 Background:

The IWRM Officer is responsible for supporting the planning, management, and technical supervision of Integrated Water Resources Management (IWRM) and Water, Sanitation, and Hygiene (WASH) activities at the project level. The officer will assist in implementing technical interventions, providing guidance to field teams and stakeholders to promote the sustainability of water resources and the improvement of WASH services. The role also involves supporting partnerships, providing technical input, contributing to resource mobilization efforts, coordinating with the WASH Cluster at sub-national levels, and ensuring intersectoral collaboration while incorporating cross-cutting issues such as gender, protection, and environmental sustainability.



 
 Duties and responsibilities:

Project Planning and Implementation.

  • Management and coordination of the IWRM/WASH activities in the designated area including programmatic and technical functions and including supervision of technical teams,
  • Lead and provide technical support to other project staff in the implementation of the project including ensuring a well-integrated water resources management component that will ensure the sustainability of the water resources,
  • Produce designs - initial outlines or full plans for project activities (new boreholes, MWY, Hafirs, Dam, etc.) as per the national standards and IAS internal standards and guidelines.
  • Carry out technical assessments and collection of data for on-going and new projects,
  • Assist in development of new training curricula and policies for IWRM/WASH activities,
  • Train, coach and mentor staff under his\her supervision,
  • Conduct environmental trainings and assessments and increase awareness on current environmental issues,
  • Keeping up-to-date with changes in regulatory legislation, guidelines etc.,

Stakeholder Engagement and Capacity Building

  • Build partnerships with government, stakeholders, and communities to support IWRM and WASH activities.
  • Assist in developing catchment and IWRM plans and deliver capacity-building programs on water resource management, infrastructure maintenance, and hygiene promotion.
  • Train communities and partners on managing and maintaining water infrastructure for sustainability.

Monitoring, Evaluation, and Reporting

  • Monitor and assess IWRM and WASH project progress through field visits and data collection.
  • Support project reviews and evaluations and prepare high-quality reports for internal and external stakeholders.
  • Document and archive project activities and technical designs.

Resource Mobilization and Proposal Development

  • Assist in researching funding opportunities and drafting technical inputs for proposals.
  • Contribute to resource allocation planning for IWRM/WASH projects.

Emergency Response

  • Support WASH interventions during emergencies, including needs assessments, procurement, and distribution of supplies.
  • Ensure coordination with other sectors and integrate cross-cutting issues like gender and environmental sustainability into response efforts.

Representation and Advocacy

  • Represent the organization in meetings, events, and advocacy efforts.
  • Contribute to organizational visibility by supporting the development of articles and success stories.

Other Duties

  • Perform additional tasks as requested by the Program Coordinator.

 
 Minimum Qualification, Skills and Experience Required:

Essential

  1. Minimum 3 years of experience required to fulfil this job and in WASH (Water supply) and IWRM, geology, Civil engineering, water resources engineering, hydrology and environmental studies. 
  2. Experience working with government counterparts, INGOs, NGO, non govermental agencises, and donors.

Desirable

  1. Knowledge of WASH emergency response standards and experience implementing projects in crisis settings.
  2. Familiarity with international standards for water infrastructure development, such as SPHERE standard

Competencies:

Essential

1-  Strong knowledge and experience in Integrated Water Resources Management (IWRM) and WASH.

2- Familiarity with humanitarian and emergency response operations, particularly in WASH sectors.

 

Desirable

1 - Proven knowledge and practice of GIS and special hydrology applications.

2 -  Previous experience in water for agriculture interventions

Starting date: As soon as possible.
