Background:
This position is based in Gedaref and will cover eastern states. The position holder will report directly to the Head of Office, with a dotted line to the Safety and Security Manager at the CO and require close coordination on a horizontal level with key programme staff within Gedaref and Kassala. The Safety and Security Officer will be a member of the Extended Country Security Management Team in Sudan (ECSMT).
Background:
The nature of the ongoing crisis in Sudan has grown to the extent that it requires a full-fledged safety and security capacity to manage the emerging risks and access constraints in the country.
The Safety and Security Officer (SSO) will contribute to the efforts of the CARE Sudan Country Director and Security and Access Team to establish safe working modalities for staff and programs across the country.
The SSO will ensure that CARE staff are working in an environment consistent with accepted minimum safety and security standards. The role of this position encompasses maintaining high level of situation awareness, the training of staff in safety and security awareness, development of security plans, and mainstreaming the individual and collective sense of safety and security awareness and responsibilities consistent with CARE’s policies.
The SSO will work towards enabling the delivery of program activities while ensuring the safety, security and access of staff, partners and program participants as a top priority.
The SSO will support the Head of Office, SSM and ORAA in continually monitoring and assessing the context and evolving security situations to determine the extent of risk and vulnerability of CARE Sudan staff and partners in the respective filed office.
The SSO is the principal advisor to the Head of Office and Safety and Security Manager for all safety and security matters and will work closely with the program and support teams. S/he will advise on security challenges, develop risk assessments and propose risk reduction measures in addition to developing, maintaining, updating and implementing security protocols and procedures according to the changing situation. The SSO will report non-compliance issues to the SSM and HoO and the CARE Security Unit as required.
The SSO will provide direct technical supervision of the Security Guards in the office/guesthouse. The SSO will assist in enabling program delivery, mentor the staff in general safety and security best practices and line with CARE protocols.
Criteria for success in this post are good interpersonal skills, resilience and the ability to communicate issues of safety and security in a convincing and consultative fashion and a professional approach that engages with people, seeks support and empowers healthy decision making. S/he will also develop a solid working knowledge of CAREs programs and operations and will have a strong understanding of humanitarian programming approaches.
Duties and responsibilities:
Responsibilities / Percentage of time
Key responsibility area 1: Reporting
Provide timely and practical security information to the senior management and staff, which includes analysis identifying key personal security aspects, implications on access (present and future) and possible impacts on organizational reputation.
Report safety and security incidents affecting all CARE staff, assets and programs to HoO, SSM and ORAA in a timely manner.
Monitor, respond to and communicate to staff on relevant security issues. These include maintaining up to date general context analysis, specific area risk analysis; reports to CLT on incidents, trends and risk analysis.
Consult with the programme team members as necessary to discuss the security situation of potential project sites and other areas targeted for programming.
Report incidents of compliance breaches and propose solutions to close the gaps and vulnerabilities.
Key responsibility area 2: Creating security culture among staff
Promote an influential safety and security culture among staff in the duty station.
Ensure operational security systems and protocols, including the Security Management Plan, Standard Operating Procedures, Contingency Plans and other procedural documentation are kept up to date, relevant, complied with and regularly tested, in close cooperation with the SSM.
Support the Safety and Security Manager and Operational risk and Access Advisor on the management of any incidents/crises.
Key responsibility area 3: Security policy and procedures
Effectively implement CARE’ security policy and procedures, orient staff as necessary through briefings, presentations and conducting drills and supervise compliance.
Build national staff capacity to produce documented assessments and proactively engage security requirements which improve the minimum operating standards.
Promote CARE’s access strategy at the field level and collect best practices from peer organizations.
Key responsibility area 4: Training, capacity building and engagement
Assess training needs then develop and ensure the delivery of relevant security training to staff members, partner NGOs and drivers.
Promote the completion of CARE Academy Safety and Security Modules by all CARE Sudan staff.
Coordinate and provide security training and briefing for all field staff, both national and international, making sure that teams (and visitors) understand the relevance of risk and security management and their role.
Coordinates with relevant security actors across the sector (Government, UN, other INGOs, both international and local,) for mutual support in data collection and analysis and response to crises and risk situations.
Attend local INGOs and UN local security forums on behalf of CARE Sudan.
Support CARE Sudan leadership in learning from effective risk management practices.
Conduct and document security assessments as required of office spaces, guesthouses and project sites, and oversee implementation of mitigation measures.
FIXED FOR ALL STAFF - Contribute to the Success of CIS Partnership Approach
Provide good admin support to partners upon CLT request, in issues such as supporting capacity assessment, good report writing etc.
Become familiar with CARE’s partnership strategy and contribute to establishing quality partnership.
Support Diversity and gender focal point to promote acceptance of diversity.

Minimum Qualification, Skills and Experience Required:
Education: A university degree in relevant fields (administration, economics, disaster management, security management, humanitarian action etc).
Experience: Minimum 3 years of experience working as a security officer/assistant in hostile environments/conflict areas within humanitarian/recovery context.
A diploma with 5 years of experience in similar roles within the UN/INGOs sector is acceptable.
Language: Excellent command of English, both written and verbal.
Good communication skills.
Reasonable knowledge of risk management, incident reporting and information collection and analysis required.
Reasonable knowledge of humanitarian principles, humanitarian action and emergency responses.
Good analytical skills with commensurate writing ability to provide practical situational and conflict analysis that effectively enable safe access.
Computer literate, able to use all standard software packages, including Word, Excel and PowerPoint.
VII. Desirables qualifications and Competencies
Understanding of significant incident response mechanisms during crises (especially of emergencies).
Previous experience within the UN/INGOs in Sudan would be an advantage.
Proven networking and relationship building skills.
Knowledge of acceptance-based security management strategy
Knowledge of physical security measures (protection strategies)
Ability to assess and coordinate an effective decision making for response under pressure and at short notice.
Ability to develop and deliver relevant training to mixed ability staff and partners.
Be able to understand how to relate to all levels of CARE Sudan communities and to respect local customs and protocols.
Be able to diffuse tensions and remain calm at all times and particularly following an incident.
Be cross-culturally adept.
Be prepared to avoid the typical barriers that develop between local and expatriate communities and colleagues through an approachable, empathetic and open style.
Be sensitive to CARE’s security principes and values.
Be able to encourage, motivate and guide team members to approach safety and security issues with confidence, especially during crises.
Be able to communicate effectively across CARE Sudan’s management structures.
Be flexible to travel on short notice to difficult and risky areas. The position is expected to have considerable moving demands.
