Background:
Performing the day-to-day activities and administrative processes for the customs: pre-clearance, clearance and transportation of medical and non-medical goods for the Sudan Coordination Program according to MSF protocols and standards in order to ensure the optimal running of the program.
Duties and responsibilities:
Performing the day-to-day activities and administrative processes to ensure an efficient running of the clearance and transportation processes of medical and non-medical goods for coordination following the supply procedures according to MSF standards and protocols. Including the following activities:
Managing and planning, in collaboration with the Mission Supply Manager and the Warehouse Supervisor, the shipment of goods between the projects and/or from the capital to the projects choosing the best possible means of transport
Being responsible for the reception of international freight and its forwarding to the projects
Being responsible for all customs and administrative related issues
Regularly assessing the local transport market (companies, prices, services, delays,), and proposing different third-party providers for validation
Performing delegated tasks according to their activity and as specified in their job description.
MSF Section/Context Specific Accountabilities
Customs & Importation Coordination
Manage and coordinate all operations related to the importation and transportation of medical and non-medical goods in compliance with national regulations and MSF procedures.
Ensure that all shipments, whether international or domestic, follow required customs and clearance procedures in a timely and cost-efficient manner.
Regulatory Compliance & Liaison
Liaise with national authorities (Customs, HAC, MoH, MoF, SSMO, Taxation Chamber, etc.) to secure approvals and tax exemptions for incoming shipments.
Monitor regulatory changes affecting customs and transportation processes and keep the Supply Managment informed.
Documentation & Administration
Ensure timely preparation and processing of all transportation-related documentation (invoices, waybills, freight manifests, packing lists, etc.).
Ensure incoming shipments are accurately recorded and tracked in the supply system. Provide regular updates on shipment statuses.
Stakeholder Coordination
Coordinate with freight forwarding agents and customs clearance providers, monitoring their performance and ensuring compliance with MSF standards.
Assess and maintain a database of relevant actors at all ports of entry (air, land, sea), including customs officials and logistics partners.
Transport Oversight & Cost Control
Ensure shipments are carried out efficiently, meeting both MSF requirements and national regulations, while optimizing cost and timeliness.
Verify and approve invoices from service providers and ensure supporting documents are properly archived.
Warehouse Coordination
Work closely with the warehouse team to prepare for the reception and dispatch of goods, ensuring proper documentation (Delivery Notes, etc.) is signed and archived.
Data Management & Reporting
Maintain and update transportation and cargo tracking reports on a daily, weekly, and monthly basis.
Contribute to internal and external reporting by preparing accurate activity and performance reports upon request.
Support the development and updating of SOPs and internal guidance related to customs and transport.
Technical Assessment & Capacity Mapping
Assess the capacity and infrastructure of ports of entry (cold chain capacity, storage conditions, security, etc.) and provide recommendations for improvements.
Stay informed on Sudan’s customs laws, including Article 186 A, and actively engage with peer agencies for shared learning and advocacy where relevant.
Minimum Qualification, Skills and Experience Required:
Education
Essential: Diploma in a relevant field such as commerce, supply chain, logistics, or transportation.
Desirable: Technical diploma specifically in international transport or customs-related studies is an asset.
Experience
Essential: Minimum of 2 years of relevant experience in supply chain, customs clearance, or transport-related roles—preferably within a logistics department and/or in humanitarian or emergency response contexts.
Desirable: Experience working with MSF in Sudan is considered a strong asset.
Languages
Essential: Proficiency in English (minimum B2 level) and fluency in Arabic.
