 Background:

Plan, organize, and evaluate the activities concerning nursing and the team associated, according to MSF values, policies and protocols and universal health standards, in order to warrant the quality and continuity of the health care and the development of the plan of action.



 
 Duties and responsibilities:

  • Carry out the functions and tasks associated to nursing i.e. perform as a nurse or anesthetist, whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience. 
  • Implement all the protocols and hygiene procedures, and supervise his/her team follow the same standards, in order to warrant the quality of the care and service in his/her speciality.
  • Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, in order to ensure the coverage of the human resources needs and maintain high standards of quality.
  • Carry out and/or supervise the ( decentralized) pharmacy and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.)in his or her department, in order to satisfy the needs of material with efficiency and effectiveness.
  • Ensuring  that all staff  using medical devices are qualified and trained. Ensuring that cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.
  • Carry-out and/or coordinate administrative (exit-paper, transfer-paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activity in the project, output/ outcome and support decision-taking.
  • Give feedback/ reports to medical focal point. 

In April 2023, civil war broke out in Sudan. Clashes have largely been focused in Darfur State, Khartoum State and Al-Jazeera state but it has extended beyond these areas. MSF OCA has maintained a consistent humanitarian presense in Khartoum State throughout the war, with activities largely being based in Al-Nao hospital. More recently, MSF has expanded activities in Omdurman to include interventions in Albuluk Pediatric Hospital. The NTS will take an active roll in planning and implementing all nursing activities within this project. 

The NTS will mainly focus their work in the ER but will be flexible and adapt to the needs of the wider project as required. It is important to aknowledge MoH guidelines whilst ensuring MSF standards are maintained at all times. 

Specific Accountabilities in addition to the above;

Supervision and coaching for all nursing/nursing assisstant staff in:

  • Triage, ABCDE, pain management
  • Stabilisation/referral of seriously ill and/or injured patients
  • Malnutrition management including taking accurate anthropometric measurements
  • Accurate and appropriate vital signs monitoring
  • IPC procedures in line with the 3 pillars of IPC
  • Correct medication management and administration respecting the 5 “R’s”
  • Correct steps in taking samples for lab investigations and POCT
  • Preparedness for outbreak and emergency responce

Collaberate with;

  • MoH manager/supervisor to offer support with roster management, annual leave planning and evaluations for nursing staff
  • IPC supervisor and hygiene agents to support proper IPC practices are maintained 
  • NAMs to support all nursing activities 
  • Pharmacy to ensure appropriate medication ordering, supply and tracking of consumption/donations
  • Lab staff for proper proscessing and reporting of samples/POCT
  • HPs and CHWs to share relevent healthcare messages
  • Guards to ensure proper croud control and secrity measures are maintained

Monitoring and evaluation;

  • Contribute to MMR giving feedback on quality monitoring, actions, achievements, challenges and improvement plans
  • Contribute to quarterly activity report to be submitted to MoH and HAC
  • Report to the NAM any increase of number of admissions/attendances of any particular disease and to ensure facility-based surveillance is being recorded
  • Recognise gaps and identify learning opportunities within nursing care to ensure best practice is maintained 

Communication;

  • Attend medical meetings to report and follow up on nursing aspects
  • Arrange and actively participate in regular nursing team meetings, record minutes including action points and responsibilities
  • Ongoing communication with NAMs to share updates and progress 

Supply and equipment;

  • Regular audits/inventories of pharmacy stock and other materials to avoid rupture and so all neccisary items are easily accessible
  • Ensure all nursing related equipment is fit for purpose and that staff are trained properly in its use, report and replace if broken/not fit for use

Personal development;

  • Ensure the individual is up to date with the most recent nursing care guidelines, protocols and procedures
  • Activley participate in all training oppertunities
  • Engage in ongoing assessment and evaluation process as per MSF policy
  • Be prepared to adapt to the specific needs of the project as they arise

 
 Minimum Qualification, Skills and Experience Required:

Education: Speciality (nurse or anesthetist) diploma essential.

 

Experience: Essential 2 years of previous experience. Having worked in MSF or other NGO’s and in developing countries is desirable.

 

Languages: Mission and local language essential.

 

Knowledge: Essential - Computer literacy (word, excel and internet).
