 Background:

The MEAL Officer primary responsibility is to coordinates M&E activities and will participate in building capacity of LM in M&E and its implementing partners. 



 
 Duties and responsibilities:

Reporting

· Upon request from the supervisor, participate in compiling project reports

· Provide monthly reports to assess progress of projects

Project development and proposal writing

· When needed, participate in the elaboration of project proposals.

Monitoring, Evaluation and learning

· Conduct field project monitoring visits according to approved Terms of Reference

· Ensure that all projects have M&E plans, and tools for measuring progress

· Ensure that all projects have indicators and that data to measure the project indicators is

collected regularly.

· Lead the process of conducting Needs Assessments in line with approved concept notes

or TOR.

Document lessons learnt and success stories from projects

· Provide recommendations to the Deputy Programme Manager and Programme Manager

to ensure that projects are implemented in an effective and efficient manner.

· Ensure that baseline data for all projects is in place.

· Ensure that monthly Project Performance reports are submitted to the DPM.

· Conduct quarterly project M&E visits and submit monitoring reports clearly showing

projects progress.

· Review TOR's for project evaluations and participate reviewing in quotations from

consultants.

· Review and sign off project evaluation reports.

Capacity Building of local partners

· Build capacity of LM staff in MEAL.

· Build capacity of LM partner organizations in MEAL

Networking

· On request from the PM, attend collaboration/sector coordination meetings.

· Identify and recommend networks, consortia, or organizations for possible collaborations.

· On request from the CD or the PM, represent LM in formal and contractual matters

relating to government departments and services.

Identification of Local Partners

· On request from PM, make assessments of existing and potential local partner

organizations.


 
 Minimum Qualification, Skills and Experience Required:

  • Education: A minimum of a bachelor’s degree is required to meet the educational requirements for this position.
  • Experience: At least one year of experience is required, with a focus on roles within Monitoring and Evaluation (M&E), specifically in an international organization or non-governmental organization (NGO) setting.
  • Knowledge: The ideal candidate must have a strong understanding of M&E systems, the theory of change, and experience in establishing M&E frameworks within an NGO context.
  • Core Competencies:

  • Strong writing skills with a focus on clarity and conciseness.
  • Adaptability to change and effective change management capabilities.
  • Ability to provide comprehensive support to program teams and other departments.

Job Commitment:

  • Starting date: As soon as possible.
  • Duration of commitment: One Year with a 3 months’ probation period and possibility of extension, based on performance evaluation and budget availability.
