Background:
Under the direct supervision of the Health & Nutrition program manager, the health & nutrition project manager will be in charge of CARE’s Health and Nutrition program implementation in Kassala State. The manager is responsible for supporting all CARE’s health activities within Kassala state. The health & nutrition project manager is responsible for providing guidelines, technical support, and strategic direction to other Health & nutritio staff under his/her supervision, seconded staff from the Ministry of Health, and partner field officers/assistants. The health & nutrition project manager will assume overall responsibility for health and nutrition-related reporting requirements and ensuring that the program’s Health Information System (HIS system) is accurate and meets the reporting needs. The health & nutrition project manager will have strong analytical skills, and s/he will suggest practical strategies for responding to changes in the operating environment as well as maintaining a focus on longer-term objectives. The health & nutrition project manager will be required to make regular monitoring efforts and periodic visits to field sites and program locations and provide advice and support to program staff. The health & nutrition project manager will represent CARE at health sector meetings and other key stakeholders’ meetings/events at the state/locality level. The health & nutrition project manager is responsible for the planning, implementation, budget disbursement, and monitoring of the health & nutrition component of the projects in the State. This project will be implemented in close coordination with the Ministry of Health (MOH), WHO, Nutrition program, and other health and nutrition implementing partners. Therefore, the incumbent is expected to have a high teamwork and coordination spirit. The project also requires extensive field visits, more than 50 % of the time.

Tasks
Implementing CARE’s Health and Nutrition activities (45%)
Work closely with the program Manager, other team members, SMOH, and partner organizations to achieve program objectives and targets effectively and efficiently.
Help with activity verification and monitoring (stock and program quality) at supported facilities to ensure smooth, high-quality program implementation
Lead in the establishment and training of care groups for the promotion of health and nutrition behaviors indicated in the design document
Facilitate coordination meetings, advocacy meetings, and awareness-raising sessions at the community level, together with community health promoters, mother support groups, and other volunteers
Participate in conducting situational analysis and other M&E activities as necessary under the guidance of the Area Manager and Health & Nutrition Program Manager
Collect and compile project data regularly to submit to the Manager and Health and Nutrition Advisor, including case studies, success stories, and photographs of facilities
Improve the quality of primary health care (PHC) services delivered at supported facilities throughout the project areas through priority setting, on-job training, and continuous monitoring
Ensure diagnosis and treatment of patients is based on standard procedures (national and international guidelines)
Ensure program targets are met using indicator/activity tracking table
Ensure the community-based activities such as EPI, nutrition screening, health education, and defaulter tracing are done properly and meet different standards including CMAM
Actively participate in the identification and management of any disaster or epidemic
Build the capacity of national staff through proper coaching and training
Prepare weekly, monthly, and annual work plans for grants including donor reports
Provide inputs for donor requirements for data collection, proposal development, and reporting for health and nutrition grants in Kassala
Coordination (10%)
Ensure the Health and Nutrition projects are implemented and integrated with other CARE projects
Develop, maintain, and enhance CARE’s relationships with SMOH, UNICEF,WHO, UNFPA, and other relevant partners for a better and sustainable project implementation
Coordinate CARE’s daily health activities implementation with trained the different community volunteers (nutrition volunteers, health workers, mother support groups, fathers group, etc.) and community leaders to gain full support in the implementation of health and nutrition activities.
Prepare progress reports to be shared with local government and other relevant stakeholder by the Manager
Capacity building of local MOH and partner staff on different health and nutrition initiatives
Build and maintain effective relationships, with your team, colleagues, members external partners, and supporters
Participate in conducting situational analysis and other M&E activities as necessary under the guidance of the Manager and the Health and Nutrition Advisor
Attend external meetings if/when assigned to represent CARE
Supervision (10%)
Supervise the seconded staff working at the different health and nutrition facilities including the stabilization center
Supervise the local health and nutrition partners working in the targeted areas
Assessment (10%)
In collaboration with other team members, the health and nutrition officer undertake detailed project-specific need assessments, prepares reports and analyses, and budget estimates in response to emerging emergencies throughout the state, and forwards them to the supervisor for review
Collect data and maintain records related to camp/host community health and situations
In coordination with community volunteers, collect health and nutrition data to identify gaps
M&E and reporting (10%)
Conduct regular field visits to inspect project activities, providing appropriate technical guidance to field teams and provide feedback to the Program Manager
Monitor weekly and monthly progress of activities against the activity plan and other agreed sector M&E Plans and report to the Manager
Document and prepare monthly project progress reports and other updates as may be required by the Program Manager, these include HAC reports, Monthly Sector reports, weekly updates, etc.
Ensure the quality of data through proper entry, cleaning, and regular checking and use the data for action on the sites
Ensure that beneficiaries are involved in the entire project cycle ( Needs identification, design, Implementation, and M&E )
Monitor the performance of local partners involved in the implementation of health and nutrition activities and report to the Program Manager
Participate in overall health and nutrition sector planning, review, and development
Ensure all work is carried out as per the community needs and project standards
Participate in project appraisals, reviews, and evaluation
Report areas of concern to the Program Manager immediately
Contribute to the Success of the CIS Partnership Approach (5%)
Coordinate with Partners, NGOs, CBOs, etc.
Support partners in monitoring and reporting of WASH activities
Uphold CARE´s values and contribute to the CO shared priorities (5%)
Follow of the CARE Safety and Security Management Plan (SSMP) and comply with it at all times
Be aware of CARE’s commitments to Gender and Diversity, and strive to uphold them
Be committed to promote CARE’s core values at all times
Any other assignment (5%)

Minimum Qualification, Skills and Experience Required:
BSc in medicine, public health, medicine, Sciences or other related fields
Minimum of 5 years’ experience in implementing integrated health and nutrition programs; an international NGO or equivalent experience with national organizations with management responsibilities
Demonstrate analytical and conceptual skills to plan projects, timetable agreed activities, and oversee staff activities
Strong communication & interpersonal skills; comfortable engaging in dialogue with a range of actors including community leaders and other community structures, government departments, local authorities, CBOs, and other NGOs.
