 Background:

CARE Sudan is looking for a Country MEAL & Information management Manager who will be responsible for the functionality of country-level monitoring, evaluation, accountability and learning (MEAL) system, knowledge management and oversight of program quality, supporting business development and program adaptation, and the feedback and accountability mechanism. The  MEAL Manager is responsible for supporting better performance and greater accountability by designing and implementing evidence-based MEAL at the CO level, in order to guide and improve performance and quality. The MEAL Manager oversees that CARE Sudan’s programs are monitored and evaluated following CARE’s MEAL strategy and lessons learned are applied to project revisions and new project designs to improve CARE Sudan’s program quality. S/he will provide technical support to the design of methodologies and tools to ensure the availability of clear and accurate data at the program sector levels,  plays an important role in data management and quality which adheres to the CARE’s Global MEAL Guidelines, the MEAL Minimum Standards for Quality, and the guiding MEAL policies and procedures. S/he will provide technical support to the MEAL teams across states and build capacity in the country office by strengthening learning and knowledge sharing and program data management across CARE and the wider humanitarian community.
The Country MEAL Manager will report directly to the Program Quality and Development Coordinator. S/he has supervisory responsibility over the Country office-based MEAL-teams (MEAL Coordinators at state levels, Evaluation, Study, Research and Learning Coordinator and Feedback and Accountability Mechanism (FAM) Officer, and functional oversight over field-based MEAL Officers. S/he will collaborate closely with the Program Lead in field-offices and Program Managers, liaising with Program Quality Colleagues in CARE International's Regional and Global teams as well.
As a CARE ambassador, the Country MEAL Manager is required to ensure gender, equity and diversity (GED) within the team and nurture CARE’s core values and code of conduct. S/he will also play a leadership role in identifying and implementing initiatives that enhance CARE’s commitment to gender and diversity.

Job Responsibility #1: CARE’s Policies, guidelines, and procedures (20%)

 • Update and roll out CO-level MEAL strategy and Standard Operating Procedures at the Country-Office level in line with CI standards and donor requirements
• Mainstream the Global MEAL guidelines across all related MEAL activities at the field level and ensure the guidance notes for monitoring, evaluation, and accountability are functional at the field level
• Map and detail the navigation, selection, application, and adaptation of existing guidelines, simplified MEAL tools, and templates at the relevant stages of the project cycle, ensuring application of MEAL Strategy and SOPs throughout projects and program. 
• Actively promote and implement Feedback and Accountability Mechanisms (FAM) standards within CARE, partners, and amongst its beneficiaries
• Fulfil the organization's responsibility of program/project implementation and impact reporting systems (PIIRS).
 

Job Responsibility #2: Support to Program Design and Development (10%)

 • Ensure MEAL requirements of CARE and donors during proposal development, such as mandatory donors’ indicators and annexes, etc.
• Support the program design and development team in developing the results framework, Program Monitoring Tool and/or indicator tracker, and MEAL plan including indicators for existing and new projects.
• Identify the budget/resources needed for MEAL activities of the projects
• Provide technical input and quality assurance review for all reports and proposals to meet donor and CARE’s Global requirements
• Represent the organization in the MEAL and Assessment teams at National level Β promoting a positive image
 

Job Responsibility #3: Monitoring, Evaluation, Learning & Knowledge Management (35%)

 • In coordination with the Program and MEAL field teams, establish and roll out a reliable participatory MEAL framework for the CARE Mission to ensure quality
• Design and update uniform MEAL procedures and operating plans within programs and develop harmonized & simplified data collection tools
• Establish a data collection system  (MIS) with support from technical and regional team and design data collection tools for quantitative and qualitative data to ensure accurate data gathering and presentation at program/project and/or country level
• Establish protocols for data management and oversee data verification and cleaning processes.
• Manage and oversee the implementation of databases and data visualization systems (e.g., dashboards).
• Build systems and tools for tracking key indicators and maintaining data security and confidentiality.
• Collaborate with program technical team in data quality maintenance, and routine monitoring of programs
• Develop strategies for assessing the quality of collected data for the indicators and manage tools and methods for assessing data quality for all indicators
• Support the design/adapt a CO learning documentation and sharing and other systems to compile and disseminate information extracted from all available project/programmes M&E systems in the CO to Β Management Teams, stakeholders, and also sites such as CARE Shares, CARE evaluation sites, CARE Sudan Site in CARE Shares and other stakeholders as needed.
 

Job Responsibility #4: Accountability & Community Engagement (15%) 

 • Support the implementation of methodologies to consult communities on their preferences based on the operational context
• Ensure Feedback and Accountability Mechanism (FAM) is strengthened and well-functioning, for all projects as well as consolidated at CO level, providing well-informed targeted communities with access to multiple and responsive feedback channels.
• Update and roll-out a guideline of CARE Sudan's Feedback and accountability system with CARE International guidelines.
• Confirm and appoint FAM Focal points, ensuring all grants in all states are covered by CARE's Feedback and Accountability Mechanism.
• Ensure  FAM database is compliant with CARE International guidelines and reports are generated regularly
Job Responsibility #5: Management, leadership, capacity development and training (20%)
• Identify the gaps in staff  MEAL concepts, skills and provide trainings to equip team in all aspects to lead it on their own at the end of deployment.
• Support, organize and conduct of results-oriented monitoring and evaluation trainings in line with CARE MEAL Global and donor standards for MEAL staff and implementing partners
• Deliver High-level training to the MEAL team on qualitative techniques for data collection for studies, researches and evaluations
• Support program staff with additional training and mentoring on routine monitoring procedures and surveillance techniques


 
 Minimum Qualification, Skills and Experience Required:

• Masters degree-in Social Science, Impact measurement,  Project management or any other relevant field.
• At least 8 years’ experience in  management positions in monitoring and evaluation and program quality in development programs in at least two of the following areas; Gender, WASH, Health and Nutrition, Women Economic Empowerment, Peacebuilding and Governance interventions, combined with staff management
• Demonstrable experience with the development and implementation of MEAL systems and plans
• Demonstrable experience with the development and implementation of Feedback and Accountability Mechanisms
• Demonstrable experience with the management of Data management systems 
• Excellent  IT skills and written, verbal English and presentation/communication skills.
• The ability to coordinate effective teamwork and to work effectively within a team
• Skills in using relevant data analysis software like Power BI, SPSS and/or STATA
• Knowledge of and demonstrated personal commitment to relevant organizational codes of conduct for emergencies, including anti-fraud and anti-corruption, safeguarding etc.
 

Desired Skills
• Ability to design MEAL systems, plans, logframe developments, performance indicator trackers, etc
• Able to identify gaps in staff knowledge of MEAL concepts and skills and provide a training in these topics.
• Demonstrated understanding of data protection and confidentiality as part of data collection and management practices, and ability to respect and maintain confidentiality.
• Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.
• Competency in using statistical software SPSS, STATA, etc.
• Possess the skills in mobile data collection software such as Ona, Kobo Toolbox.
• Support innovation and organizational change when needed.
• Have the analytical, conceptual, and strategic thinking skills.
