Established in 1949, SOS Children’s Villages International (CVI) is a dynamic international social development and humanitarian organization dedicated to meeting the needs and protecting the rights of children without parental care and those at risk of losing it.

The Eastern and Southern Africa (ESAF) region of SOS CVI, headquartered in Addis Ababa with a branch office in Nairobi, oversees operations across 22 countries, including Sudan.

As part of our commitment to delivering high-quality, impactful programs, SOS Children’s Villages Sudan is seeking a qualified and experienced Monitoring, Evaluation, Accountability, and Learning (MEAL) Coordinator.

 

 



 
 Duties and responsibilities:

The MEAL Coordinator will play a vital role in strengthening program effectiveness by leading the design, implementation, and management of a robust results-based monitoring and evaluation system. This role supports continuous learning, accountability, and informed decision-making, ensuring alignment with the organization’s LEAP (Learning through Evaluation, Accountability, and Planning) framework and Results-Based Management (RBM) principles.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

Leadership in MEAL System Design and Implementation

Lead the development and operationalization of a robust M&E system that supports planning, performance monitoring, and reporting across all programs and projects.

Policy and Standards Compliance

Facilitate the adoption and monitoring of SOS and donor M&E guidelines, ensuring Program alignment with the LEAP framework and RBM principles.

Program Design and Review Support

Support and review the design of programs and projects, ensuring strong results frameworks, quality indicators, and feasible M&E plans. Provide feedback and technical assistance to Program Managers.

Baseline Surveys and Evaluations

Provide leadership in the design and execution of baseline surveys, midterm reviews, and final evaluations. Ensure high-quality data collection, analysis, and reporting practices.

Capacity Building and Technical Assistance

Develop and implement capacity-building initiatives for program staff on M&E tools, methodologies, and data analysis techniques to strengthen internal competencies.

Performance Monitoring and Reporting

Implement systems to track program performance and report regularly (monthly and quarterly) to senior leadership, enabling data-driven decision-making.

Knowledge Management and Learning

Develop mechanisms to capture, document, and share lessons learned and best practices within and beyond the organization.

Operational Research

Identify opportunities for operational research and manage research initiatives in collaboration with program staff to inform program design and policy development.

Management Information System (MIS)

Collaborate with the IT and MIS teams to enhance data management tools and ensure effective visualization, tracking, and reporting of program indicators and evaluation data.

Support for Grant Funded Projects

Provide technical guidance to ensure compliance of grant-funded projects with internal and external M&E requirements.

Policy Influence and Strategic Insights

Present evaluation findings to senior management and advocate for strategic adjustments where needed to enhance program effectiveness.

Child Safeguarding and Protection Responsibilities

Policy Awareness and Capacity Building

Promote understanding and compliance with the SOS Child Protection Policy among staff, stakeholders, and beneficiaries.

Risk Management

Identify, prevent, and mitigate risks to child protection and safeguarding in all monitoring and evaluation processes.

Mandatory Reporting and Confidentiality

Immediately report any child protection concerns and ensure strict confidentiality and professionalism in handling related information.

Safeguarding Integration in MEAL

Ensure child safeguarding and data protection principles are embedded throughout all MEAL activities, tools, and systems.


 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s degree in Monitoring and Evaluation, Statistics, Social Sciences, Development Studies, or a related field. A Master’s degree is an added advantage.
  • Minimum of 5 years’ progressive experience in M&E, preferably in the NGO or humanitarian sector.
  • Strong knowledge and hands-on experience in Results-Based Management (RBM), LEAP, and logical framework approaches.
  • Proven experience in designing and managing M&E systems, baseline studies, and evaluations.
  • Excellent analytical and report-writing skills.
  • Strong interpersonal, facilitation, and training skills.
  • Commitment to the values and principles of the SOS Children’s Villages and child safeguarding
