Background: Sudan is undergoing a prolonged humanitarian crisis marked by widespread displacement, infrastructure degradation, and collapse of essential public services. In response, Sadagaat Charity Organization is implementing the Khartoum Recovery Initiative with other different partners, this integrated, area-based initiative seeks to facilitate the dignified return, reintegration, and recovery of Internally Displaced Persons (IDPs) by focusing on the restoration of essential services, sustainable livelihoods, and community cohesion in Khartoum State. Sadagaat, as a national humanitarian and development actor with extensive operational experience and local partnerships, will lead project execution indifferent target localities under distinct Lots. The Project Manager will oversee the planning, coordination, leadership, implementation, and reporting of all activities under their assigned Lot. The Project Manager will be responsible for the overall leadership and management of the assigned Lot. This includes ensuring the timely, efficient, and quality delivery of project components such as cash-for-work schemes, infrastructure rehabilitation, solarization, livelihoods support, and institutional capacity-building, in line with Donor requirements and Sadagaat's implementation standards.

Duties and responsibilities:
Project Planning and Coordination - Prepare detailed implementation plans, activity schedules, and cash flow forecasts.
- Ensure alignment of field activities with project objectives, budget, and work plans.
- Coordinate with Donor focal points, state/local authorities, community structures, and other stakeholders.
- Supervise multi-disciplinary project teams, ensuring role clarity and accountability.
Financial and Administrative Management - Oversee day-to-day project budget execution and resource use.
- Ensure proper documentation and justification of expenditures, in line with Sadagaat and Donor policies.
- Collaborate with the Finance Officer to prepare FACE forms, manage financial projections, and ensure compliance with the 15% management cost ceiling.
Monitoring, Evaluation, and Reporting - Facilitate regular data collection, analysis, and reporting in collaboration with the M&E team.
- Ensure timely submission of reports and maintain verifiable documentation.
- Lead the drafting of monthly, quarterly, and final project reports for internal and Donor review.
Stakeholder Engagement and Communication - Establish and maintain strong working relationships with local government institutions (e.g., Ministry of Social Welfare, Ministry of Agriculture), civil society, and UN agencies.
- Represent Sadagaat in coordination forums, community meetings, and Donor visits.
- Implement visibility and communication plans as per Donor and Sadagaat branding guidelines.
Risk Management and Compliance - Develop and update the project risk register and mitigation strategy.
- Ensure adherence to Donor’s Social and Environmental Safeguards (SES), PSEA standards, and Sadagaat’s Code of Conduct.
- Ensure a conflict-sensitive approach and maintain “Do No Harm” principles in all interventions.
Staff Management - Identify staffing needs and participate in hiring processes & ensure staff have the right qualifications and are appropriately placed.
- Promote diversity, equity, and inclusion in recruitment.
- Ensure new team members are properly oriented to the project, organization policies, and code of conduct.
- Supervision and Performance Management through set clear roles, responsibilities, and performance expectations & conduct regular performance reviews and provide constructive feedback.
- Identify training needs and facilitate professional development.
- Foster a positive, respectful, and inclusive work environment.
- Resolve conflicts and promote team cohesion.
- Prioritize staff safety, health, and well-being—especially in high-risk areas.
- Enforce safety protocols and ensure adherence to security plans.

Minimum Qualification, Skills and Experience Required:
Required Qualifications Education: - Advanced university degree in Project Management, Development Studies, Public Administration, or related disciplines (Master’s degree preferred).
- Bachelor's degree with a technical background is preferred.
Experience: - At least 6-7 years of progressively responsible project management experience in humanitarian, recovery, or development contexts.
- Proven experience in managing area-based programs, particularly in cash-for-work, livelihoods, WASH, or community-based infrastructure.
- Familiarity with UN/Donor financial and operational processes is an asset.
Skills and Competencies: - Strong leadership, strategic planning, and team coordination Competencies are highly required.
- High-level competency in reporting, budgeting, and Donor compliance.
- Ability to work effectively under pressure and in post-crisis environments.
- Demonstrated capacity to manage diverse teams and partners.
- Proficiency in both Arabic and English (spoken and written) is required.
- Sound knowledge of the local socio-political and cultural context in Khartoum is highly desirable.
