basis. (Every 6 months)
- Ensure that all GOAL staff have valid GOAL Identification and that staff leaving GOAL hand in their ID as part of the clearance process.
Health and Safety for South Kordofan operation - With the appropriate health staff ensure that all offices and GOAL accommodation have fully stocked, up to date First Aid and PEP kits.
- Ensure that appropriate fire safety equipment is in place in offices, compounds, and vehicles. Ensure that staff are aware of what to do in the event of a fire.
- Liaise with the Logistics department to ensure that all vehicles have the necessary safety and security equipment.
- Ensure that hibernation kits are present in all compounds and review contents on a regular basis to ensure that nothing has expired.
- Develop security phone communication trees and maintain the GOAL warden system.
- Update the security induction materials on a regular basis and provide inductions to all new staff.
- Test all secondary communications networks
- Ensure fire & evacuation plans and diagrams are up to date.
- Lead the coordination for implementing 1st aid training for all staff and fire safety for relevant staff

Minimum Qualification, Skills and Experience Required:
Experience Requirements: - Master’s degree holders: Minimum of 2 years of relevant experience.
- Bachelor’s degree holders: Minimum of 3 years of relevant experience.
- Diploma holders: Minimum of 4 years of relevant experience.
Required Experience Areas Experience to be within an international NGO or in security operations, security management, or related fields in the public, private, or corporate sector. This includes progressively responsible roles in security, risk management, disaster or emergency management, or service in national security, the military, police, or equivalent roles within a corporate environment

- Outgoing personality with excellent communication skills.
- Good team player, flexible and capable of working with a diverse team.
- Ability and willingness to travel to rural locations and live in sometimes basic and insecure conditions.
