 Background:

Description of the Program

GOAL has been operating in Sudan since 1984 and currently implements programs in North Darfur and South Kordofan states. These programs focus on health, nutrition, food security and livelihoods (FSL), and water, sanitation, and hygiene (WASH) sectors.

In the framework of the Health programming, GOAL has provided services to victims of Gender Based Violence (GBV) and has recently developed a proposal, approved by the EU, in order to expand services and spaces for women to prevent and respond to sexual and gender-based violence (SGBV), and to increase the inclusion and influence of women in peace building forums. In doing so, the action aims to improve the safety and protection of women in targeted areas of North Darfur (ND) and South Kordofan (SK) states.

GOAL is currently seeking a project coordinator to lead the coordination and implementation of project’s activities, in line with the agreement signed by the donor and in compliance with donor’s regulations. 

General Description of the Role

Under the responsibility of the Programme Director (PD), the primary role of the Project Coordinator is to plan, manage, and oversee the implementation of project activities aimed at ensuring Safety and protection for women are improved in the target areas of North Darfur and South Kordofan. The Project Coordinator will be responsible for the successful management and implementation of the activities designed in the approved proposal and will manage performance and develop capacity of project staffs (Field Managers and dedicated project staff). This position will closely work with APC, Technical Coordinators and support team in SK and ND states as well as with consortium partner (Christian Aid) and local partners.  the 



 
 Duties and responsibilities:

Planning and implementation

  • Work closely with the programme team, MEAL team, project partners and consortium partner to plan and implement project related assessments and ensure the correct design/adaptation of project activities in line with the agreed workplan. 
  • Develop and implement annual workplans in line with the results framework and coordinate with APC, AC, as well as with relevant health authorities and project partners to inform them on implementation and to ensure this is adapted based on contextual changes/modification. 
  • Conduct monitoring visits to project locations in ND and SK to ensure implementation is on track and to regular coordinate with local stakeholders. 
  • Ensure risk mitigation measures, including Do No Harm and conflict sensitivity are integrated into all interventions.

  2. •    Provide regular field visit report and updating the Monthly Actual Progress Update of program achievement and planning.
  3.  •    Regular supporting and collecting the consortium partner update achievement, key challenges and update local context. 
  4.  •    Ensure regular Case study/ success story collection practices.
  • Prepare high quality progress reports in line with reporting requirements of the EU funding in a complete and timely manner. 
  • Communicate issues, risks, and challenges, as well as proposed solutions and mitigation measures, in a timely manner to the Programme Director.
  • Ensure that communication and visibility requirements of EU and GOAL are implemented fully and according to set policies.
  • In coordination with Partnerships and Localization Coordinator, ensure project’s national partners are meeting reporting requirements and standards and liaise with P& L Coordinator to develop plans to build capacity in this area if needed 
  1.   Budget Management
  • Plan funding needs, managing cash flow and cash request to APCs and PD.
  • Coordination with Finance team and supply chain team for smooth implementation and timely expenditure based on regular monthly cash forecast plan. 
  • Prepare monthly forecast and coordinate regularly with CFC and PD for any major variance based on programme expenditure.
  1. MEAL  
  • In collaboration with the MEAL coordinator, facilitate preparatory work for monitoring and evaluation (M&E); directing specific data collection exercises including identification and documentation of case studies for documentation by M&E unit.  
  • Supervise the regular data collection by project consortium partner staffs to understanding the community situation and program achievement. 
  • Ensure the CFM system is in place to ensure participation of local communities to project activities and that complaints are reported in a timely manner.
  • In collaboration with MEAL Coordinator and team ensure all baseline surveys (KABP) and gender/conflict analysis are conducted in a timely and sensitive manner to inform project outputs and any adaption required.
  1. Staff Management  
  • Assist in the recruitment of program staff and conduct orientation training for new staff
  • Conduct regular evaluation of program staffs and set their annual performance targets.  
  • Technical support and capacity building for program staff for project implementation at financial sector in respective township. 
  • Conduct regular staff and project meetings.

  2. Coordination
  • Closely collaborate with all project staff and stakeholders to support the implementation of project strategies and objectives at the locality, health facility, and community levels. 
  • Coordinate with the Area Programme Coordinators to ensure technical support on humanitarian program according to the needs in relation to construction.
  • In coordination with the Programme Director and relevant project staff, prepare, manage, and regularly update the project work plan, procurement plan, and MEAL plan, ensuring the timely and high-quality implementation of activities
  • Ensure strict compliance of all activities with donor policies, GOAL’s guidelines, internal control mechanisms, and country regulations. This includes thoroughly understanding GOAL's procurement and finance procedures and ensuring their consistent application.
  • Maintain a professional and collaborative working style and represent GOAL in a positive way to stakeholders and partners.
  • Keep a good level of coordination with the relevant cluster/s as well as with WHO and UNFPA to inform the program and also to make sure GOAL’s work is well represented. 
  • On-going coordination with APCs and field teams in particular with regard to referral pathways between GOAL supported health facilities and services including psychosocial support and legal services. Support linkages between women’s support groups and the GOAL humanitarian programming.

 Minimum Qualification, Skills and Experience Required:

  • Hold a recognized university degree in relevant subject (International Relations, Project Coordination, Project Management); a master's degree from a recognized institution is a plus.
  • Minimum of 4 years of experience in working with international organizations implement humanitarian project, preferably in conflict setting.
  • At least 3 years of prior work experience with non-governmental organizations, particularly in management/coordination positions, preferably in areas like protection/human rights/SGBV.
  • Experience in consortia coordination mechanisms and/or in EU funded programme.
  • A working knowledge of Microsoft Word and Excel is essential
  • Good command of written, spoken, and understood English and Arabic.
  • Strong team player, flexible, and capable of working with a diverse team.
  • Mature, responsible, and culturally sensitive
  • Ability and willingness to travel to rural locations and live in sometimes basic and insecure conditions.
