Duties and responsibilities: Job Profile:Under the supervision of the Health Technical Coordinator (HTC), the National Pharmacist Manager will be responsible take lead on technical supervision/support of medical procurements, effective management of pharmaceuticals, supervision of Pharmacy Officers and Pharmacy Assistants or dispensers at the health facility ensuring that they are effective in their roles. Key responsibilities:Pharmaceutical, Medical equipment and supplies procurement. Participate and represent the health team in the medical procurement committees and provide the necessary technical guidance and input. In collaboration with the Medical Logistic Coordinator/Manager, institute an effective system for management of consumption of pharmaceuticals and consumables at all points of distribution or health facilities. Initiate/raise all medical procurements BOQs and PRs to TAD, note the specifications in coordination with the Program/SCO departments and track approvals. Compile pharmaceutical monthly consumption reports and timely submit to the supervisor and technical colleagues to inform necessary decision making. Populate the correct classifications for all medical equipment and medical supplies when initiating any procurement adhering to RI GLOBAL MSL and follow through the procurement processes with supply chain and technical leads until the supplies have reached the points of distribution. Respond to any queries or clarifications raised by SCO staff or any other in relation to pharmaceutical and or medical procurements. Play the role of a focal point for pharmaceutical-related matters linking the program team and SCO department. Provide advice to internal and external customers on the selection of medication brands, medical equipment, or healthcare supplies.
Technical supervision and capacity building: Provide overall leadership, mentorship and coaching of RI pharmaceutical staff, health facility pharmacists/dispensers and within the organization in Sudan. Ensure that the restricted drug registers are updated, and the required reports are compiled and shared with the management in a timely manner. Ensure that all facilities have pharmacy dispensing registers, capturing all information related to pharmaceuticals provided to patients and that stock balances are recorded daily. Make proper projections of pharmaceuticals and medical supply needs that will inform the quantities to be included in the purchase requests. Provide technical support to RI Pharmacy Officers to ensure that he/she executes his roles/duties appropriately including HF supervision using standard pharmacy check lists, monthly stock needs estimation and timely stock release of pharmaceutical commodities, regularly update of HF consumption trackers, among others. Review and approve monthly HF pharmaceutics distribution plans developed by RI Pharmacy officers and provide guidance to the follow up processes to ensure timely dispatch according to needs including addressing any acute shortages/stock rapture at the HFs. Review reports and findings of HF supervision visits and provide technical support to RI pharmacy officers to address all identified gaps to ensure best practices are fostered. Conduct regular field visits to HFs in Operational states, and in coordination with the RI pharmacy officers conduct supervision using monthly or Quarterly pharmacy check list and submit findings and actionable recommendations to improve gaps to the line supervisor. Participate and provided updates and high lights to the Sudan team during weekly and ad hoc health program departmental meetings. Participate and represent the pharmacy department in program monthly/Quarterly data review meetings. Assess training needs of RI staff and HF pharmacists/dispensers and provide technical training to pharmacy officers and pharmacists for RI team.
Pharmaceutical stock management and reporting: Ensure adequacy supplies and swiftly respond to the pharmaceutical needs of the health facilities while keeping updated on the warehouse stocks. Closely monitor supplies while ensuring that they are consumed before expiry, being keen on dispensing principles of First Expiry First Out (FEFO), whether in dealing with the warehouse or at the points of distribution (health facilities). Ensure pharmaceutical services are implemented according to the internationally accepted standards and/or relevant Federal Ministry of Health. Provide information and advice regarding drug interactions, side effects, dosage, and proper medication storage. Maintain all pharmaceutical records, such as procurement requests, deliveries received, distributions done, stock availability, consumption details, projections, restricted drugs records, and share any reports required on monthly basis. Plan, implement, or maintain procedures for mixing, packaging, or labeling pharmaceuticals, according to policy and legal requirements, to ensure quality security, and proper disposal. Update Pharmacy officers in all locations about new shipments, approved items, and delivery dates, new tools templates we should use. Report to (MEAL) department the information about the specific indicators highlighted for reporting according to project log frames, proposals and ITTs.

Minimum Qualification, Skills and Experience Required: Skills, knowledge and expertise required for the roleEssential criteria: Recognized degree in Pharmacy from an accredited Pharmacy Faculty or University. Previous experience in medical supply chain is required. Specific knowledge of common medical supplies and devices for primary health care is desirable. Minimum of 3 years of experience required. Previous INGO experience. Excellent verbal and written communication skills in Arabic are essential. Very good English language skills required. A strong propensity for flexibility, teamwork, and creative thinking will be essential to this job.
Desirable criteria: Good stamina to stand and work for long hours. Adaptable and capable of working well under pressure. Ability to work in a team setting, as well as independently without supervision. |
