The Program / Department / Team 

 

Mercy Corps has been operational in Sudan since 2004 and currently leads humanitarian assistance and longer-term development efforts in conflict-affected South Darfur, Central Darfur, South Kordofan, North Kordofan, Kassala, Gedaref, and Khartoum States, supporting host communities, IDPs, returnees and refugees. Mercy Corps’ current areas of programming include food security and livelihoods, WASH, health, nutrition, peace building and protection, resilience, and Market Systems Development.

 

The Position 

 

The Operations Coordinator is responsible for overseeing; Fleet, facilities and warehouse management aspects of Mercy Corps’ logistic operation. Working closely with Program, Administration, Finance and procurement, the Operations Coordinator is instrumental in supporting program activities through their services and including general reporting and archiving of documents.

 



 
 Duties and responsibilities:

Essential Responsibilities Coordinate MC Operations activities according to the Policies and Procedures, SOPs and donor rules & regulations.

 

COORDINATION MANAGEMENT.

  • Coordinate for reliable and cost-effective operations and effective implementation of the strategies of Mercy Corps towards the right direction, including supervision of facilities & office management, information technology, procurement, asset management, fleet management and warehouse management. 
  • Supports the program team on timely provision of operations support at a higher level of standards. 
  • Ensures compliance requirements of Mercy Corps and rules and regulations specified by the donors and sometimes host governments. 
  • Provides management information for decision making as required. 
  • Support developing budgets for operations activities of country programs as an integral part of program proposal development and country level budgeting. 
  • Represents Mercy Corps as required in coordination with country management. As a senior management team member, the operations director will have certain representation at the discretion of the country director. The level of representation may vary depend of the country context (i.e. Local Logistics Cluster, NGO Working Groups, etc.)
  • The Operations Coordinator will conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

 

ASSET AND INVENTORY MANAGEMENT

  • Receive and record any new Inventory and Assets in the Asset register.
  • Update on a quarterly basis the Asset register.
  • Ensure all non-functional Assets/inventory is properly and regularly communicated.
  • Follow-up on incidences relating to asset and inventory damages and filed on incident reports.
  • Maintain a centralized up-to-date fixed assets register for Sudan in coordination with the IT Coordinator and carry out Quarterly, Annual assessments or during Grant close out.
  • Ensure all assets lists and inventories are properly and physically tagged, recorded and maintained and a report made on quarterly basis to Operations Manager and Operations Director. 
  • Ensure all office equipment are in good working condition.

TEAM MANAGEMENT

  • Ensure effective supervision for the Operations Officers for effective support.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews. 
  • Supervise and orient new team members as necessary.
  • Provide team members with information, tools and other resources to improve performance and reach objectives.
  • Contribute to country team-building efforts, help team members identify problem-solving options and ensure the integration of all team members into relevant decision-making processes.
  • Coordinate timely performance appraisals for the Operations Officers, Assistant, Guards and Drivers and  ensure it is filled timely.
  • Define, with each member of your staff, his/her action plan (objectives) and monitor progress for reaching defined goals;
  • Ensure good communications with each member of team through regular coordination meetings.

TRANSPORT MANAGEMENT 

  • Ensure effective fleet and fuel management systems (cars and generators) are in place.
  • Ensure all monthly transport reports on fuel usage, mileage, repairs and maintenance for each vehicle and generator are accurate and submitted to the Operations Manager in a timely manner and review these for any potential issues. 
  • Ensure the timely and accurate completion of vehicle log sheets and fuel control documents with monthly reporting and reconciliations. 
  • Revise transport contracts to ensure they comply with Mercy Corps guidelines and legal requirements. 
  • Ensure that effective and timely transport support is provided to all aspect of the programme. 
  • Ensure that an internal vehicle maintenance plan exist for all Mercy Corps vehicles and that all vehicles and drivers comply with national transportation regulations. 

WAREHOUSE MANAGEMENT 

  • Ensure that all procedures and controls are in place for warehouse including storage and movement of goods and materials in other locations.
  • Conduct physical periodic stock and inventory spot counts/checks ensuring that prompt actions are taken where discrepancies are reported. 
  • Oversee all warehousing facilities according to Mercy Corps standards and procedures.

REPORTING.

  • Conduct routine Asset/ inventory updating and submit report to the Operations Manager on a Quarterly basis.
  • Ensure the monthly Transport Report are accurately captured and shared timely by the Operations Officers.
  • Ensure that all stock Reports are updated by the Operations Officers on the share point and share the Report for near to expire items for quick decision making.
  • Prepare and share a bi-weekly, monthly report for the expendables Operations for quick actions. 

SAFEGUARDING RESPONSIBILITIES 

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

 

Supervisory Responsibility

Directly supervises the Operations Officers /Operations Assistants across Sudan mission 

Accountability

Reports Directly To: : Operations Manager

Works Directly With: This role will work internally closely with Finance, Programs, Procurement, Liaison and  Access and Security team and externally this role will work with other INGOs/NGOs and government officials as required.

 Minimum Qualification, Skills and Experience Required:

Minimum Qualification & Transferable Skills 

  • Degree in a relevant business field or professional procurement qualification is desired. 
  • Minimum 3  to 5 years of experience procurement management at large scale. 
  • Strong organizational skills; ability to interact effectively with international and national personnel. 
  • Excellent oral and written English skills. 
  • High level of computer skills on MS office programs. 
  • A demonstrated ability to multi-task and process information into action as to not delay program activities. 
  • A clear understanding of procurement ethics and donor compliance is essential.

Success Factors 

The successful Operations Coordinator will be good at problem-solving and work out methods to deliver successful programs while demonstrating excellent stewardship of donor funds and compliance with Mercy Corps and donor regulations. They will maintain strong cooperative relationships with other departments and interact effectively with international and national personnel both in a managerial and training capacity while demonstrating the ability to multi-task, meet deadlines and process information in support of changing program activities. The most successful Mercy Corps staff members have a solid commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.

Living Conditions / Environmental Conditions

The position is based in LOCATION and it requires up to 40% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited. Housing for this role is in individual housing and staff will have access to good medical services and the living situation is of a high standard.
