 Duties and responsibilities:

Job Summary 

The Logistics Manager is responsible for managing the systems and processes for local and international procurement of goods and services, and activities related to quantification, shipment, receipt, storage/warehousing, dispatch, and distribution of goods to advance delivery of high-quality programming to the poor and vulnerable.  lead and coordinate the procurement activities and processes to acquire goods and services for the execution of the World Bank funded Sudan Enhancing Community Resilience project’s procurement and logistics strategies and objectives.   

 

Your  knowledge and experience will allow them to successfully manage the quality and efficiency of all procurement and purchasing activities, anticipate and manage commodity and logistics needs and challenges, as well as identify solutions, by applying the principles of stewardship, integrity, transparency, and accountability. 

 

Roles and Key Responsibilities 

Collaborate with direct reports and programming leads to run pipeline analyses, synchronize the supply of goods with programming needs, and ensure quality and efficiency of processes in compliance with CRS and donor regulations and international and local inventory accountability standards and requirements 

Manage the determination of logistics service requirements, desired specifications and delivery schedules, ensuring proper coordination and communication.  

Identify and assess transportation resources, storage facilities, and any other logistics services.   

Maintain relationships with port operations, freight forwarders, customs clearing agents and key suppliers.  

Plan and manage the distribution chain from port of arrival to beneficiary distribution sites or disposal. Oversee and ensure the proper execution of the dispatch plan; work with programs staff to verify the dispatch plan’s adherence to the distribution plan.   

Ensure high-quality preparation of accurate and complete product movement reports. 

Manage fully compliant procurement systems and operating procedures and organize the procurement functions. Ensure compliance with CRS procurement principles, standards, and policies; World Bank regulations; and local statutory requirements.   

Coordinate with various departments to proactively assist with goods/services flow analysis and determine the appropriate supply chain modality, needs and quantity, quality and delivery requirements for goods, services. Maintain an up-to-date procurement plan.  

Key activities include market assessment and price monitoring, defining supplier evaluation criteria, running transparent and consistent bidding and vendor selection processes, preparation of contracts, etc. 

Support Environmental and Social Standards team on ensuring compliance with the Environmental and Social Commitment Plan (ESCP) in relation to procurement engagement with various stakeholders.   

Effectively manage talent and supervise. Manage team dynamics and staff well-being. complete performance management for direct reports. 

Oversee and monitor relationships and transactions with suppliers, supplier performance, and contractual obligations to ensure contract completion per authorized terms and conditions.  

Monitor payment terms and schedules through maintenance of open order report and oversee coordination with the finance team to ensure timely payments to vendors.   

Ensure all required information and records are complete, accurate, up-to-date, and properly filed. Oversee reports preparation, consolidate reporting and analyze data for decision-making.  

 

Basic Qualifications 

Bachelor’s Degree in Supply Chain, Business Administration, or other relevant degree. 

Minimum of 5 years’ work experience in the supply chain, logistics (transportation, inventory management and distribution, procurement management, preferably with an international organization. 

 

Preferred Qualifications 

Master’s Degree in Supply Chain, other relevant field. 

Professional certification(s) in Supply Chain 

Experience with commodity tracking systems  

Strong Knowledge of international and national procurement regulations and local market conditions and of  various donor procurement regulations (e.g. USAID, EU, UN and World Bank)   

 

Knowledge, Skills and Abilities    

Proficient in MS Office package (Excel, Word, PowerPoint, Visio).  

Staff management experience and abilities that are conducive to a learning environment, including experience with designing and facilitating trainings. 

Knowledge of national and international import/export legislation and common customs regulations. 

Strong knowledge of contract terms and proven ability to negotiate terms and agreements and build and maintain networks with suppliers.  

Strong planning, coordination, prioritization, and time management skills 

Strong analytical skills with ability to make independent judgment and decisions 

Ethical conduct in accordance with recognized professional and organizational codes of ethics 

Proactive, resourceful, solutions-oriented and results-oriented 

Strong negotiation, communication, and relationship management skills  

Ability to work collaboratively and promote a team environment 

 

Required Languages -English & Arabic   

 

Travel - Must be willing and able to travel up to 25 %.
