 Background:

Plan International Sudan is planning to implement a CPIE Project. The Project, Emergency Child Protection, Cash and WASH Assistance for Vulnerable Populations affected by the Sudanese Crisis in Sudan, South Sudan, and Chad 2024 is a 12 months project funded by IHA/GAC. The proposed start date is April 2025. The project will cover Dar As Salaam and Tawila localities in North Darfur State. The project will specifically look at strengthening resilience amongst conflict-affected children and caregivers, enhancing community-based reintegration services (including mental health PSS, family tracing and reunification for unaccompanied and separated children and those formerly associated with armed groups) and strengthening community-based mechanisms in the targeted localities.



 
 Duties and responsibilities:

Project Management

  1. Responsible for management of Child Protection project in the designated location ensuring that proposed results are achieved on time, within budget and in compliance with donor regulations
  2. Supervise Child Protection staff in the target locations to ensure timely and quality implementation and monitoring of the project activities.
  3. Manage program budgets including monthly budget/cash forecasting and quarterly budget revisions.
  4. In close coordination with the CPiE Specialist, participate in concept and proposal development processes related to child protection programming.
  5. Provide technical leadership on program implementation methodologies in line with good practice and in collaboration with the CPiE Specialist
  6. Manage project related security matters and ensure keeping all concerned are accurately and promptly informed about the status of project security at any point in time during the project period.
  7. Identify/facilitate potential needs assessment and update the needs of the community base on the current project interventions using qualitative and quantitative methods. 
  8. Ensure   prompt, timely and accurate reporting on the project to all concerned parties at the Plan International-Sudan Country office, International Office, Donor and the Government of Sudan as deemed required by each.
  9. Coordinate project delivery with other consortium members, implementing partner and other key stakeholders in North Darfur state
  10. Represent Plan at state level sector and coordination meeting related implementation.

 

Budget management:

  1. Responsible for the budget ensuring application and observance of financial procedures and guidelines set out in Plan International financial manual and donors’ requirements 

Capacity building:

  1. Support in developing trainings for child protection staff, on case management, CBCPMs, CFSs, supervision/coaching tools, monitoring and tracking tools and improve referral systems.
  2. Work with relevant government and non-government partners to strengthen capacity on child protection, PSS, community-based programming and advocate for improved child protection systems and policies.
  3. Ensure that lessons learned case studies are captured and properly documented and archived by carrying out regular project/program reviews

Reporting:

  1. Work to develop timely and high quality monthly, progress and final reports for external and internal use. These should be results-based and demonstrate progress against agreed indicators.
  2. Ensure appropriate, timely and accurate data collection against agreed indicators to enable both internal and external reporting.

Monitoring and Evaluation:

  1. Work closely with Monitoring and Evaluation team to ensure that Monitoring & Evaluation and indicator tracking plans for project activities in target locations are in place and, developing additional Monitoring & Evaluation tools as necessary to monitor project progress.
  2. Support the Monitoring and Evaluation team to assess needs or, coordinate and oversee needs assessments on child protection, to map out priority protection gaps and identify key resources and assets utilising CPiE Rapid Assessment tools

Integration:

  1. Ensure referral systems (education, psychosocial, NFIs, nutrition, food security, etc.) are identified as appropriate within CP projects and utilized
  2. Support in ensuring that child protection interventions are informed by and integrated with other core sectors of education, nutrition, food security and livelihoods.

Representation:

  1. Ensure the representation of Plan international in coordination meetings such as the protection sector, child protection sub-sector
  2. Any other tasks required.

Safeguarding

  1. Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

 
 Minimum Qualification, Skills and Experience Required:

Technical expertise, skills and knowledge

Essential

  • University Degree, preferably with a Masters’ degree, in Social Science, Social Work, human rights, law, psychology or related field
  • A minimum of 5-7 years’ experience in child protection work with a humanitarian organisation.
  • Solid knowledge base and practical experience in community-based child protection approaches, case management, psychosocial support and child participation methodologies.
  • Experience of managing the programme cycle, including assessments, proposal and report writing, Monitoring and evaluation.
  • Strong experience and skills in management of staff from different backgrounds.
  • Experience in building relationships, fostering interagency coordination and experience of representing an organisation to external parties.
  • Strong self-starter, able to set up and manage child protection programmes.

Desirable

  • Proficiency in computer skills and MS applications
  • Excellent report writing skills
  • Knowledge of Hausa language 
  • Willingness to work in a complex humanitarian crisis setting 
  • Communicates clearly and effectively appropriate to the audience
  • Ability to work with multiple stakeholders and maintain strong relationships.

Physical Environment

Travel to programme units and activities is required as necessary to ensure that programme activities are effectively monitored.

 

Level of contact with children

High Contact: The job responsibilities of this position require the post holder to have frequent contact to low contact with children. It is expected that children shall be protected at all times.
