 Background:

The Health and Nutrition Program Manager will be responsible for the management of the designated health and nutrition program and intervention in South Darfur State. S/he will be responsible for the specific health and nutrition activities planning, coordination, implementation, monitoring, evaluation and reporting in all operational localities for the project. S/he will ensure that the H&N program objectives are met in an effective and efficient manner. Under the guidance of the CO Health and Nutrition Coordinator, will ensure sector guidelines are implemented in the project while providing technical support and strategic direction to H&N officers, assistants and partner organizations in the project. The H&N Program Manager will draft H&N reports to the H&N Technical Coordinator ensuring that the respective H&N Information Systems (H/NIS system) is accurate and meets the reporting needs. The project program manager will have strong analytical skills, and s/he will suggest practical strategies for responding to changes in the operating environment as well as maintaining a focus on longer term objectives. S/he will be an active member of the Emergency Response Team and will be required to contribute to the humanitarian program strategies. S/he will be required to make regular monitoring visits to field sites and program locations and provide advice and support to project staff. the H&N Program Manager, s/he will represent CARE at H&N cluster meetings and other key stakeholders’ meetings/events at the state/localities level. 



 
 Duties and responsibilities:

(1): Manage the planning & implementation of the designated Health & Nutrition project (70%) 

 

Guide the specific Health & Nutrition project and partner staff in assessing needs, planning, supervising the implementation and monitoring of the defined project activities. 

  1. Support project implementation and coherence across all supported facilities, in line with the donor proposal, the country strategic plan, and in close coordination with the H&N Technical coordinator and TL.
  2. Line-manage the designated Health and Nutrition project staff and provide support. 
  3. Ensure integrated project approach with other H&N sector projects in the State by working with H&N program team. 
  4. Develop Detailed Implementation, Procurement Plans, MoUs for timely provision of supplies, payment of incentives and implementation of the project as per the grant requirements (and in line with the H&N sector Annual Operation Plan).
  5. Organize monthly implementation, procurement, spend follow ups and accordingly adjust the project monthly forecast in coordination with the technical coordinator and TL.
  6. Contribute to proposal development in collaboration withthe H&N Technical coordinator. 
  7. Ensure close coordination with local authorities and community management structures in the supported facilities and localities. 
  8. Promote partnerships at locality levels with related institutions (SMOH, INGOs, NNGO and CBOs) and provide needed support in coordination with the H&N Program Manager and the partnership team in Port Sudan.

 

(2): Budget and procurement management support, Coordination and Reporting (25%).

  1. Work with the H&N TC in the management of the designated H&N project budget. 
  2. Support the H&N Project Manager in project materials requisition and organize delivery of the materials/tools/equipment to operation area   in a timely manner.
  3. Compile the weekly updates and monthly progress reports of H&N project activities in the operation areas, bring out outputs and challenges clearly. Contribute to the monthly H&N clusters 3W and 4W reports.
  4. Lead the review of partners’ monthly reports and monthly liquidations and jointly develop actions for the subsequent month.
  5. Monitor and coordinate the payment of the monthly incentives for the SMoH seconded staff in the project supported facilities. 
  6. Coordinate with partners PM(s) to ensure they have appropriate staff and support SMoH joint supervision of seconded staff. 
  7. Prepare and submit timely donor reports to the Technical coord.
  8. Attend and represent CARE at H&N sector specific coordination meetings in the locality and provide feedback to the H&N Program Manager.
  9. Work with the program quality and development team to translate assessment criteria to tools and methodology for monitoring and evaluation of interventions related to the H&N project. 
  10. Support staff to maintain an accurate, consistent monitoring and evaluation system through support to project H&N staff and partners. Regular analysis of data with feedback to field-based health & nutrition teams.

Pay regular visits to program sites, prepare visit reports and provide needed support to project team.

 Minimum Qualification, Skills and Experience Required:

Minimum Qualification, Skills and Experience Required

 

  • Bachelor’s degree in public or community health or related fields with at least 3 years post-graduation experience in management of health and nutrition projects.
  • At least 2 years of practical experience in managing health and nutrition programs for an international NGO or equivalent experience for another organization with management responsibilities.
  • Demonstrate analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities
  • Excellent communication and training skills with track record of building/developing cohesive teams
  • Good team player, flexible and capable of working with a multi-national Sub Office and Country team
  • Ability and willingness to travel to locations outside base station to program operational areas and live in sometime basic conditions
