Background:
Under the supervision and direction of the HR Coordinator, the HR Officer will be responsible for providing support in various Human Resource functions, which include implementation of policies and procedure, Learning and development, performance monitoring, compensation management, Recruitment and basic employee counselling
Duties and responsibilities:
Performance Management
Ensure Performance Management Review is in place and implemented properly. Ensure that goal settings and performance appraisals are done on time with quality results.
Monitor and track PDR’s that drives high performance and is tied to any changes in employment.
Coordinate confirmations of staff on probation to ensure they are evaluated and confirmed the periods stipulated in the offer letters and if not successful report to the line Manager for further handling.
Support supervisors and employees in Developing SMART Performance Objectives.
Recruitment, Induction and Onboarding
Receive Position Request Forms from the Departments, ensure there is a job description for each request as per approved title scheme
Develop job advertisements in alignment with IAS’ job grade structure, policies and procedures, and post jobs electronically; considering HAC directives.
Manage the written and Oral interview; and contact all candidates selected in the process.
Ensure documentation for the recruitment file
Oversee all background screenings.
Conduct induction and develop an induction schedule for all new staff
Ensure refresher on-boarding session is organized especially on key organizational policies (Safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), Fraud and Reporting procedures, etc…)
Maintain and update induction tracking sheet to follow up on staff orientation
Benefits and Compensation:
Prepare Monthly payroll updates sheet.
Prepare Monthly payments for TAX and SI.
Follow up the process of creating new staff bank accounts with Finance department.
Prepare final settlement, SI Forms and Employment certificates for terminated staff.
HR Administration:
Prepare employee termination notices and related documentation and conducts exit interviews to determine reasons behind terminations.
Coordinate exit management procedure to ensure a seamless and positive transition for departing employees.
manage absence levels of staff in Khartoum office in liaison with Head of departments.
Management of Leave Planning for all departments in Khartoum office.
Monitor absence as a result of illness and inform managers of trends/frequency.
Prepare the monthly payments for LM Casuals and Trainees.
Management of Data
Ensure all HR department files including the staff files are completed and uploaded online.
Manage the production of LM ID Cards for Sudan staff in liaison with the Procurement Department.
Translation of HR/ Labour related material (correspondence, meetings, workshops, etc.) and support to meetings
Communicating any changes in legislation (Labour or HR related) to the HR Specialist.
Ensure all staff understand applicable HR policies and procedures, and be proactive in providing refresher information and / or in educating staff on the policies.
Confidentiality
Ensuring the non-disclosure of any information whatsoever relating to the practices and business of LM Sudan, acquired in the course of duty, to any other person or organisation without authority, except in the normal execution of duty
Ensuring confidentiality of personnel files with access only by CD, DCD and HR
Other Duties
Providing HR support to field-based staff with HR responsibilities (Admin Officers)
Perform any other duties as assigned by management.
Minimum Qualification, Skills and Experience Required:
Essential
Bachelor’s degree in Business Administration or related Field.
At least 3-4 years of experience in human resources function with at least 1 year of experience in an international INGO in a similar role.
Good working knowledge of Microsoft office package (Ms Word, Excel, Power point, email) and proficient user of office equipment (photocopier, scanner etc.)
Must be able to work with limited supervision and exercise independent judgment in problem-solving.
Desirable
Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders
Excellent interpersonal and communication skills, facilitation skills and writing skills.
