Introduction to the Country Office:

Norwegian church Aid is in Sudan since 1972 and works in the fields of relief, rehabilitation, and development, and works through national partners.
NCA’s Country Office is currently in Port Sudan. It has a Field Office in Al-Gadarif, Al-Gadarif State, where its projects activities encompass GBV, Climate Resilient WASH, Climate Smart Economic Empowerment, and Health. As well, its projects activities in Kosti, White Nile State are implemented by the national partners

 Background:

The Logistics Department is strengthening its capacity to ensure full compliance with NCA’s operational requirements, donor expectations, and accountability commitments, and we are looking for recruiting a Logistics and Liaison Officer.  The Logistics and Liaison Officer is responsible for efficient procurement, Logistics, warehousing, Assets, admin and Liaison.  Liaises with local authorities (HAC, Customs, and other ministries/departments) to secure duty exemption permits for all international shipments/consignment. Follow up of work permits, residence permits and visa renewal for expatriates with the support of the Country Logistics Coordinator.

      2. Tasks

 

      2.1 Procurement

  • Take part on market survey.
  •  Archiving, both physically and digitally, according to NCA regulations. 
  • Ensure NCA and Donor regulations and guidelines are implemented correctly.
  • Work across departments in the office to integrate procurement planning into the   funding application workstream and ensure colleagues in other departments have a good understanding of procurement rules and procedures.
  • Support the Logistics Coordinator in monitoring overall logistics and procurement performance and continuously look for improvements and tools for enhancing efficiency.

      2.2 Logistics

  • Asset management: ensure the asset registry is kept up to date, undertake regular checks, manage asset disposal.
  • Fleet management: fuel management and reporting and ensure fuel tracker is obtain for the vehicle and the Generator, managing vehicles maintenance planning and renewing the insurance and registration, and vehicles disposal, ensuring good movement planning and safe driving practises. 
  • Transport of goods: from Gedaref to IDPs Camps and other NCA offices.
  • Warehouse: managing stock and obtain the stock & bin card and prepare and circulate the stock report to relevant staff.

       2.3 Liaise

  • Liaise with local authorities (HAC, Customs, and other ministries/departments) to secure duty exemption permits for all international shipments/consignments.
  • Ensure active follow-up on outstanding applications with various government ministries, collaborate closely and address any issues at that level.
  • Follow up of work permits, residence permits and visa renewal for expatriates with the support of the Country Logistics Coordinator.

       2.4 Capacity Building

  • Monitor supply of stationery, household articles and water supply for the   office/guesthouses, and initiate procurements when due.
  • Monitor supply of prevision items, and electricity for the office/guesthouses, and initiate procurements when due.
  • Ensure a clean and conducive staff working environment.
  • Maintenance of office/guesthouse plumbing issue, lights. 

 

       3   Other Duties Functions Assigned to the Position

  • Other tasks as assigned by the Country Logistics Coordinator.

 
 Minimum Qualification, Skills and Experience Required:

          Required Educational Skills and Experience

  • A relevant university degree.
  • A relevant experience ideally from an INGO.
  • Proven experience in quality and timely reporting.
  • Good analytical skills.
  • Excellent planning skills.
  • Ability to communicate in writing and orally in English and Arabic.
  • Good in Word, Excel, Power Point, Outlook.
  • With a proactive personality.
