Duties and responsibilities:
Main Job Purpose Manage HA Sudan Finance Department, ensuring robust financial management systems and processes, and seamless coordination with HA International Finance in UK Headquarters. Expertly present financial information to non-finance stakeholders, and excel in project accounting, financial analysis, and modeling. Expert in UK GAAP, IAS, and Institutional donor reporting (UN, USAID, DEC, UNDP & DFID) Accountabilities Supervision of Daily Operations: - Expertly oversee payroll functions to ensure prompt and accurate employee payments.
- Negotiate and manage employee insurance and benefits plans with a high level of expertise.
Month-End Close: - Lead the month-end financial close process, ensuring all financial activities are accurately recorded and reported.
Budget Preparation and Forecasting: - Establish and enforce guidelines for budget and forecast preparation.
- Expertly prepare the annual budget in consultation with Sudan Country Director and Executive Director.
- Assist Program Directors and Project Managers with budget preparation for funding applications, demonstrating thorough expertise.
- Provide monthly forecasting to ensure accurate financial planning and adjustments.
Project Management Accounting: - Maintain financial records for each projects and programs with exceptional accuracy to facilitate management reports.
- Conduct comprehensive financial analysis and modeling to support strategic planning and decision-making, demonstrating advanced expertise.
- Evaluate and advise on new technology needs for financial data processing, control, and reporting requirements, demonstrating technological expertise.
- Monitor risk management policies and procedures to minimize program and organizational risks with expert vigilance.
- Manage and supervise a team of qualified and experienced finance staff in Sudan, overseeing a total of three finance staff based in the field.
- Supervise and coach field finance staff with expert guidance, ensuring clear job descriptions and regular performance feedback.
- Pursue an active policy of capacity building for local finance staff, demonstrating strong leadership and expertise.
- Maximize income where possible and appropriate through expert financial strategies.
- Regularly coordinate with HQ on arising financial issues with a potential impact on Human Appeal Sudan and international management team.
- Identify and mitigate financial risks by monitoring financial operations and implementing risk management strategy in coordination with the HQ for any major issues.
- Prompt resolution of audit and critical issues in coordination with Country Director & HQ.
- Maintain internal accounting system and records and ensure reliability and integrity of financial management information systems documentations and reports.
- Ensure accurate and timely preparation of financial statements per contract agreements with funders, leveraging expert knowledge.
- Provide accurate and timely financial reporting on projects and programs activities.
- Expertly communicate financial information to non-finance stakeholders to ensure understanding and informed decision-making.
- Provide detailed financial analysis for projects and programs, including variance analysis, trend analysis, and forecasting.
- Develop financial models to support project planning, budgeting, and performance evaluation with expert precision.
- Develop and manage cross-charge models to allocate costs accurately across projects and departments.
- Monitor and analyze the budget performance, providing regular reports and recommendation for adjustments as needed.
Financial Reporting and Compliance: - Supervise the preparation of all mandatory monthly and yearly accounts, ensuring consistent application of accounting policies with expert oversight.
- Prepare separate financial reports for funding agencies such as the UN and other international bodies per contract terms, demonstrating compliance expertise.
- Manage cash flow projections and requests for installment funds from funding agencies, showcasing expert financial management.
- Ensure compliance with in country statutory accounting and reporting requirements.
Expenditure Control: - Control expenditure against budget for all projects with expert precision.
- Provide program staff with regular and accurate financial reports and analysis for effective project management and decision-making, demonstrating high-level expertise.
- Oversee day to day financial transactions, including accounts payable, accounts receivable and payroll.
Proposal Preparation: - Assist in preparing and verifying the accuracy of budgets for all project proposals and documents with expert accuracy.
- Ensure compliance with the Human Appeal Operations Manual, including electronic data storage, backups, and security procedures.
Procurement and Inventory Management: - Ensure purchasing is carried out per the Human Appeal Procurement Policy, demonstrating procurement expertise and ensure that any purchase , lease or sale of assets is done in accordance with procurements manual and receives the required approval.
- Liaise with banks, tax authorities, and other financial institutions as needed, showcasing expert relationship management.
- Manage insurance renewals and accurate inventories of all project equipment, including the Asset Register, with expert oversight.
Payroll Management: Monitor salary payments, taxes, insurance, and benefits to ensure timely payments and accurate payroll records, demonstrating expert payroll management and ensure that tax calculations, social security and other statutory contribution are made in line with the HA policies & procedure - Ensure staff advances and loans are settled in line with policies, especially at service termination, with expert handling.
Audit Liaison: - Act as the main contact for external auditors on accounting matters, demonstrating audit expertise.
- Ensure internal controls are in place, including regular project office visits.
Office Operations: - Work with administrative staff and the Country Director to ensure smooth office operations and cost savings where possible, demonstrating operational expertise.
Financial Presentations: - Present financial reports and insights to the CMT ensuring clear and actionable communication of financial performance and strategies.
Other Duties: - Perform additional tasks as assigned by the direct supervisors (International Financial Controller with expert proficiency.

Minimum Qualification, Skills and Experience Required:
Job Requirements: o Education: University Degree in Accounting, Finance, or a related field; professional certification (CPA, ACA, ACMA, ACCA) is a must. o Experience: Minimum of 7 Years of Experience in senior Finance position in field offices. o Computer Skills: Proficiency in MS Office Suite; expertise in Business Central and QuickBooks. o Languages: Excellence in English and Arabic is required
