Norwegian church Aid is in Sudan since 1972 and works in the fields of relief, rehabilitation, and development, and works through national partners.
NCA’s Country Office is currently in Port Sudan. It has a Field Office in Al-Gadarif, Al-Gadarif State, where its projects activities encompass GBV, Climate Resilient WASH, Climate Smart Economic Empowerment, and Health. As well, its projects activities in Kosti, White Nile State are implemented by the national partners

Background: As part of the MEAL setup within NCA Sudan, two MEAL Officer positions will contribute to the implementation of the MEAL framework across the NCA Sudan Program. Both officers will visit implementation sites in other states as needed and as accessibility allows. In collaboration with the MEAL Coordinator, the MEAL Officers will be responsible for delivering high-quality engagement related to conducting monitoring visits to the implementation sites, documenting feedback from rights holders, including success stories and complaints, and supporting the conduct of surveys and studies such as needs assessments, baselines, endlines, PDM, KAP, etc. Furthermore, the MEAL officer will have a critical role in implementing data management procedures. He/she will be responsible for the entire data collection process at the state level, including training enumerators, sharing timely monitoring data, and supporting PIMS work. Additionally, the MEAL Officer will assist with reporting for local implementing partners. Finally, the MEAL Officer will play a key role in building the capacity of MEAL focal persons within local implementing partners in MEAL, PCM, and RBM.

Duties and responsibilities:
Job description: 1. Areas of Responsibility In collaboration with the MEAL Coordinator, the MEAL Officer will contribute to the implementation of MEAL activities within NCA Sudan. The MEAL Officer is responsible for collecting information from ongoing projects—including activities, indicators, and success stories—and for coordinating with M&E focal points at local implementing partners. 2. Main Tasks Monitoring - In collaboration with the MEAL Coordinator, design monitoring procedures for each project, including Monitoring Data Collection Plans and Monitoring Tools, following NCA's performance measurement standards.
- Conduct regular field visits to implementation sites to assess the quality of activities and provide constructive feedback and recommendations.
- Analyze and share feedback from monitoring visits with program teams, highlighting progress, challenges, best practices, and rights holders’ feedback.
- Lead data collection for surveys and studies such as Baseline, PDM, KAP, and Final Evaluations.
- Contribute to the implementation of the Complaints and Feedback Mechanism within NCA Sudan and its local partners.
Data Management - Ensure transparent, accurate, and timely data collection for all exercises at the state level.
- Train enumerators supporting data collection on tools, platforms (e.g., Kobo Toolbox), and NCA data requirements.
- Coordinate with the MEAL Coordinator to ensure data collection, analysis, and reporting are aligned with NCA procedures.
- Ensure the quality, timely sharing, and proper storage of monitoring data.
- Contribute to PIMS-related work as requested by the supervisor.
Reporting - Support local implementing partners in producing high-quality and timely reports, including progress reports, IPTT, monitoring reports, and midterm/final project reports.
- Co-lead internal MEAL reporting exercises with the MEAL Coordinator, ensuring timely data sharing and consolidation from partners.
Capacity Building - In collaboration with the MEAL Coordinator, support efforts to build local partners’ capacities in MEAL, Results-Based Management (RBM), Project Cycle Management (PCM), planning, and reporting.
3. Other Duties Functions Assigned to the Position - Other tasks as assigned by the MEAL Coordinator.

Minimum Qualification, Skills and Experience Required:
4. Qualification and Experience Education - Bachelor’s degree in statistics, social science, M&E, or a related field. A master’s degree is an advantage.
Experience - At least 4 years of experience in MEAL.
- At least 2 years of experience with an INGO/UN.
- Experience working in diverse contexts (emergency, recovery, development, IDPs, refugee situations).
- Experience leading or participating in technical MEAL surveys (needs assessment, baseline, endline, PDM, etc.).
Skills - Strong proficiency in MS Office and data analysis platforms (e.g., SPSS, Excel Pivot Tables, Power BI, STATA).
- Advanced skills in using Kob Toolbox, including form design and platform setup.
- Strong organizational, planning, and reporting abilities.
- Fluency in English and Arabic (written and spoken).
Knowledge - Solid understanding of Project Cycle Management and Results-Based Management.
- Familiarity with MEAL topics include data collection methods, assessments, log frames, remote monitoring, and MEAL planning.
- Sound knowledge of SPHERE standards and the Core Humanitarian Standard (CHS).
- Strong contextual understanding of Sudan and NCA’s operational areas.
Organizational Learning - Support and engage in all learning activities such as project reviews, spot-checks, documentation of success stories and best practices, and reporting by implementing partners.
- Contribute to project implementation planning with NCA and partners by offering recommendations to strengthen planning processes.
