Background: The Health & Nutrition officer is responsible for the overall field-level implementation and day-to-day management of ADD’s health & Nutrition program in Al Jazeera State. To achieve this responsibility, the Health & Nutrition officer will also be accountable for closely monitoring the project’s inputs and outputs to ensure that targets are being achieved. S/he should undertake appropriate measures to strengthen the health & nutrition program to deliver quality services. This will explicitly include the following tasks: coordination with the different partners and with the ADD’s HQ, conducting needs assessments, planning, proposal development, monitoring and evaluation, reporting, and capacity development. S/he will also be responsible for managing the H&N program’s human and financial resources, including stock management, and complying with the organization’s policies and procedures. S/he needs to maintain professional relations with the SMoH, UN bodies, INGOs, local NGOs/CBOs, and other relevant stakeholders at the local level.

Duties and responsibilities:
Strengthen coordination and partnership: - Represent ADD in the cluster (Health/Nutrition) meetings and report the key issues to the technical supervisor.
- Regularly update and share the program’s related information with the sector/s coordinators,
- Attend all relevant H&N meetings with the different partners as needed, and follow the execution of the action points,
- Document the program’s partnerships and keep records for the different partners,
- Facilitate information sharing between ADD and its partners at the state level,
- Organize/participate in the joint field missions with partners requested,
- Ensure that ADD’s and donors/partners’ visibility guidelines are being followed throughout the project life-cycles.
H&N Program Management - Organize/participate in conducting the H&N needs assessments and determine the potential for ADD’s contribution,
- Provide high-quality technical inputs to support and inform the design/planning and development of H&N projects at the state,
- Participate in the proposal writing in coordination with the area coordinator, other programs’ focal points, and HQ.
- Determine the human resources needed for effective program implementation, participate in developing job descriptions/ToRs for the program’s staff at both state and field levels, and assist in the staff recruitment process.
- Oversee the implementation of all ongoing health & Nutrition services supported by ADD- including IMCI, EPI, CMAM, RH, emergency - at both facility and community levels to ensure that services are delivered according to the national guidelines and standards,
- Update the program’s staff on the donors’ conditions and support the field team in the implementation of the projects’ plans, ensuring that donors’ regulations are abided by.
- Develop projects related supplies’ plans (forecast, procurement, and distribution),
- Manage the stock (availability, storage, and transport), and ensure timely distribution of the neededprogram’s supplies to the targeted location/operation areas.
- Supervise the program’s related staff and distribute the tasks among them,
- Participate in the strategic periodic program reviews that enhance the role and impact of the H&N program,
- Work closely with the field team, M&E, and program quality manager to ensure that the H&N projects are implemented in conformity with the ADD’s Program Framework, promoting and protecting human rights, participation in capacity building, partnership, and holistic programming.
- Financially manage the ongoing grants, develop sound monthly cash forecast reports, and ensure that the H&N projects are being implemented according to the planned budget lines.
Support Capacity Building and Research - Support conducting the program’s training/ learning needs assessments at both the health facility and community level,
- Develop capacity development plans, organize and participate in conducting different training activities (basic and refresher, on-site and on-the-job training) targeting the care providers at both the facility and community level.
- Participate/Support the SMoH and key partners in developing/drafting new working guidelines/protocols as needed,
- Regularly update the program’s staff on new technical guidelines, protocols/ standards,
- Support enhancing the H&N program’s staff technical capacity through a continuous professional development program,
- Monitor/evaluate program’s staff performance periodically using objective performance evaluation reports (PERs) and support them in developing improvement plans,
- Support/participate in conducting H&N program needs assessments,
- Support conducting H&N program-related research (data collection, analysis, interpretation of information, and dissemination of findings) at the facility and community level,
Monitoring, evaluation, documentation and reporting - Participate in developing innovative program’s monitoring protocols, and tools to track the progress of the implemented projects,
- Develop H&N program monitoring plans and organize/conduct scheduled monitoring visits to the H&N projects locations/areas of operations,
- Conduct periodic meetings with the program’s staff to monitor the overall implementation of H&N interventions,
- Prepare /draft periodic (weekly/monthly/quarterly) progress/donors’ reports as required and share in timely manner with the supervisor/partners,
- Prepare 5/4Ws every month and share with the technical supervisor
- Support conducting regular program reviews with SMoH, partners, beneficiaries, and the program’s staff- including the care providers and community volunteers- and document the performance results.
- Conduct/organize midterm and final evaluations of H&Nprogram’s implementation and develop improvement/acceleration plans when needed,
- Promote the culture of learning and documentation so that lessons learned, and good practices/success stories are well documented and shared for institutional memory and learning

Minimum Qualification, Skills and Experience Required:
- Bachelor’s degree in public health or other relevant field of studies,
- A master’s degree in Public or Community Health is desirable,
- At least 2-5 years of working experience in PHC programs and H&N community interventions, preferably in areas of health system strengthening,
- At least 2 years of management experience in primary health care (nutrition, maternal and child health programs) in emergency settings,
- Good experience in human resource management: guided by a vision, nurture and mentor staff, promote teamwork, set high standards for quality work, and ensure that the job is done.
- A good understanding of the local culture and norms is highly desirable.
