Background:
JOB SUMMARY
The Senior Finance Officer works under the guidance and supervision of Finance Manager. His or her key responsibility will be to ensure all subgrantee partners’ payments are paid timely and proper records and kept as per the Donor and IMC policies and procedures. The position will also ensure both Sub grantee Partners and IMC policies and procedures are adhered to and applied on all procurements and processing of payments for partners. This position also serves to guide and support field finance officers and Port Sudan finance assistants to improve their understanding of IMC policies and procedures. The position in collaboration with other finance department staff will also review both Field and Port Sudan finance vouchers against BTJ’s/CTJ’s entries and give feedback on account coding, missing documents, authorization of expenses, expense descriptions, cash and bank reconciliations during the finance monthly closing exercise and generation of monthly numbers and will also serve as a focal point for engaging with the bank at Port Sudan.
Duties and responsibilities:
Ensure all back up documents relating to subgrantee partners payments are reviewed and payment is processed timely. Any delays should be communicated to partner.
Follow up with all subgrantee partners to ensure financial reports are submitted timely on monthly basis in line with the subgrantee agreement.
Ensure all back up documents relating to subgrantee partners payments are scanned and filed on share file for future reference.
Process the payment of non-staff monthly payroll (non-Contracted staff eg Casuals and MoH) and ensure it is appropriately delivered to the bank in a timely manner and make follow-up with the bank in case of some unexpected delays in having the staff bank accounts credited with the same.
Ensure all back up documents relating to non-staff payments like MOH are scanned and filed on share file for future reference.
Prepare cash transfers to the field sites and ensure such transfers are delivered to the bank in a timely manner and ensure confidentiality is observed at all times in execution of such transfers and share communication on the same to field sites with clear and concise information on the amounts, exchange rates and cost point journal (CP) entry numbers of the transfers.
Assist in preparation of cash transfers to vendors paid via bank and preparation of reimbursement of cash facilitator’s payments and submission of the same to the bank.
Ensure the procurement/logistics staff are furnished with payment transfer details of the vendors, so that they can inform vendors that their payments have been processed through bank.
With FM/ Assistant FM and Roving Senior Finance Officer, participate in reviewing both Port Sudan and field BTJ’s/CTJ’s entries against physical finance vouchers to ensure compliance with IMC policies and procedures and correct project and account codes are applied.
To review and ensure payments/procurements are approved in line with IMC authorized signatories and in line with cash handling procedures.
Assist both Port Sudan and Field finance officers in calculation of monthly average exchange rates.
Ensure Port Sudan bank reconciliations are done on timely basis
To ensure that all expenditure meets IMC policies on expenses are allocable, reasonable, complete and accurate.
Ensuring all vouchers have complete set of supporting documents in line with IMC procedures.
To ensure shared expenses are supported by correct key of allocation.

Function as the Port Sudan bank focal point. In this role, you will be responsible for taking all transfers to the bank, collecting bank statements, end of the month exchange rate and other related documents and also introducing new bank signatories to the bank and ensuring they are added as signatories.
Update AS 8 – Bank listing regularly and as required by 31st May of every year for review and submission by FAD to internal audit department.
Prepare and analyze social security (NSI) and personal income tax (PIT) payment and ensure these are paid on time and monthly.
Assist in audit schedules preparation and responding to internal audit TOT’s.
Perform site visit when called upon and act as back up field finance officer whenever site field finance officer is absent from work on protracted period of time.
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
Minimum Qualification, Skills and Experience Required:
Associated University degree especially on Bachelors/Advance Diploma in Finance/Accounting or Business Administration or proven job experience in an NGO setting working in either finance or accounting.
Fluent in both written and spoken Arabic and English languages.
Four years’ experience in book keeping /accounting especially working in an NGO setting
Must have managed Partners / Subgrantees previously.
Knowledge in Standard computer and IT skills in using MS Word, MS Excel, MS Outlook, PDF adobe, email and internet.
Audit Experience is a definite advantage.
Willingness to live and work in a remote field site that entails living conditions with very basic living conditions, limited access to markets and possible exposure to dangers.
Ability to cope with stressful situations.
Ability to read, analyze and interpret, technical and non-technical English language
Willingness to travel and train other staff in remote areas within Sudan
Excellent organizational and time management skills with the ability to prioritize tasks.
Flexibility, adaptability and capacity to function as a team.
Good communications skills
