 Background:

General responsibility:

 

The ERM Protection Officer is responsible for implementing child protection and gender-based violence (GBV) interventions within the Emergency Response Mechanism (ERM) framework. Under the supervision of the ERM Team Leader, the officer provides technical guidance to case workers and psychosocial support (PSS) facilitators, ensuring the safety and well-being of conflict-affected children, families, and survivors of sexual and gender-based violence (SGBV).

In the course of undertaking his/her tasks, s/he represents TGH with professionalism, honesty and commitment and attempts at all times to maintain TGH professional reputation through the work implemented. 

The ERM Protection Officer provides specific support for all Case Workers & PSS facilitators who are supporting conflict affected children and families through case management services and psychosocial activities in targeted areas



 
 Duties and responsibilities:

Tasks and Responsibilities:

The role involves coordinating with local authorities, humanitarian partners, and community representatives to strengthen protection systems during emergency response operations. The ERM Protection Officer upholds TGH’s professional standards and ethical values while ensuring effective implementation of protection activities.

Key Responsibilities:

1. Field Coordination and Team Management

  • Manage and directly supervise the protection field team (all case workers, PSS facilitators and protection monitoring assistants)
  • Represent TGH in coordination with local authorities, communities, NGOs, UN agencies, and protection clusters.
  • Ensure safe access and acceptance of teams in targeted locations.
  • Provide security updates and field reports to the ERM Team Leader.
  • Participate in emergency response assessments to identify key protection intervention areas.
  • Collaborate with partners to enhance capacity-building efforts in emergency response settings.

2. Technical Support for the Child Protection, GBV and General Protection Teams

  • Provide/support technical supervision and training of case workers (CP, GBV and General Protection) in all aspects of protection work (case management, PSS for children, protection monitoring and safety audits, needs assessment) etc.
  • Provide technical supervision and training to case workers on case management based on Standard Operating Procedures (SOPs).
  • Ensure adherence to case management guidelines and quality monitoring standards in emergency situations.
  • Identify and escalate urgent or complex cases, including child protection and SGBV cases, to the ERM Team Leader.
  • Maintain and update referral pathways for child protection and SGBV service coordination.
  • Strengthen linkages between children, families, schools, and protection actors to promote community-based protection mechanisms.
  • Deliver training to staff and community volunteers on child protection, SGBV prevention and response, and survivor-centered approaches.
  • Promote child-friendly environments and conduct awareness campaigns on children's rights and SGBV prevention.
  • Monitor and ensure the implementation of the Prevention of Sexual Exploitation and Abuse (PSEA) framework.
  • Ensure compliance with TGH’s Child Safeguarding Policy and Gender-Based Violence (GBV) standards.
  • Oversee alternative care arrangements and family reunification processes for unaccompanied and separated children (UASC).
  • Facilitate community engagement in TGH’s Feedback, Complaints, and Response Mechanism (FCRM).

3. SGBV Prevention and Response

  • Support the identification and referral of SGBV survivors to appropriate services, ensuring confidentiality and a survivor-centered approach.
  • Conduct training on SGBV core concepts, case management, psychological first aid, and survivor rights.
  • Strengthen community-based mechanisms to prevent and respond to SGBV, including safe spaces for women and girls.
  • Work closely with health and legal service providers to ensure comprehensive support for SGBV survivors.
  • Ensure risk mitigation strategies are integrated into all emergency response activities.

4. Monitoring and Reporting

  • Collect and analyze data on child protection and SGBV activities as per emergency response requirements.
  • Conduct needs assessments, post-distribution monitoring, and baseline surveys specific to emergency situations.
  • Train staff on data collection tools and ensure timely reporting.
  • Document challenges, success stories, and field updates for learning and accountability purposes.
  • Ensure all staff and partners adhere to PSEA and Child Safeguarding guidelines.
  • Participate in project evaluations and impact assessments.
  • Organize regular team meetings to identify capacity-building needs.

5. Capacity Building

  • Participate in emergency response training programs and disseminate knowledge to team members.
  • Identify staff training needs and recommend capacity-building initiatives for child protection and SGBV interventions.
  • Provide technical support to local partners in implementing child protection and SGBV response services.
  • Ensure compliance with Memorandums of Understanding (MoUs) and Technical Agreements (TAs).

6. Support in Emergency Project Development and Needs Assessments

  • Provide field insights and recommendations for the development of new emergency protection initiatives.
  • Support the design and implementation of needs assessments in conflict-affected locations.
  • Ensure effective information-sharing among emergency response stakeholders.

7. PSEA & Safeguarding Compliance

  • Supervise and support child protection and SGBV case workers within the emergency response team.
  • Ensure that all TGH staff and partners comply with PSEA and Child Safeguarding policies.
  • Monitor and address any safeguarding concerns within emergency response operations.
  • Promote a culture of accountability and respect for the rights of affected populations.

Required knowledge and skills and required

  • Bachelor’s or Master’s degree in Social Work, Psychology, Humanitarian Affairs, Gender Studies, or a related field.
  • At least 2 years of experience in child protection, SGBV response, or humanitarian emergency response.
  • Strong knowledge of international protection principles, case management, and referral mechanisms.
  • Experience working with children, families, and survivors of SGBV in crisis-affected settings.
  • Ability to coordinate with government agencies, NGOs, and UN bodies.
  • Strong reporting, monitoring, and data analysis skills.
  • Excellent communication and training facilitation abilities.
  • Previous experience in mobile services delivery is appreciated;
  • Previous experience in field team’s management is advisable; 
  • Good knowledge of Central Darfur;
  • Basic computer skills (word/excel/outlook).
  • Basic English knowledge (able to speak, read and write).
  • Knowledge of the locality and good relationships with traditional authorities (Sheikhs and Omdas).
  • Proficient in the main local language in the area.
