Background: Addition for Disaster Assistance and Development (ADD) is a national humanitarian organization dedicated to providing life-saving support to vulnerable populations in Sudan. Our programs focus on addressing critical humanitarian needs, promoting community resilience, and improving the well-being of displaced persons, host communities, and marginalized groups. Job Summary: The GFA officer work under Food Security and Livelihoods (FSL) sector, he/she will be responsible for field-level implementation, coordination, and monitoring of General Food Assistance (GFA) and Cash Support Transfer programs. The officer will ensure the timely and equitable distribution of food and cash assistance, oversee beneficiary targeting and registration, and engage with local authorities, humanitarian partners, and affected communities. Additionally, the officer will integrate protection principles into all FSL activities to ensure the safety, dignity, and inclusion of vulnerable groups, particularly women, children, persons with disabilities, and marginalized populations. The officer will also represent the organization in field-level coordination meetings and provide regular reports on program performance and challenges.

Duties and responsibilities:
- Program Implementation & Coordination
- Lead the implementation of GFA and Cash Support Transfer activities, ensuring that assistance reaches the most vulnerable populations.
- Coordinate with local authorities, humanitarian partners, and community leaders to facilitate smooth food and cash distributions.
- Ensure adherence to humanitarian principles, donor guidelines, and organizational policies in food security programming.
- Provide technical support to field teams to enhance the effectiveness of food assistance and cash transfer interventions.
- Protection Mainstreaming in Food Security Programs
- Ensure that protection, gender equality, and inclusivity are integrated into all aspects of food and cash assistance programs.
- Prioritize the needs of vulnerable groups, including women-headed households, persons with disabilities, elderly individuals, and children in beneficiary selection and program design.
- Monitor and mitigate risks of exploitation, abuse, and discrimination in food and cash distribution sites.
- Work with Protection and GBV teams to identify and refer cases of gender-based violence (GBV), child protection concerns, and other protection risks encountered during FSL activities.
- Ensure that food distribution points and cash transfer mechanisms are safe, accessible, and adapted to the needs of vulnerable individuals.
- Beneficiary Targeting, Registration & Accountability
- Conduct vulnerability assessments to ensure a fair and transparent selection of beneficiaries.
- Oversee the registration process, ensuring that beneficiary data is accurate and up to date.
- Implement and promote community feedback and complaint mechanisms to enhance transparency and accountability.
- Respond to beneficiary complaints and protection concerns, ensuring appropriate follow-up and referrals.
- Cash Transfer Mechanism & Food Distribution Oversight
- Supervise the distribution of food baskets and cash assistance, ensuring proper handling, storage, and security.
- Monitor cash transfer mechanisms, including mobile money, voucher systems, or direct cash distributions, ensuring smooth and timely transactions.
- Conduct post-distribution monitoring (PDM) to assess the impact of assistance and identify gaps or challenges.
- Ensure that cash-based interventions do not increase vulnerability, financial exploitation, or gender inequalities.
- Field-Level Coordination & Representation
- Represent the organization in field-level cluster meetings, protection coordination meetings, and emergency response discussions related to food security and protection.
- Strengthen collaboration with protection actors, including GBV and Child Protection working groups, to improve referral pathways.
- Share updates on program progress, challenges, and lessons learned during meetings with partners, local authorities, and humanitarian coordination bodies.
- Reporting & Documentation
- Prepare and submit weekly, monthly, and quarterly reports on project activities, progress, challenges, and achievements.
- Maintain accurate records of beneficiary data, distributions, cash transfers, and protection incidents.
- Document case studies, success stories, and best practices to improve program learning and visibility.
- Emergency Response & Adaptation
- Participate in rapid assessments and emergency response interventions in crisis-affected areas.
- Contribute to contingency planning and preparedness for food security and protection-related emergencies.
- Identify and respond to emerging food security and protection risks in target locations.
- Capacity Building & Community Engagement
- Train field staff and community volunteers on cash transfer modalities, food distribution procedures, and protection mainstreaming.
- Raise awareness on safe food handling, nutrition, financial management, and protection-related issues.
- Support community-based protection measures, ensuring that food and cash assistance do not expose beneficiaries to harm.

Minimum Qualification, Skills and Experience Required:
- Bachelor’s degree in agriculture, Economics, Development Studies, Social Sciences, or related fields.
- Minimum of 2-3 years of experience in humanitarian food security programs, with a focus on GFA and cash-based assistance.
- Strong understanding of protection principles, including gender-sensitive programming, GBV risk mitigation, and child protection.
- Experience in field-level coordination with FSL and Protection Clusters.
- Reporting skills, with experience in weekly and monthly progress reporting.
- Familiarity with digital data collection tools and post-distribution monitoring (PDM).
- Ability to work under pressure and in remote and emergency settings.
- Fluency in Arabic and English is preferred.
