SCOPE OF ROLE:
Reports to: Executive Director.
Staff directly reporting to this post: Admin, IT , Logistics, Security.
ROLE PURPOSE:
The Area Manager for (Khartoum, Wadi Halfa, Nyala, Ede’en) is responsible to provide effective management oversight of the implementation of UPO programme plans in the Areas of Khartoum, Wadi Halfa, Nyala, Ede’en) through direct and partner led activity implementation. The post holder will firmly manage finance, human resources and operations systems and will ensure effective representation of UPO to local authorities, INGOs and NGOs, and in other forums. The post holder will be a high performing team builder, sensitive to the cultural, political and security environment in the Area. The Area Manager is responsible for ensuring the development of staff, and for identifying needs and resources and elaborating program recommendations, in line with UPO national and global priorities. S/He will ensure high quality programs are delivered reaching to the most vulnerable and at risk throughout the Area level program / project areas of UPO, ensure quality monitoring, financial, personnel, administrative and partnership management of Area Office, in close consultation with Program Operations Director ,MEAL team Ensure Area level awards, funds tracking mechanisms are in place and quality reports are prepared and submitted in timely manner and corrective measures are taken proactively. Ensure Partners’ Annual Plans are fully aligned with the Country Strategic Plan and UPO theory of change. Oversee management of all Partner Organizations in the Area and support the Program Operations Director for ensuring smooth phase in, phase-over/out . Be responsible for overall Area level coordination, collaboration, linkages with governments, UN, donors, NGOs, civil societies for joint advocacy and smooth implementation of program. Provide emergency response. Communicate Area learning, and issues to Program Operations Director in order to ensure there is significant contribution to achieve the organization’s goals |

Program Development:
Help respond to opportunities to expand programmes/impact. Help draft/develop concept papers and proposals with staff, Programme Managers, and other Technical Advisors as requested; Support the development/evolution of existing programmes, with the aim of ensuring that staff has the capacity to support others partners and government counterparts in the implementation of quality programmes that show impact;
Administration, Supply Chain and IT Management
People’s Management
Financial Management
Reporting
Program / Projects’ monitoring and evaluation and learning
Security management
Other duties As may be assigned by the direct supervisor. |
