WHO WE ARE

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

THE PURPOSE

The Communication Officer contributes to designing, planning and implementing communication projects and activities in environment scanning, analyses and harmful information as well as support of audiovisual production in Sudan, under supervision of the Communication/Prevention Coordinator. S/he supports decision-making by proactively identifying, monitoring, and analyzing information from a variety of public sources in line with the delegation's priorities. S/He contextualizes and links the selected information with the political, economic and security environment and performs systematic monitoring of the reputation of the ICRC and Sudanese Red Crescent Society in local media. S/he contributes to representing the ICRC externally and building the necessary understanding and acceptance of and support for the ICRC among key stakeholders.

REPORTS TO (ROLE)

• Communication Coordinator

• Contributes to ES research and cataloguing evidence: Research and evidence gathering will focus on better understanding specific communication narratives and their targets and impacts of harmful information on ICRC operations in Sudan.
• Monitors/ measures the visibility of the ICRC and Sudanese Red Cross or Red Crescent Society. 
• Adds value to the information by connecting the dots between events and linking the information to the wider political, social, and economic situation using facts and data. 
• Identifies influencers to support public and operational communication. 
• Identifies and monitors a variety of public sources that are relevant for the ICRC on issues related to the delegation's communication and operational objectives, to alert on risks and opportunities. 
• Proactively explores, identifies, and analyses emerging issues and trends. 
• Reports efficiently and succinctly on the selected information by providing quantitative and qualitative analysis and a description of the trends and dynamics observed in public sources, including social media.
• In times of crisis, adapts monitoring and reporting to support the delegation's priorities and challenges. 
• Regularly assesses the added value of the contributions/services with end-users. 
• Supports big data analysis performed by the Trends, Reputation, Analysis and Knowledge (TRAK) Unit, by qualifying and validating local data and collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses;
• Ensures a smooth information sharing with other departments.
• In coordination with the AV producer, S/he identifies and develops proposals, concept notes and strategies to produce audio-visual content and tools geared at digital and print use, to support the attainment of operational and institutional priorities, in line with the institutional Communication strategy.
• Proposes, plans, produces, and edits high quality interviews in line with storytelling com approaches and the com strategy of the delegation.
• Assists in the development and production of the Delegation’s digital products, by providing in time required scripts and translations, as well as uploading proactively and promptly all material on existing ICRC digital platforms. 
• Assists in developing and implementing operational and internal communication tools, to enhance knowledge and understanding of the delegation’s operations.

CERTIFICATIONS / EDUCATION REQUIRED

• University degree or equivalent in a relevant field such as communications, political science, international relations or journalism.
• Fluent spoken and written English and/or French and, when applicable, the local language(s).
• Computer skills (proficiency in MS Office); familiarity with digital communication tools.

PROFESSIONAL EXPERIENCE REQUIRED

• Minimum 3 years’ work experience in a field relevant to communication and/or prevention (preferably with the ICRC).
• Experience in an ICRC operation an asset.
• IHL knowledge an asset.
• Sound knowledge of the political, social and media environment in the country/region covered.
