I. Job Summary: 
CARE has been operating in Sudan since 1979, implementing humanitarian and development programs focused on women's and girls' empowerment, gender justice, humanitarian action and resilience building. CARE has over 150 staff in 12 offices: currently with a headquarter in Port Sudan with field offices in East Darfur, South Darfur, Kassala, Gedaref and South Kordofan. CARE also has program operations in Khartoum and Al Gezira State.

The Health and Nutrition Coordinator will provide strategic direction and technical leadership of CARE’s Health and Nutrition programming in Sudan, ensuring that gender is at the heart of everything that CARE does. S/he will ensure technical excellence and quality control during design, implementation, monitoring and evaluation of health and nutrition interventions to CARE in Sudan. S/he will be responsible for the development and roll-out of CARE’s programmatic strategy on health and nutrition in Sudan. S/he will take a leading role in project design and fundraising for CARE’s Health and Nutrition work in Sudan. S/he will provide technical guidance and support to the health and nutrition projects and staff across Sudan and ensure quality interventions based on international and national standards. S/he will make sure that CARE’s Health and Nutrition programs are continuously adjusted and improved on the basis of assessments, studies and lessons learnt from ongoing programming. When needed, s/he will lead the start-up of new interventions, particularly during emergencies. S/he will be responsible for coordination and work  closely with partners in the health and nutrition sectors, including International and National NGOs, Clusters, UN Agencies, donors and the  Ministry of Health  to ensure that CARE’s program is well coordinated and responsive to the latest development in the context.

1- Strategic Direction and technical guidance • Leading the development of CARE’s Health and Nutrition Program Strategy in close collaboration with field teams, the Program Quality and Development (PQD) team, local partners and experts in CARE International.
• Co-ordinate, streamline and systematize CARE’s health and nutrition programming in all locations by developing and rolling out appropriate protocols and best practice.
• Ensuring that all CARE’s programming is at minimum gender sensitive and/or responds to the specific needs and ambitions of women and girls. This includes integration of Gender Based Violence in health and nutrition programming.
• Provide technical leadership and orientation to health and nutrition teams and ensure all health and nutrition staff are oriented and clear about program directions, strategies and expectations.
• Review compliance of project implementation with donor, CARE, Cluster and MoH standards, and provide support and follow-up to teams to implement corrective actions when required.
• Lead regular project performance and learning reviews and ensure that these are used to continuously improve project implementation and design.
• Provide support and advice to the Health and Nutrition Program Managers to effectively manage program budgets, procurement of nutrition/ health supplies and other resources in line with CARE policies and procedures to ensure efficiency, accountability and transparency.
• Pay field visits to projects locations, ensure quality implementation, understand the progress and gaps, and report to the appropriate forums and share within CARE.
When needed, lead the start-up of new interventions, cularly during emergencies as well as provide temporary coverage and gap-filling for the position of Program Managers
2-Assessment and program design
• Lead/co-lead the design of new projects and fundraising efforts for health and nutrition programming.
• Lead the design and implementation of nutritional and health situation analyses and studies based on internal and external data to understand the situation and inform decision.
• Ensure that data and lessons learnt from programming and assessments are captured, shared, stored and used to inform existing programming and new project design
• Stay up to date with the latest development in the context and initiate discussions about response
• Lead the preparation of epidemiological reports and analysis, and communicate to FMOH, SMOH, WHO, Clusters and other relevant actors
3-Monitoring, Gender, Accountability and Reporting Promoting a gender-centric approach in everything that CARE does. • Support Program Managers and DCD-Programs to prepare and submit timely and quality program reports and revision requests to the donor of focus projects
• Provide support and, as necessary, lead on ensuring the timely compilation of situation updates, monthly and other narrative and statistical reports for the SMT and PQD and field teams.
• Lead, with the MEAL Coordinator and relevant counterparts across the program in preparing, conducting and analyzing nutrition and KAP surveys as required.
• Continually monitor the health & nutrition situation in the target and neighboring areas and provide advice to the health and nutrition teams on additional actions that need to be taken to respond to the situation as part of our emergency response.
• Represent CARE at national and international forums, including in meetings with national NGOs, International NGOs, donors, UN Agencies and the MoH.
• Engage actively with other stakeholders in Health and Nutrition, and identify and promote the development of new partnerships. 
• In consultation with the Communications and Advocacy Manager, prepare high-quality input for communications and advocacy materials
4- Coordination, advocacy and External Relations Represent CARE proactively in health and nutrition sectors coordination meetings to update and share information, review progresses and operations on the ground, identify gaps and needs and inform decisions on preparedness and response.
• Feedback information obtained and conclusions reached in sector coordination meetings to revant teams in CARE
• Coordinate with FMOH, SMOH,WHO, UNICEF, other local , national and international actors to enhance the health and nutrition interventions, ensure coordination at all levels (Federal, State anLcal) and avoid duplication
• Lead preparation and submission of regular and ad-hoc reports to clusters and MoH, including the quarterly 4W reports

Required Qualifications and Competencies (Benchmark):
• Masters degree in Public Health, Nutrition or equivalent combination of education and work experience..
• Minimum 5 years experience in humanitarian relief; managing large Health & Nutrition portfolios    in complex environments in a similar role. Sound grounding in emergency health and nutrition response required.
• Good understanding of qualitative and quantitative research techniques. Sound understanding    and experience of integrated program design processes (including protection/Gender).
• Proven experience in designing proposals and fundraising with institutional donors.
• Experience in providing training and strong facilitation skills.
• Demonstrated competency in qualitative and quantitative information collection, processing, management and analysis, and report preparation and presentation.
• Knowledge of Sudan's humanitarian context and proven skills in cultural sensitivity, motivation and networking.
• Excellent analytical skills: able to triangulate and validate information and can foresee emerging trends.
• Familiarity with Sphere guidelines and knowledge of the Core Humanitarian Standards.
• Familiarity with Microsoft applications including MS Word, Excel, Epi-lnfo, Outlook and Power Point.
• Fluency in English and Arabic languages.
