Background: ABOUT RI:Relief International is an international non-profit organization that partners with communities impacted by conflict, climate change and disaster to save lives, build greater resilience and promote long-term health and wellbeing. Our team of more than 7,000 staff and local volunteers work in 15 countries across Africa, Asia, and the Middle East, providing Health and Nutrition, WASH (Water, Sanitation, and Hygiene), Education and Livelihoods programming that creates the foundation for community resilience. We do this by working with local actors to develop safe and inclusive local programming that is evidence-based, conflict-sensitive, climate-smart, and reaches those in need. ROLE PURPOSE:The National WaSH Manager is responsible to ensure the timely and quality implementation of RI Emergency Response plan and oversight of the response activities. The National WASH Manager will be expected to lead on multi-sector assessments, project planning, implementation, supply chain, coordination, and support fundraising and recruitment, at Country Program level & usually at the Regional and sub-national level, liaising and linking with other actors and regional government stakeholders as appropriate. |

Duties and responsibilities: KEY AREAS OF ACCOUNTABILITY:With the support of the WaSH Technical coordinator/Sector Lead, the National WaSH Manager will be responsible to:
1. Line Management: Ensure appropriate staffing within WASH team. Manage thematic Program Managers, officers and coordinators - define expectations, provide leadership and support as needed, and manage direct reports performance. Ensure the recruitment, training, and promotion of staff as appropriate. Incorporate staff development strategies and Performance Management Systems into team building process. Coordination with the relevant technical coordinators to ensure the WASH staff are receiving the technical support they require. Coordinate with technical coordinators & Program managers on workplans, priorities and performance. Support the development of an organizational culture that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children.
2. Response Delivery: Responsible for coordination of response operations at state, and locality levels in line with the objectives of the Response strategy. Lead on distributions of supplies to beneficiaries ensuring high quality distributions. Provide overall support for the effective delivery of activities in all response sectors, including control over program supplies. Provide support to budget holders so that award related activities are completed on time, on budget, and achieve their target objectives. Cooperate with the Technical coordinators and MEAL to ensure the monitoring and evaluation of individual projects is of high quality and provides functional impact and process data, including baseline and end line surveys. With a background in WASH and construction, the National WASH Manager will provide technical support to WASH coordinators & officers, oversee the quality of WASH activities implementation and support in implementing assessment and design proposals for WASH, shelter and NFI sectors.
3. Grants and Partnerships Management: Ensure preparation of timely and high-quality reports. Ensures compliance with donor requirements in accordance with the Relief International Grants Management cycle. Ensure that Partners capacity building is carried out in collaboration with the Partnership Unit. Ensure effective and collaborative relationships with partner organizations. With grants & partnership team & the technical coordinators, support on identification and assessment of new partners.
4. Representation and Networking: Establish and operationalize functional relationships with stakeholders, State level counterparts, sectors, HAC, local implementing partners, and representatives from various Relief International member offices. Establish and maintain strong, collaborative relationships with authorities, donors, NGOs, and key stakeholders, with a focus on effective coordination within the WASH cluster and related sectors.

Minimum Qualification, Skills and Experience Required: Essential: University Degree in Water Resource, Hydraulic, Civil or Structural Engineering, Architecture, Public Health Engineering or relevant disciplines. Minimum 8 years of total experience of which 2 years in WaSH Program management roles & 3years in WaSH emergency interventions in INGOs. Experience in WaSH facilities construction in a complex and demanding workload. Demonstrated work experience in designing, supervise and implementing water, sanitation and hygiene infrastructural programs in community, school and health centres. Ability and willingness to travel and work in rural areas where the project is implemented, within approved security frameworks. Good computer skills (particularly Excel, Word and databases) and knowledge of construction design software. Good understanding of the following programmatic sectors: WASH, Health, nutrition, education; disaster risk reduction and emergency response; community development and livelihoods; child protection. Substantial experience and knowledge of programme and implementation management. Experience working in insecure environments. Fluency in English & Arabic languages is required. Functional capacity to analyze information, evaluate options, and think and plan in an effective, strategic manner. Substantial experience of line management, effective team building, and capacity development. Proven record of successful team leadership, management of implementing teams and delivering programme objectives in complex, fragile and challenging environments, in particular in regard to the safety and security management. Experience of working in Humanitarian Response and Preparedness programmes. Excellent interpersonal, communication, and presentation skills. Commitment to and understanding of Relief Internationals principles and values. |
