 Background:

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

 

THE PURPOSE

 

Water & Habitat Engineer (WATHAB Engineer) plans, designs, and implements engineering projects within the scope of the ICRC’s water and habitat assistance objectives with supervision and coaching from their hierarchical superior. S/he monitors on-site works, conducts need assessments and surveys, and plans new projects. S/he has a close working relationship with external stakeholders related to their projects.



 
 Duties and responsibilities:

  • Draws up documents (drawings, bills of quantities, contracts, etc.) for engineering projects using approved formats; monitors project implementation for compliance with project documents, ICRC standards, and local building codes/standards, ensuring corrective action is taken where necessary.
  • Supervises small numbers of contractors working on project sites and conducts quality control of infrastructure installed by the ICRC.
  • Creates project files in electronic databases (such as the WatHab Project Assistant application) and keeps them current.
  • Prepares implementation/progress reports.
  • Provide regular information to colleagues on security, stakeholder issues, and site progress.
  • Manages project purchasing on labor and materials according to the delegation's financial rules.
  • Administers hand-over of ICRC-provided infrastructure to end-users.
  • Trains or organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC.
  • Uses results-based management to evaluate project implementation.
  • Helps identify needs through assessments and surveys.

 
 Minimum Qualification, Skills and Experience Required:

  • University degree in civil, structural, or hydrological/hydraulic engineering, architecture or similar.
  • Additional vocational training in water supply, sanitation, construction, engineering, or any related technical field
  • 3-5 years' professional experience in a related field of activity.
  • Experience in assessing, surveying, calculating, and preparing estimates and technical drawings of buildings.
  • Fluent in English and Arabic.
  • Excellent level of computer skills
  • Familiarity with the standard norms and rules in construction, local techniques, and requirements for construction
  • Driving license, succeeded in ICRC driving test.
  • Familiar with the geographical responsibilities of the Sub delegations
  • Proficient with drawing software skills in construction and hydraulics engineering, AUTOCAD, and MS project management
  • Experience managing 1-3 technical support staff.
  • Proficiency in Water Services in Urban and Rural Areas, Sanitation and Waste Management, emergency response and Disasters management, Energy Supply, Construction and Civil works
  • Skilled in the following competencies: Leadership, Accountability, People management, Teamwork & Collaboration, Representing the ICRC, Beneficiary & Client focused.
