 Background:

WHO WE ARE

 

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

 

THE PURPOSE

 

The Clearance Officer is responsible for ensuring that all imported, exported and in-transit goods are moved according to sound practices. S/he responsible for customs exemption process and to close it once the items are all used or distributed. S/he is also responsible for the items under exempted status follow-up.



 
 Duties and responsibilities:

  • Obtains exemptions from national or regional authorities for goods that the ICRC imports.
  • Receives and expedites freight out of the country or region of assignment in collaboration with external commercial partners under Foreign Affairs (FA) or supervised by a Freight officer from the Logistic Support Center (LSC).
  • Is responsible for following up on filing and archiving import-export documents.
  • Verifies invoices (from customs, freight-forwarders, etc.) and submits them to supervisors and/or department staff.
  • Reports problems and irregularities in import-export activities. Reports inventory management irregularities of exempted goods, reports security issues.
  • Takes part in selecting external logistics providers (clearing agent freight forwarders and carriers).
  • Ensures that the latest customs regulations are communicated and applied. 
  • Where no Clearance Compliance Manager raises the scope of work for Request for Quote/Tender (RFQ/RFT) and drafts the technical evaluation of selection table, initiates the tendering process and manages the contracts.

 
 Minimum Qualification, Skills and Experience Required:

  • University Degree or equivalent higher education degree in administration, logistics or similar field. 
  • Certification in clearing and forwarding. 
  • Valid IATA Dangerous Goods Regulations certification.
  • Four years' experience working in a clearing and forwarding organization.
  • Proven successful experience in clearing and forwarding. A certification is an asset.
  • Proven knowledge of customs and import-export procedures.
  • Very good computer skills and ability to run logistics software.
  • Excellent command (spoken and written) of English.
  • Driving License, succeeded in ICRC driving test.
  • Proficiency in Import and export, International Transport, Document Management.
  • Skilled in the following competencies: Leadership, Accountability, People management, Teamwork & Collaboration, Representing the ICRC, Beneficiary & Client focused.
