United Peace Organization UPO is Sudanese national organization that has been established in 2009 and registered with Humanitarian Aid Commission HAC in Sudan with vision to promote peace and development.

SCOPE OF ROLE:

 

Reports to: Executive Director.

 

Staff directly reporting to this post: Admin, IT , Logistics, Security.

 

ROLE PURPOSE: 

 

The Area Manager for (Khartoum, Wadi Halfa, Nyala, Ede’en) is responsible to provide effective management oversight of the implementation of UPO programme plans in the Areas of Khartoum, Wadi Halfa, Nyala, Ede’en) through direct and partner led activity implementation.  The post holder will firmly manage finance, human resources and operations systems and will ensure effective representation of UPO to local authorities, INGOs and NGOs, and in other forums. The post holder will be a high performing team builder, sensitive to the cultural, political and security environment in the Area. The Area Manager is responsible for ensuring the development of staff, and for identifying needs and resources and elaborating program recommendations, in line with UPO national and global priorities. S/He will ensure high quality programs are delivered reaching to the most vulnerable and at risk throughout the Area level program / project areas of UPO, ensure quality monitoring, financial, personnel, administrative and partnership management of Area Office, in close consultation with Program Operations Director ,MEAL team

Ensure Area level awards, funds tracking mechanisms are in place and quality reports are prepared and submitted in timely manner and corrective measures are taken proactively. Ensure Partners’ Annual Plans are fully aligned with the Country Strategic Plan and UPO theory of change. Oversee management of all Partner Organizations in the Area and support the Program Operations Director for ensuring smooth phase in, phase-over/out . Be responsible for overall Area level coordination, collaboration, linkages with governments, UN, donors, NGOs, civil societies for joint advocacy and smooth implementation of program. Provide emergency response.  Communicate Area learning, and issues to Program Operations Director in order to ensure there is significant contribution to achieve the organization’s goals



 
 Duties and responsibilities:

KEY RESPONSIBILITIES:

 

  • Manage all programmes in the designated area (resilience, development and humanitarian), draw project implementation plans, assess progress of implementation of activities against plans on monthly basis, and document the progress and action corrective measures as and when required. Take the lead in demonstrating practices for quality program implementation.
  • Provide clear directions / guidance to the area and partner organization’s team in designing cost effective, result oriented projects / programs, in collaboration with government (if required) for long lasting impact on target beneficiaries in line with members’ country requirement.
  • Oversee baseline surveys, beneficiaries’ satisfaction surveys and endline surveys, regular monitoring, review and evaluation conducted by the Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator and team.
  • Lead/facilitate and contribute in preparing strategic plan and implementation plan of the Area Office and Partner Organizations including budget new approaches and strategies
  • In close coordination with Project Managers, advisors, improve the quality of programming that shows impact on the situation.
  • Ensure annual logistic plan of partners and area are available and implemented accordingly

    

  • Develop detailed project / program work plans along with budget and implementation strategies in accordance with theory of change for area and state offices
  • Ensure projects / programs tracking systems are developed for tracking projects / programs / partners’ progress, budget expenses. Ensure tracking of activities and expenditures are conducted on a monthly basis.  Take immediate and prompt corrective actions as required in close coordination with project and finance point persons in Area .
  • Contribute in developing country annual plan, project development and concept notes together with HQ team 
  • Ensure project/programs are regularly monitored by UPO and, concerned stakeholders with appropriate monitoring check. 
  • Conduct quarterly/semi/annual review meeting to see/share the progress, lesson learnt, best practices and collect suggestion from PO for further improvement in program management/ implementation in Area
  • Ensure operations and logistic supports are properly managed as per the requirement of the Area office
  • Serve as point person to promote and implement Policy in Area 

 

Program Development:

 

  Help respond to opportunities to expand programmes/impact. Help draft/develop concept papers and proposals     with staff, Programme Managers, and other Technical Advisors as requested;

Support the development/evolution of existing programmes, with the aim of ensuring that staff has the capacity to support others partners and government counterparts in the implementation of quality programmes that show impact;

 

Administration, Supply Chain and IT Management

 

  • Take overall responsibility for managing the office, ensuring efficient application of UPO policies, procedures and administrative systems and the application of the Management Standards of the organisation.

 

People’s Management

 

 

 

  • Contribute / suggest to the development of staffing structure in the area, based on programmatic, administrative and financial requirements of the Area office 
  • Work closely with HR Manager and operation Manager to ensure staff positions are in place to deliver effective programs
  • Ensure all staff members have clear performance objectives, based on their job descriptions and evaluate the staff's performances and provide feedback for their performance improvement and capacity building
  • Organize different foras and meeting to keep abreast of progress/plan at Area level. 

     Financial Management

  • Ensure all projects / program budget are clearly developed and phased, with monthly, quarterly breakdowns.   
  • Function as the budget holder for Area office and ensure the releases of budget to POs are in line with the approved plans
  • Ensure monthly tracking of budget versus actual expenditure are in place and Program Operations Director is kept informed
  • Ensure overall financial monitoring is regularly undertaken (at least every quarter) and notify the Program Operations Director upon any kind discrepancies observed
  • Ensure accuracy in recording and documentation of all the financial transactions such that it is in line with organization policies and as per the requirement of donors
  • Ensure the implementation of audit plan and carry out recommendations / action plans.

 

      Reporting

  • Coordinate the preparation of timely programme and donor reports on project activities in compliance with internal UPO requirements and any relevant external donor requirements. 
  • Compare narrative and financial reports before submission
  • Maintain a reporting schedule/calendar and send reminders to relevant Managers and Advisors in a timely manner to get the drafts in time for editing, finalizing and submitting to the respective donors
  • Prepare high quality and timely reports on project activities in compliance with internal UPO requirements and any relevant external donor requirements. 
  • Ensure that project reports align with approved proposals, log frames, and project targets.
  • Work closely with the Monitoring, Evaluation, Accountability and Learning team to collect information on programme monitoring, progress and quality to support ongoing reporting, proposals and other operational management tools

      Program / Projects’ monitoring and evaluation and learning 

  • Support for effective implementation of MEAL PO and Area
  • Ensure effective management of monitoring, evaluation and documentation, research and surveys of program activities; ensure programmatic and financial accountability in the use of funds and achievement of annual and CSP targets
  • Set up data base systems at Area and PO level and use information from data base to track projects / program progress on monthly basis.   
  • Organize learning and sharing platforms internally and externally to inform our evidence based engagement, programming and advocacy. 

 

Security management

  • Ensure optimal security management procedures and practices are in place and continually monitor the security situation; adapting staff safety procedures accordingly and that appropriate and timely measure are put in place to reduce risks and threats to UPO staff, assets, operations and beneficiaries.
  • Ensure security guidelines adhered to and that all staff and visitors receive appropriate security briefings. 
  • Ensure that security incidents are duly reported and information is effectively collected and exchanged with ED

 Minimum Qualification, Skills and Experience Required:

ESSENCIALQUALIFICATIONS AND EXPERIENCE

 

  • At least 8 years of experience with reputable INGOs/NNGOs and holding senior positions in the humanitarian context in Sudan and leading and managing overall project/program at similar role or senior managerial portfolio including 4 years’ experience working at field level
  • Master’s degree on humanitarian and project management or/relevant fields 
  • Substantial people and programme management experience with good interpersonal skills and ability to communicate at all levels.
  • Representational, political awareness and advocacy skills.
  • Ability to work with limited supervision from line manager
  • Must have experiences in project management/implementation/ fundraising and Coordination
  • Must have worked as program coordinator/manager/chief of Party
  •  Must be physically present or able to relocate if selected to (Khartoum, Wadi Halfa, Nyala, Ede’en),
