Job Summary:   

  

As a MEAL Project Officer (PO) for the Sudan Community Resilience Project, you will facilitate the achievement of project objectives through coordinating and reporting on all project activities and providing technical guidance and advice to staff and implementing partner(s) advancing CRS’ work serving the poor and vulnerable.   

  

You will support and ensure compliance with the agency and donor MEAL requirements in the project in the Nutrition component, including ensuring Environment and Social Safeguard Commitment (ESCP) plan monitoring requirements.   You will support effective tracking of the food and nutrition security indicators in the field to support timely management decisions, and quality health data is routinely collected, analyzed and used.    You will be responsible for tracking and effectively implementing monitoring, evaluation, accountability and learning activities including baseline, midterm and final evaluation assessments; field monitoring for quality checking; and leading the project’s Feedback, Complaint and Response Mechanism (Grievance Redressal Mechanism) in the field.  You will support the Senior Project Officer (MEAL), MEAL Manager and Project team with data collection, analysis, case studies and quarterly monitoring reporting.  You will coordinate and manage relationships and ensure high program quality.  



 
 Duties and responsibilities:

Roles and Key Responsibilities:  

Co-lead the implementation of all assigned project MEAL activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards; MEAL policies, procedures and good practices; donor MEAL requirements, and industry good practice. donor MEAL requirements, and local regulations for all targeted states (North Darfur, West Darfur, Central Darfur, and Khartoum).  Integrate MEAL requirements related to Environmental and Social Commitment Plan into the Project MEAL activities.   

Support and co-lead all field level assessments, assist in the Project database, reviewing data quality, cleaning and compiling data into indicator performance tracking tables to track progress and contribute to donor reporting requirements.  

Analyze implementation challenges and report any inconsistencies and gaps to inform adjustments to plans and implementation schedules. Contribute initial findings and field-based insights to project discussions.  

Ensure learning properly accompanies project activities throughout the project cycle by coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences.  

Lead the rollout and implementation of the project’s feedback mechanism. Support actively seeking and responding to feedback from all members of targeted communities and other stakeholders as defined by the feedback mechanism.  

Supervise and perform ad hoc inspections of various MEAL processes and resources at project sites to ensure timely project activities implementation, and adherence to established process standards and procedures. Ensure proper tracking of resource use for project MEAL activities through periodic budget reviews and followup, with assistance to implementing partner.  

Coordinate and oversee MEALrelated working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact. Identify and respond to key stakeholders’ information needs in MEAL activities, using a range of appropriate communication methods.  

Coach, mentor and train MEAL officers for high quality implementation of MEAL systems.    


 
 Minimum Qualification, Skills and Experience Required:

Basic Qualifications  

Bachelor's Degree required. A degree in International Relations or in the field of monitoring and evaluation would be a plus.   

Minimum of 4 years of work experience in project support, ideally in the field of monitoring and evaluation and for an INGO in Sudan; at least 2 years of experience in the relevant technical sector of the project i.e. Health and Nutrition, Food Security or similar sectors.   

Additional experience may substitute for some education.  

Strong quantitative and qualitative analysis skills, with proven ability to work with statistical software such as SPSS, POWER BI, KOBO.  

Experience in managing/maintenance of project database, performance tracking and reporting,

Required Languages - Fluent written and spoken Arabic and professional level of written and spoken English required.  

  

Travel - Position is based in the proposed locations (Red Sea, Northern State, River Nile) subject to Donor approval. Must be willing and able to travel up to 70% to project areas in East Sudan  

  

Knowledge, Skills and Abilities   

Strong, strategic and analytical, and problem-solving skills with ability to make sound judgment  

Good relationship management skills and the ability to work closely with local partners  

Proactive, results-oriented and service-oriented  

Ability to write high quality reports.   

Attention to details, accuracy and timeliness in executing assigned responsibilities  

  

Preferred Qualifications  

Experience in working with multiple stakeholders in a large project, especially in the field of food security, private sector engagement and Nutrition.   

Experience working with partners, participatory action planning and community engagement.  

Staff supervision experience a plus.
