 Background:

CHILD SAFEGUARDING: 

Level 3:  the post holder will have contact with children / young or adult people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work for country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: 

The Project Manager will oversee the implementation of the NORAD project, ensuring smooth operations, partner monitoring, and alignment with project goals. This role involves developing a comprehensive project plan covering objectives, scope, timeline, budget, resources, and deliverables. The Project Manager will also be responsible for quality assurance, monitoring progress, and conducting post-project evaluations to capture lessons learned. 

SCOPE OF ROLE: Manage the project team to execute the NORAD project effectively and efficiently. Define scope, budget, and schedule for the implementation of the intended activities. Ensure project execution within defined budget and timelines, providing leadership for the project staff, implementation, and monitoring project activities in liaison with the stakeholders, line ministries, and relevant government bodies in Blue Nile and Gedaref.

Reports to: Head of Programme Implementation (HPI)

Staff reporting to this post: Education and Child Protection coordinators 

Budget Responsibilities: 2 million+ 

Role Dimensions: The role requires flexibility, attention to detail, proactive follow-ups on high-risk cases, conducting individual and group sessions, providing frequent feedback, and liaising with community stakeholders.



 
 Duties and responsibilities:

  • Develop and oversee the project's annual work plan with achievable long-term goals and short-term objectives.
  • Manage the NORAD project, draw project implementation plans, assess progress of activities implementation against plans on a monthly basis, and document the progress and action corrective measures as and when required. 
  • Support in the development of program design and implementation to ensure that the project achieves concrete, measurable results that lead to positive changes in the lives of children and communities targeted by the project.
  • Provide technical, operational, and administrative assistance to child protection and education programs in Blue Nile and Gadaref.
  • Monitor and report on progress, ensuring alignment with work plans and budgets.
  • Oversee the overall implementation of NORAD project activities, ensuring targets are met within budget.
  • Promote accountability and transparency in all project activities.
  • Monitor budget expenditures and ensure timely financial reporting.
  • Prepare timely internal and donor reports on project status.
  • Work closely with HR teams to ensure proper recruitment planning.
  • Coordinate procurement activities with logistics teams.
  • Ensure compliance with project documentation and SCI filing standards.
  • Collaborate with the MEAL team to establish monitoring, evaluation, and accountability mechanisms.
  • To provide feedback on the lessons learned from the implementation of field activities and make recommendations for improvements as required

Team Management and Capacity Building

  • Supervise and provide day-to-day support to the project team.
  • Assess training needs and implement a capacity-building plan.
  • Provide performance feedback and support staff development.
  • Train project staff to enhance their understanding of program tools and MEAL processes.
  • Foster a collaborative and supportive work environment.
  • Ensure gender-sensitive approaches are integrated into project activity
  • Ensure team structure and clear roles and responsibilities, as well as an information management system in place to ensure smooth implementation 
  • Organize different forum and meetings to keep abreast of progress/plan at the field level. In addition, organize regular general staff meetings (monthly). 

Financial and Administration: 

  • Assume budget holding responsibilities, prepare and regularly update the budget for the entire grant period, and oversee all expenditures. 
  • Develop an activity expenditure plan and communicate the same to the HPI.
  • Assist in the development of the annual program budget; processing of advance requests and follow through on the retirement of such advances 
  • Ensuring members of the program team are conversant with all policy requirements and that they are complying with the same. 
  • Managing the performance of the local partners and closely monitoring budget spending in accordance with donor and SCI regulations. 
  • Ensure accurate monitoring & evaluation and indicator tracking plans for the different project components, developing additional monitoring & evaluation tools as necessary to monitor project progress, with support of the Monitoring, Evaluation, Accountability and Learning (MEAL) team. 
  • Ensure the development of timely and quality technical and financial reports as per the project donor’s requirements against the agreed indicators. 
  • Compile concise quantitative and qualitative reports on a monthly and quarterly basis. 
  • Ensure that ongoing program monitoring/learning feeds into alterations into program design. 
  • Work closely with the MEAL team to collect information on program monitoring, progress, and quality to support ongoing reporting, proposals, and other operational management tools, while ensuring appropriate accountability and feedback mechanisms are established within the project. 

Partnerships Management

  • Collaborate with partners on proposal development and budgeting.
  • Identify and manage partnerships under the project.
  • Monitor partner activities and ensure compliance with agreements.
  • Provide continuous program management and technical support to partners.
  • Lead partner capacity-building efforts, including training and awareness-raising initiatives.
  • To provide leadership and example to the project and partners’ staff under his control and ensure compliance with SCI operating procedures, organizational guidelines and policies. 
  • Coordinate and work in harmony with other departments to ensure that partners are oriented and provided with adequate support to deliver on all program objectives in a timely and efficient manner
  • Review partner reports and ensure timely submission

External Relationships / Representation

  • Ensure Save the Children’s work is well-coordinated with other agencies.
  • Engage with communities and local authorities to promote child rights advocacy.
  • Maintain communication with stakeholders on project progress.
  • Represent Save the Children in sectoral working group meetings and coordination forums.
  • Participate in internal and external meetings, ensuring alignment with Save the Children's broader programming

Occasional Significant Duties 

  • Arrange and lead visit of visitors in the field 
  • Perform any duties as and when required or assigned by the organization / line manager 

 
 Minimum Qualification, Skills and Experience Required:

  • Advanced university degree in education, economics, psychology, sociology, or a related field.
  • Fluency in written and spoken Arabic and English.
  • Minimum of five years of experience in project management, child protection, and education.
  • Experience delivering technical assistance and managing learning outcome projects.
  • Previous experience working with UN agencies or international/local NGOs.
  • Strong background in humanitarian or development project implementation.
  • Proven experience in coordinating with UN agencies, donors, and humanitarian actors.
  • Prior experience in managing teams and building staff/partner capacity.
  • Excellent interpersonal and presentation skills.
  • Strong leadership skills, including the ability to be in control of delegated responsibilities. 
  • Highly developed interpersonal and communication skills, including influencing and negotiation, and coaching 
  • Excellent analytical and creative abilities with strong result orientation.
  • Strong reporting skills and experience in developing donor reports. 
  • Ability to evaluate and analyze large volumes of diverse data.
