 Background:

The Program Coordinator (PC) plays a key role in the CARE Sudan Program. Reporting to Humanitarian Team Lead, the Program Coordinator will be responsible for the leadership, management, coordination and general technical direction of the BHA grants currently implemented in South Darfur, East Darfur, South Kordofan and Khartoum.
The PC will be part of CARE Sudan's Program Team and will work closely with relevant Program Managers, Technical Coordinators, and Heads of Offices, as well as relevant Program Quality, Finance, logistics, procurement, HR and Safety & Security teams.
The role will lead the implementation of the large and complex BHA grant that combines multiple program sectors with multiple implementing modalities through national partners and directly by CARE.   The position will be expected to identify issues and risks related to grant implementation in a timely manner and suggest appropriate program adjustments and it must be able to bring together a multitude of stakeholders to deliver the complex program in a complex context. The position will thus be tasked with leading the joint efforts of multiple stakeholders to achieve the success outlined in the project. The position requires significant coordination skills, broad general and technical knowledge, and skills to ensure coherence and consistency in spite of urgent deadlines. The role will directly assist the field teams in the four States including but not limited to providing on-site and remote support for planning, budgeting, and implementation, quality assurance and accountability, and representation of CARE at key meetings at the field level. Strong oversight, follow-up, project implementation preparation, monitoring, and reporting to CARE /donor as per set standards are among the key responsibilities.
The role is heavily focused on Project Cycle Management, and the right candidate should have very strong experience in managing and delivering complex US-funded programs.
To be successful in the role, the right candidate must be an excellent Project Manager, have very strong interpersonal and coordination skills, and must overall be an excellent organizer.

The position will be based in Port Sudan with travel up to 40% of time predominantly to Khartoum, South Darfur, East Darfur and South Kordofan when the situation improves.



 
 Duties and responsibilities:

1-Program Operations Management:_

 

S/he will be the default point of contact for any internal and external communication with regard to the assigned project/projects.
Build and maintain productive working relationship with BHA and key stakeholders. Serve as the primary liaison among all project stakeholders.
Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes; and create or adapt management systems in line with CARE’s standard operating procedures.
Ensure documentation and dissemination of findings, impact, innovations, and lessons learned, and utilize a collaborative and adaptive learning approach to the project cycle.
In parallel with PQ and Development unit, oversee M&E function of the project, including preparation of monthly, quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement. Report against the project’s targets.
Oversee the grant budget spending plans and lead monthly GMM meetings for assigned projects/projects.
Supervise and mentor senior staff, delegating responsibilities as appropriate. clearly communicate expectations for staff performance.
Manage the cross-cutting budget lines as the main budget holder for all general budget lines for office operation and supply. 
Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan.
Lead bi-weekly progress review meetings for all involved stakeholders.
Maintain updated procurement plans for the assigned project/projects.
In case of changes in context or other factors that could have an impact on the delivery of the project, will lead the realignment/modification processes.
Proactively identifies opportunities for improving the overall delivery of the project and/or changes needed to mitigate any negative impact on the project or CARE.

2- Internal Coordination:-

 

• Work closely with all of CARE Sudan’s departments to ensure all stakeholders are aware of and engaged in the delivery of the assigned project/projects.
• Maintain an overview of cross-departmental linkages and lead ad-hoc meetings with Program Quality and supporting departments.
• Provide regular internal updates on the progress of the assigned project/projects.
• Create or adapt management systems per CARE’s standard operating procedures, ensuring consistency with project needs.
• Oversees and coordinates the implementation of the assigned project/projects.
-Creates or enhances management systems and SOPs in line with CARE’s and Donor policies with support from relevant CO units.

 

3-Donor and External Stakeholder Representation:-

 

• Is the default point of contact for any external representation communication with regards to assigned project/projects.
• Builds and maintains productive working relationships with BHA staff and key stakeholders.
• Ensure timely donor and CARE Headquarters communication about challenges and progress with the delivery of the project.
• Work closely with the Humanitarian Team Lead, and Deputy Country Director-Programs and other stakeholders to cultivate excellent relations with the donor, 
• Coordinate the timely submission of regular financial and program progress reports.

 


 


 
 Minimum Qualification, Skills and Experience Required:

Bachelor’s degree in a relevant field (Social Science, Public Administration, Business Administration, Developmental Studies/technical area relevant to the project)
● Certified in Project Management (e.g. PMD Pro) or equivalent combination of education and work experience 

5+ years of experience in humanitarian project management in a complex context (like Sudan).
● Demonstrated experience working with bilateral US Government funding, preferably from USAID/BHA.
● Demonstrated experience managing large and complex project budgets.
● Experience managing at least three of the following sectors: Protection, WASH, Health/Nutrition and emergency response, or cash programming in general.
● Strong experience with donor communication and reporting.
● Strong ability to develop and foster relationships with key stakeholders within an organization.
● Excellent coordination skills.
● Experience writing proposals and reports.
● Advanced written and spoken English Language skills.
● Strong facilitation skills, including the design and management of effective trainings, workshops and meetings with diverse participants.
● Strong skills in written communication, including effective report writing.
● Strong skills in inter-personal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment.
● Strong budget management skills.
● Strong team player, able to develop and maintain effective working relationships within a distributed and dynamic team.
● Competence with MS Office applications, including Word, Excel and Outlook.

Desired:-

Master’s degree in Social Sciences, Development studies or other technical fields related to the project or equivalent combination of education and work experience

Technical expertise in any of the project's focus areas; Health, Nutrition, WASH, Protection, GBV.

Arabic language skills highly desired
