Department Summary

 

The Human Resources department is responsible for maintaining and updating all information of People and Culture documents for Mercy Corps Sudan Providessupport to the management of People and Culture for Mercy Corps programming in Sudan and assists in the achievement of MC Sudanprograms objectives with the facilitation of recruitment, remuneration and staff development issues across the mission.

 

General Position Summary

 

Assist the Learning & Talent Development Coordinator in successfully implementing the overall Learning and Development (L&D) strategy. This includes conducting orientation  development programs for all regular staff. The individual in this role will focus on enhancing the understanding of all employees, particularly provincial staff, regarding relevant policies, procedures, and digital platforms.

 

Working under the guidance of the Learning & Talent Development Coordinator, the individual will assess development needs, design, create, and implement solutions throughout the organization at all levels. Additionally, they will be tasked with developing and delivering training evaluation methods to ensure high-quality L&D initiatives.

 



 
 Duties and responsibilities:

Essential:

 

A minimum of 3 years progressively responsible working experience in human resources management, several of which must be in the areas of performance management, staff development, leadership development, and/or employee engagement, is required with an advanced degree. 3 or more years of similar experience is required . Experience working in a multicultural or international work environment is required.

 

Essential Job Responsibilities

 

The specific duties and responsibilities of the HR Officer include,but are not limited to, the following:

 

KEY AREAS OF RESPONSIBILITY:

• Deliver client-focused and efficient Learning and Development (L&D) services to all employees of Mercy Corps Sudan.

• Conduct thorough assessments to identify learning gaps and determine the necessary support and training required.

• Assist the Learning & Talent Development Coordinator in pinpointing the organization's training needs.

• Thrive under tight deadlines while providing insightful contributions regarding L&D issues.

• Support employees by maintaining an up-to-date record of all mandatory trainings for Mercy Corps Sudan through the Learning Management System (LMS).

• Conduct in-person induction programs for newly recruited volunteers and regular staff on a consistent basis.

• Facilitate annual refresher induction programs for all staff members.

• Coordinate personalized functional inductions for new members of the extended senior management team (SMT) and international staff.

• Ensure that training materials are current and pertinent.

• Prepare and present reports detailing training activities, participation rates, and outcomes.

• Employ a variety of training methods, including in-person, online, and blended learning formats.

• Remain informed about the latest trends and best practices in employee learning and development.

• Manage the scheduling of employee participation during the onboarding process.

• Design assessments (pre-tests and post-tests) to evaluate employees' understanding of organizational standards.

• Address all incoming inquiries, questions, and technical issues related to L&D.

• Gather and analyze feedback from staff regarding the effectiveness of training programs.

• Maintain and update relevant L&D tracking systems.

• Promote awareness of mental health issues and work to reduce stigma through educational and communication initiatives.

• Perform any additional tasks as assigned by the supervisor.

Accountability to Beneficiaries

 Minimum Qualification, Skills and Experience Required:

Knowledge and Experience

 

  • Minimum 3 years of experience working with International NGOs in HR Functions as a talent and development officer
  • Bachelor level required in Business Administration or similar field of studies.
  • Understanding of adult learning, training concepts, and practical application of training approaches.
  • Solid understanding and practical experience of modern performance management techniques;
  • Experience with leadership assessment tools, coaching programs & techniques, leader-led development, action learning, and experiential activities;
  • Proficiency in using MS software;
  • Experience in designing, implementing, and evaluating projects and programs.
  • Excellent organizational and coordination skills.
  • Excellent communication skills, both oral and written. Ability to listen to others and consider the ideas of others;
  • Willingness to travel to MC Sudan Field Offices
  • Fluency in English.

 

 


SUCCESSFACTORS

A clear understanding of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential. A high level of personal integrity, honesty, and transparency in all cash handling is essential. The ability to interact effectively with international and national staff members is required. A demonstrated ability to work quickly and accurately, meet deadlines, and process information in support of changing program activities is necessary.

Living Conditions / Environmental Conditions

The position is based in LOCATION, and it requires up to 40% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.  Housing for this role is in individual housing and staff will have access to good medical services and the living situation is of a high standard.
