 Background:

 

CARE Sudan is looking for a  Monitoring, Evaluation and Learning (MEAL) HUB Coordinator for Darfur (South and East)   who will be responsible for functionality of Darfur (South and East)  level monitoring, evaluation, accountability and learning (MEAL) system, knowledge management and oversight of program quality, supporting business development and program adaptation, and the feedback and accountability mechanism. S/he is responsible for putting in place MEAL strategies and  CARE MEAL system  at Darfur Hub level and ensuring their application throughout projects and programs. The MEAL HUB Coordinator is responsible for supporting better performance and greater accountability by implementing evidence-based MEAL at Darfur(South and East)   level, in order to guide and improve performance and quality. The MEAL  HUB Coordinator oversees that CARE Sudan’s programs are monitored and evaluated in accordance with CARE’s MEAL strategy and Standard Operating Procedures, and lessons learned are applied to project revisions and new project designs to improve CARE Sudan’s program quality. The MEAL HUB coordinator is responsible for program planning, monitoring and evaluation, and technical assistance in accordance with international humanitarian standards, CARE International program principles and CARE Sudan’s mission and program strategic directions in the two states. 

S/he will ensure the availability of clear and accurate information at the program levels based on  CARE MEAL system and the  standard MEAL tools . S/he is  also plays an important role in data management and quality guided by the  MEAL system which adheres to the CARE’s Global MEAL Guidelines, the MEAL Minimum Standards for Quality, and the guiding MEAL policies and procedures. S/he will provide technical support to the program and build capacity in the two states office through strengthening learning and knowledge sharing across CARE. The MEAL HUB Coordinator will also support project development including preparation and management of the MEAL budget, staffing plan and project design for Darfur.  

The MEAL HUB Coordinator will report directly to the Country MEAL Manager  . S/he has supervisory responsibility over the East and South Darfur -based MEAL-teams (Evaluation, Study, Research and Learning senior officers) and Feedback and Accountability Mechanism (FAM) Officer, S/he will collaborate closely with the Head of Programs and Operations in field-offices and Program Managers, Project Managers  liaising with Program Quality Colleagues in country office   as well.

As a CARE ambassador, the MEALHUB  Coordinator is required to ensure gender, equity and diversity (GED) within the team and nurture CARE’s core values and code of conduct. S/he will also play a leadership role in identifying and implementing initiatives that enhance CARE’s commitment to gender and diversity in Darfur.

 Minimum Qualification, Skills and Experience Required:

Required;

  • Masters degree-in Social Science, Impact measurement, Economics, Project management or any other relevant field.
  • At least 8 years’ experience in management positions in monitoring and evaluation and program quality in development programs in at least two of the following areas; Gender, WASH, Health and Nutrition, Women Economic Empowerment, Peacebuilding and Governance interventions, combined with staff management
  • A minimum of 10 years of relevant experience with reputable organisations in humanitarian and/or development fields
  • Demonstrable experience with the development and implementation of MEAL systems and plans
  • Demonstrable experience with the development and implementation of Feedback and Accountability Mechanisms
  • Demonstrable experience with the management and implementation of evaluations and research
  • Excellent written, verbal English and presentation/communication skills.
  • The ability to coordinate effective teamwork and to work effectively within a team
  • Skills in using relevant data analysis software like Power BI, SPSS and/or STATA
  • Knowledge of and demonstrated personal commitment to relevant organizational codes of conduct for emergencies, including anti-fraud and anti-corruption, safeguarding etc.

Desired:

  • Professional training and experience in gender equality, women and girls’ empowerment
  • Professional experience in working with young people (youth) and refugee communities 
  • Professional training in research, evaluation, analytical writing, policy and advocacy work
  • Experience in gender transformative approaches, including specific experience in working with and empowering women and girls in emergency and development settings 
  • Experience in networking and strategic relationships management and engagements 
  • Organizing skills and capacity to multi-task in rapidly changing & fast-paced environments
