Hospital Public Health Officer serves as a key liaison between the project team and the hospital, acting as a quality assurance officer within the hospital. This role will lead daily project management at the hospital level, focusing on improving healthcare quality, ensuring compliance with standards, and contributing to the enhancement of the hospital's overall capabilities in infrastructure, clinical care, infection prevention and control, patient safety, and service management.
Duties and responsibilities:
Project Management and Coordination:
Manage and implement daily project activities within the hospital in alignment with project goals and the project work plan.
Ensure effective coordination between the project team, hospital management, and various departments to facilitate smooth workflows and achieve common objectives.
Provide regular weekly and monthly updates and reports on project progress, challenges, and achievements to project management.
Ensure the optimal utilization of resources allocated to the project within the hospital, including participation in procurement planning for project-related equipment and supplies.
Plan and coordinate periodic review meetings for project interventions in the hospital to ensure improved quality of services.
Quality Improvement and Clinical Care Standards:
Oversee the application and monitoring of clinical care quality standards to ensure the provision of high-quality health services to patients.
Participate in the development and updating of policies and procedures related to clinical care quality and patient safety.
Conduct regular quality assessments, identify areas for improvement, and develop action plans to address them, in collaboration with the hospital's quality teams.
Ensure that services are comprehensive, patient-centered, and meet national quality standards.
Assessment and Development:
Contribute to assessing the hospital's infrastructure needs and provide necessary support for implementing infrastructure improvements within the project scope.
Monitor the progress of infrastructure improvement works and ensure their compliance with required standards.
Develop detailed improvement plans, including timelines, roles, and required resources, in accordance with the project's scope and budget and in coordination with the project team.
Capacity Building and Training:
Identify training needs for hospital staff in clinical care, infection control, patient safety, and service management, in coordination with hospital management and according to the project budget.
Coordinate workshops and training sessions aimed at enhancing the capabilities of medical and administrative staff in the hospital.
Provide guidance and support, in addition to on-the-job training, for delivering high-quality services to staff in targeted health facilities.
Contribute to strengthening the daily monitoring of attendance records and shift times for staff in health facilities, in coordination with Human Resources.
Infection Prevention and Patient Safety:
Assist in the development and implementation of infection control programs and policies within the hospital.
Monitor compliance with infection control procedures and provide necessary recommendations for improvement.
Collaborate with the hospital's infection control team to promote awareness and best practices.
Participate in fostering a culture of patient safety within the hospital, analyzing patient safety incidents, and developing preventive and corrective action plans.
Project Monitoring and Evaluation:
Contribute to analyzing the efficiency and effectiveness of services provided in the hospital and propose technical or administrative improvements.
Responsible for documenting (photos and reports) and capturing lessons learned from all project activities in the hospital to highlight the project's impact on healthcare services provided.
Periodically review and analyze progress on project indicators in the hospital and propose solutions for gaps and challenges preventing the achievement of project indicators, in coordination with the project team.
Develop and implement tools for monitoring service quality and patient satisfaction in coordination with the organization's monitoring and evaluation team.
Other Office duties:
Develop and organize all data, files, and documents.
Demonstrate gender sensitivity and show support and respect to all Team members.
Minimum Qualification, Skills and Experience Required:
Bachelor’s degree in Public Health, Medicine, Nursing, or a related field (Master’s degree preferred).
At least 3–5 years of relevant experience in hospital systems strengthening or public health project management.
Strong English language speaking and writing abilities.
Familiarity with national health policies, hospital quality standards, and WHO guidelines.
Experience in leading health-related improvement projects in low-resource settings.
Strong leadership and coordination skills.
Excellent verbal and written communication.
Good analytical and problem-solving abilities.
Proficiency in project planning, M&E, and reporting.
Ability to work with multidisciplinary teams and manage multiple stakeholders.
Knowledge of quality improvement frameworks, IPC, and health service management.
Extremely flexible and have the ability to cope with stressful situations.
