Program / Department Summary


Mercy Corps has been operational in Sudan since 2004 and currently leads humanitarian assistance and longer-term development efforts in conflict-affected South Darfur, Central Darfur, South Kordofan, North Kordofan, Kassala, Gadaref, and Khartoum States, supporting host communities, IDPs, returnees and refugees. Mercy Corps’ current areas of programming include food security and livelihoods, WASH, health, nutrition, peace building and protection, resilience, and Market Systems Development.


General Position Summary


The Procurement Officer is responsible for overseeing procurement aspects of Mercy Corps’ logistic operation and working closely with Program, Administration, Finance and Logistics. The procurement Officer is instrumental in supporting program activities through their services.



 
 Duties and responsibilities:

ESSENTIAL JOB RESPONSIBILITIES


Daily coordination of MC procurement activities.
Full understanding of MC procurement policies and formats. Assist, as needed, in training staff on these policies.
Assist Program and operational personnel in regular procurement planning meetings.
Assists staff as needed in creating clear and understandable purchase requests and other documentation.
Collect quotations and bids from the market for PRs as assigned by a manager – as per Mercy Corps standards and formats.
Prepare the required documentation of supplies and transactions and complete them with Mercy Corps standards.
Assist in the maintenance of thorough procurement files as outlined in the Field Procurement Policies and Procedures.
Assist the program and office staff with procurement activities, as required.
Safeguarding Responsibilities
Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work
Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members
Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Works Directly With: Team leaders, Program Managers, Program, Operations, Finance, IT and HR departments (Gadaref).

 Minimum Qualification, Skills and Experience Required:

MINIMUM QUALIFICATION & TRANSFERABLE SKILLS


 2-3 years of experience in large scale procurement.
 Strong organizational skills.
 Ability to interact effectively with international and national personnel.
 Excellent oral and written English skills.
 High computer skills in MS Office programs, especially in MS Excel.
 Strong organizational skills.
 A demonstrated ability to multi-task and process information into action as to not delay program activities.
 A clear understanding of procurement ethics and donor compliance is essential.
 A degree in a relevant business field or professional procurement qualification is desired.
 Minimum 3 to 5 years of experience procurement management at large scale.
 Strong organizational skills; ability to interact effectively with international and national personnel.
 Excellent oral and written English skills.
 High level of computer skills on MS Office programs.
 A demonstrated ability to multi-task and process information into action as to not delay program activities.
 A clear understanding of procurement ethics and donor compliance is essential.


Success Factors


Living Conditions / Environmental Conditions The position is based in Gedaref.
Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/short term assignment to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
