The Strategic Initiative for Women in the Horn of Africa (SIHA) is a coalition of civil society organizations from Sudan, South Sudan, Uganda, Eritrea, Ethiopia, Djibouti, Somalia and Somaliland. SIHA was founded in 1995 by a collection of women\'s groups with the view of strengthening the capacities of women organizations in the Horn of Africa countries. SIHA advocates for social change and gender equality for men and women in the Horn region and works specifically on: gender equality, women rights activism, women economic empowerment, eliminating violence against women and girls, promoting human rights, peace building and conflict transformation, enhancing women’s leadership and political participation and the production and dissemination of knowledge. Duties and responsibilities:
A. Programme Implementation & Management - Lead and supervise daily implementation of SIHA’s projects, ensuring quality and adherence to workplans.
- Work with relevant area office program staff to ensure all third parties undergo legal vetting prior to commencing work with SIHA systems are in place so that partner delivery meets donor expectations and requirements.
- Work with program and partnership staff to ensure relevant donor requirements are effectively communicated with and understood by implementing partners
- . Ensure that programme implmenstions and partnership arentirelyimplementations and partnerships are entirly in line with SIHA implementations .
B. Operations, Administration & Compliance - Oversee administrative, logistical, and operational management of SIHA’s Sudan office(s).
- Supervise procurement, asset management, and financial processes in line with SIHA/donor policies.
- Coordinate recruitment, onboarding, and supervision of in-country staff.
- Ensure efficient office systems, IT infrastructure, and communication protocols.
- Maintain and adapt operational procedures to Sudan’s evolving context.
C. Security & Risk Management - Serve as SIHA Sudan’s primary security focal point.
- Develop and update security plans, movement protocols, and contingency measures in coordination with regional security leads.
- Monitor security dynamics and advise management on risk mitigation.
- Train staff on safety, incident reporting, and crisis response.
- Uphold duty of care standards for all SIHA personnel and partners.
D. Coordination & Representation - Represent SIHA in national coordination platforms (WPS, GBV, protection clusters, NGO forums).
- Maintain strong relationships with UN agencies, donors, civil society, and (where feasible) local authorities.
- Engage closely with women’s rights organizations and feminist collectives.
- Facilitate donor, management, and evaluator visits to the field.
- Provide regular contextual and programmatic updates to regional leadership.
E. Partnership Management & Capacity Strengthening - Support partners in planning, reporting, and compliance with SIHA’s standards.
- Conduct partner monitoring visits and coordinate capacity-building efforts.
- Oversee subgrant processes and documentation.
- Support peer-learning exchanges among women’s rights partners.
F. Budget Monitoring & Financial Coordination - Track project budgets and monitor spending in coordination with finance teams.
- Review monthly financial reports and verify documentation prior to submission.
- Explain variances, ensure cost-efficiency, and contribute to forecasting.
G. Staff Supervision, Mentorship & Performance - Provide supportive supervision to project, administrative, and MEL staff.
- Lead team meetings, check-ins, and performance reviews.
- Foster a safe, inclusive, and feminist-informed work environment.
- Support staff development through coaching and learning opportunities.
H. Communication & Reporting - Consolidate field data, reports, and success stories for the regional office.
- Produce monthly operational and security briefs.
- Ensure timely submission of partner reports and documentation.
- Contribute to advocacy and communication content that amplifies women’s voices.

Minimum Qualification, Skills and Experience Required:
1.Education & Experience - Bachelor’s or Master’s degree in Development Studies, Gender Studies, Public Administration, or related field.
- Minimum 7 years’ experience in programme operations, humanitarian coordination, or project management in fragile/conflict settings.
- Strong understanding of Sudan’s socio-political and humanitarian landscape.
- Proven experience managing teams, budgets, and operational systems.
- Experience working with civil society, donors, and multi-stakeholder initiatives.
