 Background:

The Federal Ministry of Health (FMoH) was has been managing the Global Fund’s Malaria and Resilient and Sustainable Systems for Health grant (Malaria-RSSH) for the previous two funding cycles 2018-2023 and 2021-2023. FMOH continuous to play a crucial role in the implementation of the current Malaria-RSSH grant (2024-2026) through the FMOH Global Fund Program Management Unit (PMU). In its role, the PMU ensures quality financial management, timely procurement of supplies and services for necessary implementation as well as efficient monitoring and evaluation of grant implementation activities.

The grant prioritizes universal access to vector control, quality-assured case management, and malaria prevention during pregnancy, while considering the impacts of the ongoing conflict. Core activities include mass ITNs distribution, entomological surveillance, enhanced case management (in the health facilities and in the community), and community advocacy. Beneficiaries include vulnerable populations, particularly in high malaria transmission areas, with a focus on pregnant women, children under five, and displaced communities.

Job Purpose/ Summary : 

Supports the implementation of Supported  activities and supports a collaborative, client-focused, quality and results oriented an approach in the team in close collaboration with the all PMU sections staff.

The IT Officer will be responsible for managing, implementing, and maintaining the organization's IT infrastructure, ensuring that all systems, software, and networks operate efficiently and effectively. Moreover, peripheral on a day-to-day basis for the IT hardware and software systems in use by the PMU mainly the TALLY accounting system. Able to independently manage IT equipment, draw up strategies, follow IT assets list and write reports



 
 Duties and responsibilities:

Key Responsibilities

 

System Administration

  • Maintain and manage servers, networks, and data backups.
  • Install, configure, and troubleshoot operating systems and software applications.

Software Development and Maintenance

  • Oversee the development, testing, and implementation of Tally applications.
  • Ensure all software is up-to-date and compliant with standards.
  • Ensure that Tally accounting system operate adequate and provide assurance of remote access.

Technical Support

  • Provide technical support to staff, on Tally accounting related issues
  • Provide technical support to staff, diagnosing and resolving hardware and software issues.
  • Respond to help desk requests from callers and walk-ins; provide remote assistance to ICT authorized users.

Network Management

  • Assist in the operation and maintenance of Local Area Network (LAN) and Wide Area Network (WAN) systems.
  • Monitor and maintain network infrastructure, including firewalls, switches, routers, and wireless access points.
  • Assist in the installation and maintenance of communications equipment for wired and wireless networks.
  • Ensure network security through the implementation of security protocols and regular system updates.

Data Management

  • Oversee the management and maintenance of databases and information systems.
  • Implement data recovery and disaster recovery plans.
  • Perform daily weekly backups of the Tally accounting system.
  • Ensure that the Tally accounting data is backedup in a cloud system or any other backup method beyond the routine one where required.

Cybersecurity

  • Develop and enforce IT security policies and procedures.
  • Conduct regular security audits and vulnerability assessments.
  • Ensure all confidential information and data is handled in accordance with Information Security Policy.

Training and Documentation

  • Provide training to staff on IT systems, policies, and best practices.
  • Develop and maintain IT documentation, including user guides and system manuals.
  • Establish a user-friendly and elaborate documentation procedure to support all IT activities as needed.

Hardware Maintenance

  • Service and maintain printers and other IT hardware for the PMU officers.
  • Format and install drivers and other software on desktops, printers, scanners, and laptops.
  • Troubleshoot, resolve, and keep records of user problems and solutions offered.

Operational Support.

  • Assist in routine tasks such as backing up data, monitoring network and systems, servers.
  • Evaluate existing service delivery arrangements, providing options, recommendations, and solutions for performance improvement.
  • Oversee the procurement of IT equipment and software.

General Duties

  • Provide IT technical support services to end-users.
  • Address problem calls or service requests for the Tally accounting system.
  • Any other IT support as required.

 
 Minimum Qualification, Skills and Experience Required:

  1. Bachelor’s degree in Information Technology, Computer Science, or a related field. 
  2. Proven experience as an IT Officer or similar role. 
  3. In-depth knowledge of IT systems, ERP system, networks, and data management.  
  4. Knowledge of TALLY accounting system is an asset, 
  5. Strong troubleshooting and problem-solving skills. 
  6. Excellent communication and interpersonal skills.

 

Key Competencies :

Ability to work under pressure and meet deadlines.
