 Background:

Save the Children is launching a speculative recruitment to seek an experienced Program Manager to lead the successful delivery of a flagship multi-sector program in Sudan  – consisting mainly in Health and Nutrition. The program has a duration of one year with activities across multiple States in Sudan. The successful postholder will be highly organised and skilled at mobilising teams across different themes towards a common goal. S/he will be an adaptable and proactive team player, with solid ability to drive, manage and track program implementation.  



 
 Duties and responsibilities:

KEY AREAS OF ACCOUNTABILITY:

 

Programme Implementation and Monitoring

  • Provide strong leadership, vision and direction to program staff  to ensure the delivery of programme targets;  
  • Take decisions where required to implement the program in highly fluid environments; 
  • Ensure that effective monitoring and performance management systems are in place for achieving prior agreed programme activity targets, budget allocations and financial expenditures, ensuring that value for money can be effectively demonstrated to the donor and activities and expenditures are compliant with donor requirements;  
  • Maintain efficient and effective operating systems that are compliant with all Save the Children  and donor standards, including safety and security management and child safeguarding; 
  • Lead the preparation, review and regular revision of the detailed implementation plan, taking into account agreed milestones, log frame and budget; 
  • Collaborately set and review monthly targets and weekly workplans for project staff to ensure that the DIP is delivered; 
  • Monitor project progress through field visits and meetings with project staff, communities, local and provincial government and other key stakeholders
  • Where required, commission, design or participate in field-based needs assessments and gap analyses, including risk and vulnerability assessments; 
  • Lead on revisions of core implementation documents (milestones, logframe, procurement plan, budget, DIP)  

Budget Management 

  • Ensure the effective and donor-compliant management of the project budget through close collaboration with Awards, Finance and Supply Chain
  • Prepare and implement monthly pipeline analyses and monthly spending targets
  • Identify potential ariances of expenses verusus budget, and recommend appropriate adjustments at regular budget review meetings
  • Justify spending variances </> 10% in quarterly donor reports

Reporting and Documentation 

  • Play a leading role in the finalisation of donor narrative and financial reports, the submission of  budget revisions, and other other donor-required documentation on time
  • Support MEAL in the writing of donor progress reports and document case studies of successes, challenges, lessons learned and other project-related feedback
  • Ensure that key project documentation is archived at country and field level, with field staff aware of what needs to be kept and recorded

Human Resource Management 

  • Ensure that the program is appropriately staffed across Save the Children, including the appropriate combination of expertise across technical and operational areas and implementation of all donor compliance requirements, for example, in relation to safeguarding and the prevention of sexual exploitation and abuse (PSEA).
  • Lead the project team, including direct reports and collaborative relationships with peers and partners supporting project implementation to deliver the project on time, on budget and in alignment with Save the Children and donor regulation.
  • Provide appropriate support for project staff, including regular catch ups, coaching and mentoring and other capacity building to ensure continuous improvement of project delivery and staff competence and confidence to support project delivery.
  • Ensure that all direct reports have updated job descriptions, work plans, objectives, development goals and clear lines of communication and reporting
  • Support the capacity building of staff in English report writing; budget tracking and utilisation; indicator tracking; and the preparation of detailed implementation plans

Coordination, Business Development & Representation 

  • Ensure that relationships with all stakeholders remain positive, particularly with the donor and Save the Children member offices supporting the project, as well as any partners engaged in the program.
  • Liaise with the PDQ department to input into funding proposals where required and provide an operational perspective

 


 
 Minimum Qualification, Skills and Experience Required:

QUALIFICATIONS 

Master’s degree or equivalent in education, gender or development studies or a related subject 

 

EXPERIENCE AND SKILLS

Essential

  • Demonstrable experience of developing and managing major donor contracts and grants in excess of $5mil
  • 5+ years of project management experience 
  • Understanding of humanitarian response, especially in the health and nutrition sector, with protection a bonus
  • Ability to track and manage project implementation through trackers and other project management techniques
  • Previous working experience of project and financial management under donors with stringent requirements as ECHO/EU..  
  • Proven track record of solving complex problems through analysis, definition of a clear way forward and ensuring buy-in 
  • Strong representation skills and willingness to speak out for children 
  • Training, facilitation, briefing and presentation skills
  • Experience in proposal development for institutional donors and reporting. 
  • Demonstrated experience of building and leading a team of staff with different backgrounds and expertise
  • Computer skills, i.e. Microsoft suite 
  • Previous working experience in fragile states 
  • Fluent in English 

Desirable

  • Knowledge of the Sudan context 
  • Previous experience with Save The Children 
  • Previous experience in Health and Nutrition Programs
